Democrat-Dominated Shithole Washington State Scheming to Reduce Restrictions on Pedophiles and Other Sex Criminals, Because That's All the Democrat Party is About Now

The Post Millennial has learned that Washington's Sex Offender Policy Board is working with the state's Sentencing Guideline Commission in an attempt to roll back restrictions and sentence guidelines for sex offenders, claiming "these laws actually undermine public safety, the exact opposite of what lawmakers and the public so confidently assume they accomplish."
This is on the heels of community blowback from Washington Democrats including Governor Jay Inslee and Attorney General Bob Ferguson, releasing level 3 sex offenders, those deemed the "worst of the worst" and most likely to re-offend from high-security facilities to halfway houses in unsuspecting neighborhoods.
Additionally, at the end of the last legislative session, Democrat Governor Jay Inslee line-item vetoed a provision that would have informed neighbors if such an individual was to be placed in their community.
Former Washington Rep Cathy Dahlquist told The Ari Hoffman show on Talk Radio 570 KVI, that the Sex Offender Policy Board "...is made up of a group of folks that were appointed by the governor's office to serve on this board to provide recommendations to the state legislature and they are tasked right now with realigning the sentencing guidelines for sex crimes."
A draft of the recommendations for the Model Penal Code obtained by The Post Millennial from a Sept. 21 meeting reveals that.b/ the entities are claiming that "those convicted of a sex offense have some of the lowest recidivism rates compared to individuals convicted of a non-sex offense" adding "This is also true for individuals convicted of sex offenses against children." The document did not cite the pertinent data.

You know, some would argue that this argues in favor of longer incarceration of individuals convicted of non-sex offenses, not decreases the sentences of those convicted of sex offenses.

This is a bald faced lie. Pedos have the highest recidivism rate of all criminals. It's nearly 100% guaranteed they will reoffend. Rapists also have a very high recidivism rate.

Been a long time since I've had to deal with any of this, but there was a massive study conducted sometime in the not so distant past that demonstrated this.

It runs counter to what many want to believe, and I understand that, but the overall data tends to bear that out: That those convicted of sex offenses, statistically, have lower recidivism rates.

It does beg the question though, how many people committing crimes are actually caught? And it MUST be noted, these numbers don't reflect well understood clinical information, that some people will NOT re-offend, and a smaller subset of folks damn near certainly will... and it's not always easy to know which is which.

Another very pertinent question is what is meant by "lower"? Does it mean only 75% v. 80% compared to those convicted on non-sex offenses? Not acceptable. Do we mean only 3% recidivism rate? I'd like to see the data broken down by each specific type of offense and the kinds of conduct at issue.

Right, and that's sorta the point. There isn't any foolproof way to determine who the repeat offenders are going to be. It can't really be done, so when the legislature wants you to feel sorry for them, they'll bring up the 18 year old boy and 16 year old girl cases. Whereas those who want to argue against it will bring up the ones who as soon as they're released, they're patrolling the playgrounds.

There are vastly more in between, the ones whose cases are anywhere from relatively mild to pretty awful, and yeah, the data does demonstrate the vast majority of them won't reoffend.

As far as I know, this breakdown doesn't exist. Or it's not very conclusive.

It would be easier for a society though, if the more severe the crime, the more likely the person is to reoffend, but I don't believe it actually breaks down that way.

I've worked with enough of these people that I know some of them are extremely unlikely to reoffend, and I've worked with some who I would not give a moment's pause if they were to just disappear off the planet, never to be seen or heard from again.

If you look at the 2012 BJS study on recidivism, they created four extremely broad categories. Violent, Property, Drug, and Public Order. The very broad category of Public Order had the highest recidivism rate. I suspect this is where they hang their hat for the claim.

There are some interesting insights in that study. One is that people aren't generally only one type of criminal. Someone with a history of rape is just as likely to be sent back to prison for drug offenses, so that's going to skew the recidivism numbers.

It is actually worse than shown. A lot of sex crimes go unreported and often parents of minors simply want the whole thing to go away or are told about it years later.

You also get the pretext arrests where the cops know that a guy is a child predator so they tend to watch them closely to get them for any arrest to get them off the streets. That is where the misnomer of going to prison for 5 years for having marijuana came from. Cops used marijuana arrests on scumbag drug dealers because simple possession is an easier case to prove than any involving intent. You can do analysis on individual offenders on these things but it requires access to TRACS which is pretty expensive to access. A kludge is by using US Probation Service criminal history reports if the criminal committed a federal crime and was convicted of it. Crim history files for federal sentencing have all sorts of nuggets for individual analysis.
