Then under the change in state law, he was required to be released earlier yet, under supervision. Interestingly, the woman that he is suspected of brutally murdering was a staunch and vocal supporter of the more lax judicial system of Baltimore. IOW, she was murdered by one of the folks who's release from prison she fully supported. Billingsly is also now charged with the brutal rape of another individual just a week prior to this murder. There are state stores that sell wine and liquor, where you can buy a much as you like, and they'll even track down and order in anything you want that they don't have, for no extra fee.
Then there's beer distributors that sell cases of beer, and occasionally mix-n-match six packs, but they can't sell wine or liquor. Grocery stores can sell up to two regular bottles of wine or four six packs at a time, but no liquor. Is not nearly as bad as it once was here. Kentucky is weird. In Indiana it seemed like a given liquor store, if it was a good one, would get in different stuff from time to time. I remember the Big Red #1 in Bloomington (it is a small chain in college towns in Indiana) you could find all sorts of nifty stuff.
There was a bitter cherry liquor that I liked from the Czech republic, so when I moved to Kentucky, I went and asked at the liquor store if they could order it. The guy pulled out this giant book and looked and then said 'if it's not in the book, we can't get it.' There is or was some sort of liquor consortium here.
