Top Republican Tom Emmer calls for Ethics Committee investigation into Squad's Ilhan Omar following her controversial 'Somalia first' declaration that sparked outrage and demands she resign from Congress

Emmer said Ethics should probe Omar for House rule: 'A Member of the House shall behave at all times in a manner that shall reflect credibly on the House'

A top Republican is demanding the Ethics Committee probe Rep. Ilhan Omar over a speech where the Squad progressive allegedly declared she is 'Somalia first.'

According to one translation of a now-viral clip of remarks Omar made in Somalian, she said her allegiances lie with Somalia over the U.S.

'We are an organized society, brothers and sisters, people of the same blood, people who know they are Somalis first, Muslims second, who protect one another,' Omar said, according to a widely circulated translation of a clip.

Following massive backlash and calls for her to resign or even be deported, House GOP Whip Tom Emmer is demanding an ethics investigation into her 'appalling' rhetoric.

According to a letter obtained exclusively by DailyMail.com, Emmer asked the House Ethics Committee to probe whether the Minnesota Democrat had violated Rule XXIII, clause 1, which states: 'a Member of the House shall behave at all times in a manner that shall reflect credibly on the House.'

Omar claims that translation is not accurate and that 'propagandists' are twisting her words.


'No sitting member of Congress should be able to blatantly spew anti-American rhetoric and get away with it. I am demanding an ethics investigation into Ilhan Omar's appalling, Somalia-first comments to ensure that she starts taking her oath of office and commitment to the 5th district of Minnesota seriously,' said Emmer, a fellow Minnesotan, in a statement.

Not really. The standard for high crimes and misdeameanors applies to impeachment, not expulsion or punishment by Ethics cmte and whole house. Each House has its own constitutional powers to set up rules for members without outside judicial interference.

Expulsion requires a 2/3rds majority btw and violating your oath of office is one of the grounds for being expelled (see Civil War era precedents).

I put the odds on this "demand" being met at 50%. It depends on the need for theatrics.

If it is met, I put the odds of her being found guilty at 10%.

If she is found guilty, I find the odds of her being removed from committees (if she's on any) at maybe 25%.

If she is found guilty and removed from committees, I put her odds of removal from the chamber at 0%.

84 FWIW, the First Amendment has never actually barred prosecution or punishment for ANY speech. Speech limits, including of political speech are under the strict scrutiny std. Any government regulation/law must have a compelling interest (in this case to have government officials act in AMERICAN best interests, not a foreign country) and then the regulation must be narrowly tailored so as to make clear what is protected speech and what is not. Pretty clear that the oath of office makes clear what is required by a House member and what is not and that is narrowly tailored as to allow the House to use the due process of the Ethics and floor vote on expulsion to remove a member for violating it. That 2/3 majority and process would also ensure that sufficient evidence would be required to make a bipartisan 2/3 vote possible as to meet the requirement of the government required to bear the burden of proof in charges.

She's admitting to possibly criminal acts, first amendment rights don't limit authorities to investigate what's said and see if there's truth to it. She's taken votes that would line up with what she's saying, which means her words are an admission of guilt to crimes that she committed while a congressman.
