One of those concerned the return to Regular Order. In Regular Order, there is not one big vote on one gigantic spending bill that funds all of government. In Regular Order, there are twelve spending bills that cover the 12 main areas of spending. Each of these bills is voted out of the appropriate committee, and "marked up," with the committee adding and hopefully, sometimes, even cutting spending. The theory is that you can get a better handle on out-of-control spending if you go through the Regular Order of appropriations. That it's easier to keep spending down in 12 separate bills than in one gigantic mega-bill that must pass or OH MY GOD SOME BUREAUCRATS WILL BE FURLOUGHED FOR A COUPLE OF WEEKS! DOOM AND MAYHEM! By the way those c*cksuckers are always paid for time time they were furloughed -- they wind up with multi-week paid vacations. But they scream the loudest about the furloughs, because they're almost all Democrat partisans. I don't know if I buy the procedural solution to getting a handle on runaway spending. I don't think procedural solutions can solve most substantive problems. The substantive problem we're dealing with his that when Republicans suggest small cuts in the rate of growth of spending, Democrats and the media (but I repeat myself) attack them, and Republicans always cave. However, we all agree that something must be done. Everything must be tried. And a return to Regular Order counts as one of those things that must be tried. And Kevin McCarthy promised there would be a return to Regular Order. So even if you doubt that dividing one gigantic mega-spending bill into 12 smaller but still gigantic mega-spending bills would help control spending -- McCarthy still promised he would do this, and he got the Speaker position on the basis of this promise. But then he blew the promise off.Kevin McCarthy became the first-ever speaker of the House of Representatives to be ousted, after eight of the most conservative Republicans on Tuesday gave up on the California Republican's leadership, saying he failed to deliver on promises he made in January, including especially to fight for cutting federal spending back to pre-COVID pandemic levels.McCarthy wasn't the only one to blame. Republicans failed to pass those 12 major spending bills in a timely manner, provoking the current crisis. McCarthy could have canceled their recess to make them work on the bills and pass them, but he didn't. ++++ It's a prerequisite, I think, more than it is an actual solution in and of itself. It breaks up the mess and allows you go after specifics. I can hold out and defund a big chunk of the government while I fight about it while still letting other parts - less valuable targets - proceed along. The issue is accountability. With one massive CR or Cromnibus, there is no accountability, which these assholes love.
When each bill goes through committee, there are actual votes recorded on the bills and all amendments. Then actual constituents can ask their rep, "Hey dipshit, why did you vote for this or against that". Or worse, a primary opponent can ask that. Lack of accountability from Congress is a major issue - it is also behind the delegation of lawmaking power to executive branch agency "rule making". Again, nobody can run against an EPA rule, but if it comes from Congress, there is a trail of votes for political accountability. There must be accountability for whatever your rep is or isn't doing. That deal he cut back in January to get the Speakership was pretty simple: he returns to regular order, or the conservative minority - headed up by a man who appears to hate him personally (that's Gaetz) - will cut his balls off. That was the deal, and he accepted it. Then he failed. He didn't manage the time properly. He didn't handle the scheduling. He didn't handle the "opposition" on the Democrat side of things. There's no real coalition in America for serious spending cuts. There is a coalition for the diminishment of executive power, especially coming from the Republican base. Sure, the base may say shit about cutting spending, but it's almost never more than "theirs, not mine", but saying, "We're denying the FBI their new HQ," wouldn't exactly be unpopular. They don't want to be held accountable for the choices they make in funding so passing one big package under the extortionate threat of shutting down the government works for them.
But when people start having to justify creating an ambassador to the Furries in the State Department budget then it is harder to spend us all into oblivion. We are going to have to pass a balanced budget amendment where no more can be spent than the government took in the previous fiscal year. Also, McCarthy was putting all the 12 spending bills up for votes. That was his promise and it was getting done, but it was also getting bogged down in the generous amendment process which the FC also wanted. I Agree that time management was an issue. There is another facet to Regular Order that doesn't sit well with political lifers. They prefer the budget to arrive in 10's of thousands of pages so no one could possibly read and digest all of it. It's easier to hide those earmarks and agenda driven tidbits within the malaise. If you break out different pieces of the budget, those voting on it can actually take in what they are approving of disapproving. We can't have that.

Actually the real problem is Medicare, not Social Security as if you raise the retirement age month by month to 70 for full and 65 for partial as was done in 1982, the system remains solvent for over 75 years or so. Medicare has a much worse financial problem as the amount of benefits granted versus the taxes to pay for it are much more askew. That was made worse by the Inflation Reduction Act passed by Dems which more or less double counted revenue from Medicare taxes as paying for Green Nude Eel. My rebuttal is that Europe isn't comparable because they don't spend on defense. They're running the test for 20 or 30 minutes. I don't really understand how this system works, but they said they're broadcasting the alert for quite some time but that you should only get one copy of the message. That leads me to believe that the handset probably returns an acknowledgement to the tower, which then takes you off the broadcast list. If your phone was off, it didn't acknowledge the message and so will get it on the next cycle.

I've got a TV on -- the EAS portion of the test hasn't done anything that I've seen. I'm running a little test. I've got one phone turned off, which should prevent it from seeing the signal. Other two, on, are in the microwave. I want to see if that blocks it, when they're on. Provided you're not too close to a tower, the shielding of a microwave oven should block the signals. People view SS and welfare very differently for solid reasons. I worked for 35 years and paid into this system with my own taxes is much different than handing out money to those unwilling to work.

No one is going to agree to that although it will happen eventually. It should be noted, however, that MedicAID is the budget buster, not MedicARE. Also, whatever the social security program is - I forget the name - that pays for people who are neither old nor actually handicapped.
