Well, that's the standard excuse that people at Boeing push, but the Merger was in 1997.
Boeing has had plenty of time to fix their management, but this kind of thinking perpetuates itself.
It's not just their commercial airliners (although a lot of this is because the airlines have gone woke and cheap on their mechanics).
Starliner is way late for delivery. Bad engineering and manufacturing.
And even worse is the SLS booster, which is also way late and way over budget. But the "connected" people in the Senate will still be pushing the overpriced dinosaur in the next decade.

I am pretty sure I have seen Parmelee wrenches being used, typically to assemble and disassemble expensive oilfield tools, such as logging tools and DST tools, but I did not know them by that name, and my work never involved the use of such. They look like they would do fine for repetitious work on the same set of parts without marring the parts. But since they have to be sized exactly to the part that they grip, it would become very expensive (and bulky) to have them for all work involving round pipe. Regular old pipe wrenches are what one usually sees in the toolhouse on a rig.

Yeah. I went to their Web site. I remember another place I have seen them used: to work on core barrels for diamond core drills in the mining industry. The barrels can be very thin steel, and a regular pipe wrench would crush them.
