The Biden Administration Is Now Embezzling Funds Appropriated for Counter-Terrorism To... Woke Black "Arts" Groups

Unless John Lithgow is commanding a terrorist force to stop people from dancing, then Biden is, once again, violating the law.

James Varney:

Founded in 2020 in the aftermath of the George Floyd protests, the Black Legacy Project describes itself as "a musical celebration of black history to advance racial solidarity, equity and belonging." It brings together artists of all backgrounds "to record present day interpretations of songs central to the Black American experience and compose originals relevant to the pressing calls for change of our time."

A similar arts group, Nu Art Education Inc., an offshoot of the NorCal School for the Arts, says it is "following the theory of change that utilizing theater arts" can be "a tool to teach and practice conflict resolution in the classroom."

While both outfits share a mission of using the arts to inspire social change, they have something else in common: counterterrorism. Or rather, both have received taxpayer grants through the Department of Homeland Security's "Targeted Violence and Terrorism Prevention" (TVTP) program. Together, the two groups have received more than $1.4 million since the Biden administration doubled the program's annual budget, to some $20 million per year.

Grants to arts cooperatives and educational initiatives strike some as odd for a department charged with protecting the United States -- including its southern border, now viewed by many as virtually open to illegal migrants. Against that backdrop, FBI Director Christopher Wray recently warned Congress of the heightened threat of terror in the U.S. at a time of wars raging on two continents with America involved on the sidelines.

On Tuesday, Wray told the Senate Judiciary Committee the "threat matrix" is "blinking red lights everywhere."

Given such concerns, Andrew Arthur of the Center for Immigration Studies, a critic of Biden policies, said the DHS grants are misplaced. "It's kind of hard to see how all that is going to help stop terrorism," he told RealClearInvestigations.

Well yeah, it is a little hard to see, now that you bring it up.

DHS declined to discuss the TVTP program, or answer questions about how competitive the grant process is or who makes final decisions on where the money will go.

The program has its roots in the Obama administration under the concept of "countering violent extremism" and has drawn criticism ever since from both left and right -- albeit for different reasons. During the Trump administration, the leftist Brennan Center for Justice faulted the "anti-Muslim and xenophobic rhetoric and policies" in such programs, which "also target refugees, asylum seekers, and Black Lives Matter activists."

The Brennan Center said "the reality is that these programs, which are based on junk science, have proven to be ineffective, discriminatory and divisive."

That was then. Now, having doubled the program's budget, the Biden administration is using the money to advance parts of its agenda not directly related to terrorism. Increasingly the DHS grants, like much larger ones at other departments, are part of the administration's "whole of government" effort to promote "diversity, equity and inclusion" and quash what it considers misinformation.<

While proclaiming that that the grants are designed for "local communities across the country to develop targeted violence and terrorism prevention programming in their communities," the Department of Homeland Security also stresses its focus on DEI.

"Ensuring equity is a key priority of the TVTP Grant Program and 41 percent of this year's grant recipients are devoted to underserved populations, compared to 25 percent last year," the DHS website says, noting grants have gone to historically black colleges and universities, seven "Minority Serving Institutions (MSI)," a Native American group and another serving the LGBTQIA+ community.

When Biden lies and says he's increased money to "combat terrorism," and claims Republicans are "pro-terrorist" for objecting to this spending: Remember, Biden considers normal Americans to be terrorists and his "counterrorism" money is just for DEI propaganda.

There's a particularly racist way to interpret this, but I don't think that's it.

I think it's much more the appropriations are fiction. Dump the money into whatever bucket and then go spend it however you see fit. It's not like there's any accountability. I'll bet yacht trips for DHS senior executives are also "counter-terrorism expenses."

There's a simple rule one can follow about things like this. There are nuances and degrees to it, but the rule itself holds firm in all cases.

"Any public official who refuses to discuss where or how money is spent is stealing it, whether directly for his own benefit or not."

Same applies to financial officers of publicly-traded companies.

SI:

Brandon Williams will never forget the phone calls. For years, starting around 11 p.m and sometimes lasting 90 minutes, Williams and his uncle, George Floyd, would catch up on all that night’s NBA action. From the frustrating hometown Rockets to mini miracles acted out by LeBron James or Russell Westbrook (two of Floyd’s favorite stars), they sifted through it all.

Growing up under the same roof in the Third Ward, Williams and his uncle—who was more of a father figure—bonded over all sports. But basketball was the game they both played in college. Rehashing the NBA’s evening slate eventually served as a way for them to preserve their connection, first when Williams went off to attend Utah State University Eastern, and, a few years later, after Floyd caught a bus up to Minneapolis to try to get his life back on track.

169 Speaking of insane spending, the “bipartisan” infrastructure bill allocated tens of billions to train travel. It’s not just boondoggles like california high speed rail. Which got an extra $3B for the train to nowhere.

Amtrak got billions as well. To start new service or expand service between cities like Charlotte/Atlanta, Dallas/Houston, Seattle/Portland, etc. Nothing but graft opportunities.

A lot of these lines used to have service but was discontinued because nobody used it once air travel became cheap and the interstates were built. But now magically everyone will want to take a 7 hr train between Dallas and Houston instead of an hour flight or 4 hr drive. It’s science!!

It was a catastrophe that inverted the basis of American power. Powers are not held by the Federal and devolved to the States, they are held by the States and devolved to the Federal. Direct election of senators short-circuited the entire basis of government by removing the States from the table.

We had the People's House (HoR) and the States' House (Senate). Then we just had two People's Houses, with nobody there to defend State interests against Federal interests. It broke everything.

252
By the time the 17th Amendment ratification rolled around, most states used referenda to select senators instead of state legislatures. The Lincoln Douglas debates happened within that very framework. Very few states still had their legislatures select senators.

From the National Constitutional Center, " In 1890s, many states started holding direct primaries for Senate, reducing the degree of influence state legislatures had over selection. Some states went further and began using something known as the “Oregon System,” under which state legislative candidates were required to state on the ballot whether they would abide by the results of a formally non-binding direct election for U.S. Senator. By 1908, twenty-eight of the forty-five states used the Oregon System or some other form of direct elections. "

Wilson was not president when Congress referred the Amendment to the states for ratification in 1912 and the required number of states ratified the amendment in 1913.

Wilson can be blamed for a lot of things but not the 17th. Taft was president when Congress referred it to the states and the vote was bipartisan in Congress for it.

257 For my money, sports journalists are the worst kind of journalists. Hear me out.

Regular journalists are activists and regime mouthpieces. They have a sneering contempt for their opponents and an unearned arrogance that drips from every pore.

Sports journalists, by and large, have a sneering contempt for the athletes, sport and fans they cover (though there are tons of jock sniffers). They are the lowest of the non-thinking breed. They are simultaneously jealous of said athletes while acting as if they are above them. They truly believe the sport would dissolve if they weren't allowed to ask questions such as, "How did it feel to win today?"

Direct election of senators short-circuited the entire basis of government by removing the States from the table.
Posted by: Joe Mannix
-------
Joe,
It was never the fact that federal government powers were viewed as devolved to by the states. Instead, the We the People of the new Constitution and its mode of popular ratification conventions in each state granted the federal government powers. States acceded to the grant and even the NJ plan held that federal law in its enumerated powers was superior to that of states.

The Articles, on the other hand, explicitly used states as a basis for a very few delegated powers to the national government which crippled the national government more or less. Even then, the Articles Congress had a problem overspending and thus relying on borrowing to support it but no means of repay borrowed money unless states agreed to send the fedgov money.

Yes, I put it poorly. Power is sourced at the people, then to the states or the federal. The feds do have specific, explicit powers in the Constitution, but expanding those powers requires an amendment. Everything not explicitly federal belongs to the states. The federal government is not the master of the states, it is a servant except in a small number of explicit areas where unified policy is mandatory.

That reservation of all non-explicated powers to the states is why it was critically important for the states to be directly represented in the federal government, and why the Senate was so important. Yes, some states had moved to popular election of senators or various hybrid approaches, but these were state-level issues and they could do it or not, change it or not. Making it universally true was disastrous. The 10th amendment became meaningless the moment the 17th was ratified.

Posted by: Warai-otoko
-------
Under the original constitution, "The Senate of the United States shall be composed of two Senators from each State, chosen by the Legislature thereof, for six Years; and each Senator shall have one Vote." But, Section 4 of Article I also applies, "The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof; but the Congress may at any time by Law make or alter such Regulations, except as to the Places of chusing Senators."

So a state legislature was constitutionally able to delegate its choice for senator to a popular referenda under the Oregon method just like choosing the President which likewise has a similar mechanism for state legislators given the power to select Electors.

You can call what the states did as violating the principle of federalism but the remedy was a constitutional amendment which they did. Same for women being granted the vote or an income tax.

409 That reservation of all non-explicated powers to the states is why it was critically important for the states to be directly represented in the federal government, and why the Senate was so important. Yes, some states had moved to popular election of senators or various hybrid approaches, but these were state-level issues and they could do it or not, change it or not. Making it universally true was disastrous. The 10th amendment became meaningless the moment the 17th was ratified.
Posted by: Joe Mannix
-------
The reason that the 17th passed is that the people wanted it including 10 GOP senators in 1910 elections that opposed the amendment being voted out of office via state legislative delegation changes in partisanship.

Essentially, it made state legislative elections national in scope as a result. I would consider the Income Tax amendment as more crucial to large government because of the golden rule. You want a more limited government, then you must keep it poor and financing the government via excise taxes and tariffs kept the scope of government more limited by their very nature.

415 So a state legislature was constitutionally able to delegate its choice for senator to a popular referenda under the Oregon method just like choosing the President which likewise has a similar mechanism for state legislators given the power to select Electors.

You can call what the states did as violating the principle of federalism but the remedy was a constitutional amendment which they did. Same for women being granted the vote or an income tax.

Relevant for a new constitution but trying to build any revocation of the income tax or popular elections of senators is a dead end. Term limits and perhaps some sort of balanced budget amendment are probably more fruitful amendments. You might also put in an absolute retirement age for judges as an amendment.

Most of the post 1920's amendments are technicalities more than issues of wide import in society.

Posted by: whig at January 19, 2024 02:45 PM (gvoQe)

440 The reason blue states want the 28th amendment is to make all of their current gun control laws constitutional. Of course, by ratifying that amendment, the state has legally admitted that all its current gun control laws are unconstitutional.

We need to argue that in court, I think its a winner.
