French President Macron: We Must Do "Whatever It Takes" to Rescue Ukraine's Failing Effort Against Russia, and "Nothing Is Ruled Out"

Macron didn't actually say "send troops to Urkaine." But "whatever it takes" and "nothing is ruled out" means, well, he's not ruling out sending NATO troops to fight Russia directly.

French President Emmanuel Macron on Monday night said "nothing is ruled out" when it comes to sending Western troops to help Ukraine. He warned the situation on the ground was so critical, and the stakes for Europe were so high, that much more effort was needed to fight back Russia's invasion.

"Whatever it takes": "We're at a critical point in the conflict where we need to take the initiative," Macron said after hosting European leaders at the Elysée Palace for a summit on Ukraine. "We're determined to do whatever it takes for as long as it takes."

Jazz Shaw's article discusses what would happen if France, unilaterally, sends troops to Ukraine. That seems to be a highly fantastical scenario, but if France did go to war with Russia, and Russia attacked France, that would invoke NATO's Article V and compel the US to come to France's defense.

Or, more likely: It would result in Article V being officially repudiated.

BRUSSELS (AP) -- European military heavyweights Germany and Poland affirmed Tuesday that they would not be sending troops to Ukraine, after reports that some Western countries may be considering doing so as the war with Russia enters its third year.

The head of NATO also said the U.S.-led military alliance has no plans to send troops to Ukraine, after other central European leaders confirmed that they too would not be providing soldiers.

The Kremlin, meanwhile, warned that a direct conflict between NATO and Russia would be inevitable if the alliance sends combat troops. "In this case, we need to talk not about probability, but about the inevitability (of conflict)," Kremlin spokesman Dmitry Peskov told reporters.

The New York Times reported Sunday that the CIA built 12 secret spy bases in Ukraine.

On Sunday The New York Times published an explosive and very belated full admission that US intelligence has not only been instrumental in Ukraine wartime decision-making, but has established and financed high tech command-and-control spy centers, and was doing so long prior to the Feb. 24 Russian invasion of two years ago.

Among the biggest revelations is that the program was established a decade ago and spans three different American presidents. The Times says the CIA program to modernize Ukraine's intelligence services has "transformed" the former Soviet state and its capabilities into "Washington's most important intelligence partners against the Kremlin today."

This has included the agency having secretly trained and equipped Ukrainian intelligence officers spanning back to just after the 2014 Maidan coup events, as well constructing a network of 12 secret bases along the Russian border--work which began eight years ago. These intelligence bases, from which Russian commanders' communications can be swept up and Russian spy satellites monitored, are being used launch and track cross-border drone and missile attacks on Russian territory.

"Without them [the CIA and elite commandoes it's trained], there would have been no way for us to resist the Russians, or to beat them," according to Ivan Bakanov, former head of the SBU, which is Ukraine's domestic intelligence agency.

France does not speak for the West.
Neither does the United Kingdom.
Neither does Germany.
Neither, anymore, does the United States.

But let's be real about what Macron is saying: he is saying that United States will invade Ukraine. That's what "The West" means. In a way, there was a time when that would be justifiable, as there was a time when we were the imperial hegemon.

We are still that hegemon, but we are no longer rich, productive or competent enough to sustain the position. There is a real chance that the position formally - insofar as this kind of thing is *ever* "formal" - ends over Ukraine. We either overrule our imperial provinces in Europe and refuse to engage (in which case, Ukraine will fall) or we agree with them, engage directly, and lose due to incompetence on the front and unrestricted attack at home, largely cyber but not exclusively (in which case, Ukraine will fall).

The third option - that we engage and win - is possible but not very likely. We've already drained both the treasury and the armory.

The EU is talking about buying artillery shells from India because they sent all of theirs to Ukraine. I suspect that the Russians would win eventually. But, and this is a crucial but, Russia appears to have honestly stated their complaints and goals at every stage of this adventure. If people could get over their belief that Russia wants to conquer Europe and is this backward country ready to fall to the martial prowess of the west, we might could have peace.

German industry has been scrambling to move the hell out of Germany since the war began. The German automakers are doubling down in foreign countries. The German chemical manufacturers are building vast industrial complexes in foreign countries. They know the risks, and are moving at breakneck speed to get the hell out of Germany while there's still a chance to have a going concern on the other side of this. They aren't evacuating Germany, but they're building out enormous external capacity and diversifying as quickly as possible and at tremendous expense. The US has been a *huge* beneficiary of this.

But even so, the war has only been a catalyst for that. Germany is demographically a dead man walking, and the New Germans aren't up to the task.

There was a decent chance of that plan working and it nearly did work as the Ruble began to collapse along with Russian exports.

Two things queered the deal: the demand for energy at all costs, particularly from China and South Asia, and Anton Siluanov.

Anton Siluanov is the Russian finance minister, and it's possible that he actually saved Russia in the first month or two of the war. He arrested the collapse of the Ruble and staved off hyperinflation by essentially laundering the currency through gold, limited to Russian citizens. This caused massive repatriation of Rubles, quelled the panic among the masses, and halted the collapse. It took a huge amount of Russian gold to do it - and it's the kind of bold, ultra-high-risk gamble that can only work once - but it did work.

There was never a chance of them coming in on the German side. Haldane went to Germany a couple of years before the war to unofficially sound them out on some kind of agreement, and it went nowhere.

They were coming in with France and Russia or staying neutral. Those were the only options.

Actually, just like many NATO nations France already has sent troops to Ukraine. Russia has made it a practice to send some high value missiles or drones to blow up places where they hang out -- France was miffed when a cluster of them was in a hotel and Russia blasted a hole in their suites for them.

But these are unofficial troops and hush hush so we can pretend they aren't there.

Also no longer worth a damn. They have send so many tanks to Ukraine they no longer have enough to train all the men, they have to rotate troops. All their artillery and ammo has already been shipped out.

Their special forces are good, but they aren't much better sitting in a trench catching shells and drones than their Ukrainian recruits.

Several EU statemen have publicly stated that the West, guarantors that Ukraine would discuss the status of Donbas areas in 2014 as part of the Minsk accords and preserve ethnic Russian rights said that they had no intention of doing so and were just buying time to rearm Ukraine for conflict with these states and Russia.

Therefore the incorporation of these districts has reset the status, these states will be inevitably lost to Ukraine in any peace deal. Likely other Russian areas like the cities of Kharkov and Odessa will also be delivered to Russia, ending threats of NATO bases on the Black Sea.
