Compassionate Criminal Justice and the Victims of Under-Incarceration
The story of an awful murder in downtown Chattanooga a few days ago has become an international story (the British press is covering it too), not only because the murder victim was a prominent young businessman with three children, but because the murderer had 66 prior arrests, yet he was still prowling the streets and committing crimes.
Sixty-six prior arrests. While Chattanooga has been led by left-wing, soft-on-crime mayors for the past decade, the scandal really belongs to soft-on-crime Republicans. Hamilton County, in which Chattanooga sits, has had a Republican District Attorney for many years. Worse still, the state of Tennessee has a soft-on-crime Republican Governor, Bill Lee, whose compassionate conservatism has compelled him to try to empty the state’s penitentiaries. This is an actual quote from Governor Lee from back in 2019 “We can empty our jails in the same way that some other states have done. I know we can do that.” We’ll return to Governor Lee’s crime-enabling compassion in a moment, but first here is the story of Chris Wright’s murder at the hands of 66-times arrestee Darryl Roberts.

A prominent Tennessee businessman was shot and killed by a man with 66 prior arrests while on his way to attend his high school class’s 20th-anniversary reunion, authorities said. Despite being arrested more than five dozen times, records show that Roberts never served more than six months behind bars. Christopher Wright, 38, was in downtown Chattanooga on Thursday night to meet up with fellow Baylor School alumni when he got into an argument with Darryl Roberts, a career criminal known as “Too Tall,” Chattanoogan.com reports.As noted in the NY Post piece, Darryl Roberts never served more than six months in prison. Other local reporting in Tennessee revealed that among the previous crimes committed by Roberts was an attempted murder, wherein Roberts fired a gun multiple times through a door at a man he was trying to kill. “Man Charged In Chris Wright Murder Has 66 Arrests, Including 2010 Home Invasion With Shots Fired Through A Door”[Chattanoogan.com – 10/01/2023]
Surveillance of the incident shows Wright, a father of three, including an 8-week-old baby, talking to Roberts, 57, and another man before walking away. Wright then turns around to say something to the two men, with Roberts reacting by walking up to him and firing his gun at Wright’s head, police said.
In May, 2010, police said Roberts fired six shots through a bedroom door at an apartment on Hixson Pike. A man was behind the door and four children were in an adjacent bedroom, but no one was hurt. In that case he was charged with two counts of attempted first-degree murder, aggravated burglary, reckless endangerment, possession of a firearm while committing a felony, possession of marijuana for resale and possession of drug paraphernalia.So why was a man like Darryl Roberts out on the streets? Maybe it’s because the Governor of Tennessee wants people like him out on the streets.

The governor described the phrase [“criminal justice reform”] as one that means having fewer people in prison, more productive citizens after they leave, less taxpayer money spent on incarceration and a lower crime rate in the state. “It isn’t going to be easy to get that done,” he said. “We have to be creative and innovative and disruptive and challenge the way we’ve been doing things forever.” He added, “We can empty our jails in the same way that some other states have done. I know we can do that.”Governor Lee eventually got the anti-incarceration reforms he wanted. “Gov. Bill Lee called his Tennessee criminal justice reforms 'monumental’” [Tennessean – 5/04/2021]
One of the new laws is focused on diverting offenders away from state prisons. That measure will expand the group of people eligible for recovery courts, shorten the maximum amount of time someone can be placed on probation, and prevent some people from going back to jail for technical probation violations. The second new law will ease the requirements for people to be released on parole and will establish more support for inmates who are released from prison.I can’t believe I’m quoting Paul Mirengoff, but before he was pushed out at Powerlineblog, Mirengoff occasionally wrote about under-incarceration, including this 2019 piece about Gov. Lee’s dangerous anti-incarceration idealism.
Any old governor can incarcerate dangerous criminals. It takes innovators like Lee to let them roam our streets. How many more Tennesseans will be victims of violent crime because of jailbreak polices? How many more will die in the name of “creative and innovative and disruptive challenge[s] to the way we’ve been doing things forever”? One more victim would be too many, and there’s a good chance there will be more than one.One of those victims of Gov. Lee’s “innovative and disruptive” de-incarceration efforts was Mr. Wright. For the record, my church is actively involved in prison ministry, something I strongly support. I am also passionate about the need to re-integrate back into society those who have served their sentences. Employment and faith are often critical for that to be a success, and we should compassionately strive to provide the resources to make their rehabilitation successful. But there are a great many criminals who cannot be rehabilitated. We owe it to society to put them behind bars and keep them behind bars. A person who has been arrested 66 times, including for an attempted murder, cannot be roaming the streets. This is why there needs to be an entity that will pick up these criminals and make absolutely sure they are released into the wild at the governor's house, the AG's house or whoever fits the bill. Don't let the leftists be given the choice where and when the criminal animals are released.

If Roberts had been arrested for the 67th time prior to this murder for a strong armed robbery and had a heart attack and died while being restrained he would be declared a hero killed by the man.

There is a certain type of insanity that goes along with "prison reform" or whatever they're calling it. That right there. Did you read that list of charges?
If it was JUST possession and paraphernalia, I would be right there with you, saying he doesn't belong in prison. But everything above that? Decades. You belong in prison. For decades.
No type of reform should ever result in you being out, and the fact these things KEEP happening is proof the criminal "justice" system is just as broken as so many of our other institutions.
It's possible to get this right. I think we must start with getting lawyers away of the discussion. Especially prosecutors.

If liberals or squishy Republicans want criminal justice reform, let's let them have it, but with a catch, every one of these people let out needs to have a sponsor who's responsible for their actions.
So a DA wants to let Tyrone out on no bail for his beating of an elderly man, fine, but now that DA is responsible for what happens while Tyrone is out, and if he commits another crime that DA will be required to face the same prison time.
If these politicians are so sure that these are just good people in a bad situation, then surely they would very their own freedom on it.

You'll notice the articles mention "arrested" and "charged with." They say nothing of "convicted of."
One of the major problems with all of this is the Prosecutorial Industrial Complex, where the system gets them in the front door, and lets them out the back door, because it's expensive and difficult to try and convict people of crimes. And prosecutors are all about conviction rates, which means anything that's difficult to prosecute gets pled down to damn near nothing. Which is why this guy was out and about, shooting people in the head.

Most of this appears to be a concerted multipart campaign to cause breakdown and chaos, at the bidding of the shadowy figures who actually issue orders. Perhaps the affinity of the "elite" for Stanish things is a sign that they are Stan controlled or Stan believers. It is SO typical of the ivory tower mentality that people who only have positions due to a high civilization society think they can degrade it majorly and retain their positions. So a DA wants to let Tyrone out on no bail for his beating of an elderly man, fine, but now that DA is responsible for what happens while Tyrone is out, and if he commits another crime that DA will be required to face the same prison time.
If these politicians are so sure that these are just good people in a bad situation, then surely they would very their own freedom on it.

I'm curious how this gets handled in cop shops. You're out on the street, you encounter a perp, you survey the situation and make your arrest. You file your paperwork, listing all the offenses you observed.
Then weeks later, the same perp is on the street, and your computer shows he was finally convicted of a misdemeanor garbage offense of loitering or something.
I would imagine this sort of thing reduced the effectiveness of policing, even among those who conscientiously try to do their jobs.

As has been noted, Hezbollah was seizing foreign diplomats in Beirut as hostages in the mid-1980s. It worked so well that they seized four Soviet diplomats in 1986, one of whom was killed.
A KGB team flew into Beirut, seized the relative of a top Hezbollah commander, castrated him, and shipped his balls to the commander. They then shot the relative, and shipped his body to the commander.
The commander was informed that the same thing would happen to all of his other male relatives if the diplomats were not released.
They were released.

My outsider take is that the judicial reforms were an important step in evolving Israel from a besieged castle to a proper nation-state. Sad that it ends this way. But maybe not surprising, given historical and cultural precedent.

I've no experience with criminals or terrorists. But if I were in charge criminal reform would mean "You don't sit on your ass in prison, you are on a chain gang unless you demonstrate you are learning an employment skill" and "we don't negotiate with terrorists" would be re-instated as policy.

There was a video a couple weeks ago of a suicide drone in operation against Russians in Ukraine. The video, first person perspective, showed the drone flying through a forest, over trenches and finally into a Russian Army bunker dug into a hillside where it exploded.
I've said this before; the drone tech has matured to the point where we can send them to drop ordinance on armor, soldiers, checkpoints, etc. or load them with explosives and literally fly them into a building to kill. And they're able to loiter for some period time to hit targets of opportunity.

I'm still embroiled in a case (material witness) where I live, about shots fired and a lifetime criminal trying to kill someone, and this case is now going on a year with no end in sight. He keeps changing lawyers and getting continuances; he gets out, makes money (guess doing what) to fuel more legal gymnastics, and rinse and repeat.

I've said this before; the drone tech has matured to the point where we can send them to drop ordinance on armor, soldiers, checkpoints, etc. or load them with explosives and literally fly them into a building to kill. And they're able to loiter for some period time to hit targets of opportunity.

Bottom line: drones are airplanes, and the electric ones are slow airplanes. Existing anti-aircraft weapons, or better yet, upgraded WWI-era anti-aircraft weapons will work against them. Make a Gatling-style AA gun using 12 gauge shells loaded with #2 shot.

I knew some Egyptians back in the day, were in the army at the time. What I remember is them saying what a fustercluck it all was, so I guess even those who saw some initial success knew they were going to be chewed up and spit out.

Israel has to reoccupy, and install direct military control. There's no other choice, allowing them to choose their own viscious government can no longer be allowed. It's a tough problem; honestly all 2 million residents should be killed, but Israel can't do that, so turning the entire strip into some of kind of maximum security prison is the best that can be hoped for.

Modern drones are quiet and very maneuverable. They are small enough to not even register on most AA radars or fly low enough to be lost in the ground clutter. They can carry grenade like ordnance, mortar warheads, plastic explosives, etc. They've taken out a lot of Russian armor.
They've been used to some effect in Israel too.

Modern drones are quiet and very maneuverable. They are small enough to not even register on most AA radars or fly low enough to be lost in the ground clutter. They can carry grenade like ordnance, mortar warheads, plastic explosives, etc. They've taken out a lot of Russian armor.
They've been used to some effect in Israel too.

Israel has to reoccupy, and install direct military control. There's no other choice, allowing them to choose their own viscious government can no longer be allowed. It's a tough problem; honestly all 2 million residents should be killed, but Israel can't do that, so turning the entire strip into some of kind of maximum security prison is the best that can be hoped for.

Flooded the market for years. I still have 3 25# bags of it. I traded one bag to a guy for an entire shotgun shell reloading set up.

I'm in the drone industry. Ok, UAV's. I have one vendor who sells milt. spec. birds, but they're more of an "eye in the sky application." That being said, you can bring them down by messing with their IMU's, inertial measurement units. (There's an IMU in your smartphone). The IMU informs the drone where in the 3D world it is. Alter that capability, and the bird will crash itself. Pulse radar or pulse magnetics, maybe?

As far as weapons platforms, the right now is limited use case, IMO. They are good/great for precision strikes. I think their real utility (currently) is in observation and survey. EMusk and other future thinkers think there will be limited manned applications in the future. I think a meat computer is best in times of war, though.

I read in one of the trade magazines that there was a 400 ft tall cliff in GA somewhere over a river that the south actually dropped musket balls off of. Having tried so hard to just get to .130 I can't fathom doing .50. They found a bunch in the sand though.
The benefits of dropped vs cast is no heavy side straighter shooting balls.
It's a fascinating process.

Most of this appears to be a concerted multipart campaign to cause breakdown and chaos, at the bidding of the shadowy figures who actually issue orders. Perhaps the affinity of the "elite" for Stanish things is a sign that they are Stan controlled or Stan believers. I'm not a drone expert but from what I've read there are at least a couple of different types. One type must have constant radio contact with the controller to do its mission. These are easier to disrupt with jamming. The other are pre programmed for their targets and don't require radio contact and usually don't return.

We had to move back to Chattanooga a few years ago. I lived in this town 42 years, left it for 19, and came back to, surprise, another liberal shit city.
Rather than deal with real issues, like say, oh, murders and violent crime, our politicians and many citizens are off in pursuit of such noble causes as becoming one of the so called 15 minute cities.
Chattanooga gets a lot of good press, for example being named recently a number one retirement destination. We live in an area of unparalleled beauty, and there are indeed many great things about our city.
But, in the end, liberals ruin paradise everywhere for everyone.
Rather than deal with real issues, like say, oh, murders and violent crime, our politicians and many citizens are off in pursuit of such noble causes as becoming one of the so called 15 minute cities.

Very late to thread, but I have a point.
If criminal is in prison, one set of individuals can profit off him - the people running the prison.
If criminal is on street, you have social workers, drug rehab workers, housing assistance workers, inevitably victim support workers....
And lets not leave out the whole criminal justice industry employees. One criminal on the street keeps a dozen government workers employed, and justifies hundreds of thousands in tax dollars spent.
Keeping these people in prison is like a farmer keeping his fields fallow.
