TT is holding up promotions (I'm guessing most are worthless) because the Pentagon is paying for the travel for abortions (as your hubby says) which is against federal law (Hyde Amendment).

What the DOD has been doing is submitting an entire group of officers for promotion, asking that they be approved as a group which does not allow for disapproval of an individual who may not be deserving.
