It's lit like so many modern Hollywood movies: If they're not blue-gray and dim, they're bright and orange-ish.
I'm guessing this is India, on the Ganges maybe, and the holy man in the turban is recently dead. He's being rowed out so that he may be buried in the river along the banks of which he's lived his entire life. Edwin Lord Weeks (1849 – 1903) was an American artist, noted for his Orientalist works. Weeks was born in Boston, Massachusetts in 1849. His parents were affluent spice and tea merchants from Newton, a suburb of Boston, and as such they were able to finance their son's youthful interest in painting and travelling. As a young man Weeks visited the Florida Keys to draw, and also travelled to Surinam in South America. His earliest known paintings date from 1867 when he was eighteen years old, although it is not until his Landscape with Blue Heron, dated 1871 and painted in the Everglades, that Weeks started to exhibit a dexterity of technique and eye for composition—presumably having taken professional tuition. Despite it being kinda morbid I like it. The Indian architecture is neat and the umbrellas are interesting. The blues in the water (and absent in the golden tones of the surroundings and boat) put me in mind of a magical path out of this life.

The contrast between haves and have nots got worse because the haves were 19th century and the have nots were where they had been for millennia. I suspect the average Indian now is much better off than the average Indian at the height of the Raj, and it has more to do with the promulgation of some limited free enterprise practices in the Indian government over English mercantilism more than anything else. Weeks does interesting scenes, like this one, with brilliant light on light colored objects. Some details are lost in the glare but it gives the impression of a hot climate. That light also brings out the deeper colors on clothing and decorative items and makes a good contrast with shadier areas. Look at the darker colors and reflections in the water. The cool blues are a counterpoint to the landscape. The dory and the people almost pop against the brighter areas to focus the viewer's eye on the subject. Nicely done.
Looking at this painting and many others by Weeks, they would make superb illustrations for adventure stories by Kipling, Howard, and others of that genre. They went for "classy", when the story called for a bit of natural horror injected into the enterprise. Like the bear in "The Edge" or "The Revenant". I was fortunate to visit India in 2016 - my daughter had studied there for a semester and I came to visit her and then we traveled around the country. Kinda ended up being a religious tour of the country - we went to the Sikhs Golden Palace, Hindu ruins, the Dali Lama's compound, and St. Thomas the Apostle Cathedral. It was an amazing trip.

A couple years ago there were incidents of kids finding their parents improperly stored firearm and killing themself or another family member. I was in the west of England in August and found all of the food just fine. Especially beef, in which they take great pride. Seafood and shellfish were much the same as you'd find near the sea here, except straight-bodied prawns instead of curvy shrimp. Pizzas were pretty good. I went out for curry to prove a point, and it was top-notch, but did not dominate the streets as we sneer. At an event, paid ten pounds for essentially a grilled-cheese, from a cheesemonger -- and it was the best grilled cheese I'd ever had. Most restaurant prices were in line with what we are used to, as were typical groceries. Biggest impact was public houses. Villages and ends-of-town that used to have a dozen now have two, and they close earlier, just like home. Lockdown, anti-drinking policy, and tied-house mergers.
