Israel cannot allow Hamas to reconstitute as a militant group and it also must dismantle the group’s political wing, he argued, adding that military force alone won’t accomplish that goal. “But there are some big ideas missing,” Petraeus said. “You can’t kill or capture your way out of an industrial strength insurgency.” The Hamas challenge echoes what U.S. forces faced in Iraq and Israel should take a similar approach, he said. “The campaign should be a counterinsurgency campaign,” Petraeus said. “Don’t clear and go on. Clear, hold and build.”I cannot write intelligently about General Petraeus' military skills, but anyone who touts "Nation Building" as a strategy after 20+ years of data that show it is a pathetic, expensive, and most of all bloody failure is immediately suspect as a thinker. I do know that he did not comport himself well in his personal life, and his handling of sensitive material may have been flawed. It is also entirely possible that the prosecution and conviction for that behavior was politically based, but that is the risk one takes! Does he not see that trying to manipulate a recalcitrant society into a pie-in-the-sky Jeffersonian democracy is doomed to failure? Counter-insurgency leads to favoring one clan over another, which leads inexorably to all sorts of ridiculous alignments and alliances that cannot last once the occupying power is removed from the equation. But the concept of nation building in Gaza is even more laughable. The two successes of the last 80 years -- Japan and Germany -- were the happy result of many influences, none of which exist in Gaza....yet. The Germans and Japanese were both regimented people with respect for authority. They were also thoroughly cowed by the might of the Allied war effort, and they knew, deep in their bones and their psyches that they and their ideologies had been destroyed. In addition, there was essentially one actor who held power, and that power was absolute. Gaza satisfies none of those prerequisites for nation-building success. The Gazans are a corrupt population without any significant work ethic, without a cohesive society larger than Family and Clan, and their respect for authority rests primarily on the exercise of brutality, and not the political and social structure that buttresses authority in the West. Israel has not yet cowed the Gazans, although the sea change in Israeli political and military doctrine may very well change that dynamic. But the biggest initial difference will be the chaos of a rebuilding effort. Israel will not have the final say in the construction of a civil society in Gaza. The controlling power will be the United States and its "partners" at the UN and in the Arab world. The effort will be a horrific mess of competing interests, corruption, a fierce fight (led by the UN) to return to the status quo ante bellum, and untold billions of American dollars lost in the miasma. The ultimate difference of course is militant Islam. Its goal is the creation of a caliphate, and that drive will not be diminished by some wet dream of a Gazan Singapore, which is a fairy tale anyway. It worked in the United States, against the Indians. We defeated them, took their land, held it, built it up. It has worked in other places, done by other people. You are correct that the Ghazians are not like westerners, but then neither were the American Indians. The reason nation building failed in Iraq and Afghanistan is because we attempted it from some absurd top and bottom against the middle while standing outside the door position. We gave local rule to what were supposed to be Westernized locals but were really just local warlords playing a game. We then tried a hearts-and-minds game with the masses, against the resistance of the new rulers we had sanctioned, the local opposition to them, and remnants of the old regime we had never disposed of, along with external rivals. And we did that with rules of engagement guaranteed to not merely make us look weak in the eyes of the people we wanted to influence, but which ensured defeat against the opposition. Germany and Japan had both taken huge losses (36% and 24% respectively) among the trouble-causing demographic, military age males. As I've said before, you can only really change the mindset when roughly a third of them are dead. I doubt it's anything like that in Gaza.

The UN High Commisoner for Humanitarian Relief has been given 2 weeks to leave Gaza or be forcibly deported. Another UN commissioner was complaining yesterday that the IDF has destroyed over 80 UN affiliated compounds in Gaza already.

You forgot how well nation building worked in Vietnam.
It worked in Germany because there was an educated European tradition to build on. It worked well in Japan because there was an educated populace and damned strong intelligent leadership (McArthur) to make it work. Gaza? If the Israelis want to try, good luck. One thing I noticed in footage from Afghanistan was the lack of signs when troops were going through a town. Sign of illiteracy, like in the middle ages you would hang a picture of a shoe over your door if you were a cobbler. A lesson from history; Arab countries have never been able to rule themselves except for a few successful monarchies, and military figures like Sadat or al-Sisi. It's not the system, it's the people - over the last century, Egypt (for example) has tried socialism, communism, democracy, theocracy- all failed and they're back to a military dictator who keeps a lid on things for his own safeties sake. Other than that, for thousands of years the only stability in the region comes when there is a large empire willing to use outside troops to keep the locals in line.

May I simply point out that the USA utterly destroyed Japan in WW II. We dropped two nukes on them, for cryin' out loud! Their resistance was wrung out of them after four years of their available manpower being killed by every means possible, from bombs to bullets, flamethrowers, bayonets, satchel charges, and the kitchen sink when necessary. Likewise Germany, which had the additional encouragement of the gentle touch of Stalin's finest squeezing them from the east while the somewhat less barbaric Allied forces pushed them from the west. That is what Israel must do to Hamas in Gaza in order to lay the groundwork for future security. Their big problem is with the rest of the two billion moslems in the world, most of whom are enthusiastic Jew killers when given the chance. This will not end well, 'less Jesus comes back.

Nation building as was done I Germany and Japan worked because both nations were in some part, civilized. In Germany, the country was used to following orders, and we were there long enough to change enough of the people on top. In Japan, it was much the same, with a most of the population used to having a subject status.
Nation building in the Islamic world might work, but only from a foundation built as Ghengis Khan did it, on the dead bodies of the former inhabitants. Islam is a violent totalitarian political system, and does not accept non-Islamics as anything other than enemies or slaves / subjects.
