Maui's Emergency Management Director Refused to Activate the Warning Sirens To Alert People During the Wildfires;
That Administrator Now Resigns

This is Democrat governance at its... most typical.

In fairness, he has something of a point. Sort of.

Maui Emergency Management Agency Administrator Herman Andaya today defended his experience and the decision not to activate emergency sirens warning Maui residents and visitors about the fast-moving fire that destroyed the historic town of Lahaina last week Tuesday.

Andaya said he did not regret his decision in response to a reporter's question. Sirens are used primarily for tsunamis, not for brushfires, he said. The public is trained to seek higher ground when the siren is sounded, he said.

"Had we sounded the siren that night, we were afraid that people would have gone mauka," he said, adding that people would have headed directly into the flames. Andaya added that there were no sirens located on the mauka or mountainside of Maui where the fires were spreading.

The problem with that claim is that no one actually goes immediately running for the hills. Usually they get into their cars, 95% of this are equipped with a piece of high-tech gear called "a radio." And on this "radio" device, they will hear "news reports" telling them that the danger is posed by wildfires, not a tsunami. And those "news reports" will mention official government guidance regarding how and where to take shelter.

The death toll of the fires is at 111 and climbing as they find more bodies.

He has now resigned.

"Today Mayor Richard Bissen accepted the resignation of Maui Emergency Management Agency (MEMA) Administrator Herman Andaya. Citing health reasons, Andaya submitted his resignation effective immediately," the County of Maui stated.

No word yet on whether the director of their water management system, who did not release water to reservoirs and did not make that water available to firefighters, will resign or if he will continue insisting that water should not be "used" but simply "revered."

His argument isn't entirely insensible, but it also sounds more like an after-the-fact rationalization. I suspect that there is a kernel of truth in it, though: it is usually used for tsunamis. Because that is what it is usually used for, nobody thought to use it for a fire. It isn't in the same headspace. That's the tsunami siren, not the fire siren.

In my town, we have alert sirens that are specifically for two reasons. If some other disaster happened that weren't those two things, would the sirens be used? I don't know. I'd like to think so, but people tend to get stuck in their thinking.

That's my take on it, too. But my *assumption* is that they just didn't think to use the sirens and came up with the reasoning later - and that the reasoning was partially true in that they didn't think to use them because it wasn't a tsunami.

It's been reported that there was a hurricane in the area. Hurricanes are low pressure systems with a counter-clock wind direction. So wind and rain would hit the leeward side upon initial approach.

There's more to the story I guess. Wet brush is not a fire hazard.

Eh. Even on a flat plain, it's not always clear where the fire is and where it's headed. A burned out area might be smoking, and it might be the safest spot to be.

In a hilly area with many valleys, you could very easily end up going up a one road hill and not know the fire is about to consume that road and trap you there.

Way Back in the Before Times, when JFK was president, we had a siren about a block from my grammar school that went off every day at lunch.

I seem to recall a Civil Defense horn hanging on the fence on Royal Street at the rear of that garden behind the cathedral, too. Don't recall it ever going off -- I think it was tied into the Conelrad "We's about to bombed by the Russkies, boys!" system.

In 1983, Hurricane Eva hit Oahu, and knocked out most of the power on the island. My dad was stationed at Pearl Harbor at the time, and the military helped get power restored and helped with the cleanup and providing comms and supplies.

In 1992, Hurricane Iva devastated Kauai, and the military again helped with setting up comms there, as well as helping the people there. Hubby at the time was a part of that assistance.

Now, no military help for the people of Lahaina, beyond NGs manning roadblocks into Lahaina.

Just very odd, and sus to me.

In some of the videos fire depts and local construction companies private tank trucks are shown spraying...but NOT connected to the hydrants. In one case there are several videos from throughout the day..initial downed powerline and small blaze, fire dept arrival/response "Declared fire out by 9am, departed scene...3pm fire has restarted and is out of control.

343 Living in So Cal where wildfires are common, I have found the best place to look is the USGS fire maps from satellites. Local government sites can have some use saying where areas have been called to evacuate. Twitter used to be good for local people aggregating these fire department messages and updating maps. Worst of all were TV and Newspapers who updated rarely, published scary pictures at long intervals, and gave no information that was useful.

Not my subject but I believe each island is created as the plate moves over a single "hotspot" and that spot is now under the big island. The Maui volcanoes should be dormant. So as you go up the chain of islands the land gets older and more eroded to nothingness.

Before WWII there was a disaster in a Port city in Oregon, probably Portland and they had an aircraft carrier sail up there and replace the entire power net with its drive turbines. I've heard they did the same once in Korea with a US Destroyer when power was needed.

Windward sides get all the rain, as the prevailing wind rises it cools, drops moisture out...Leeward sides are all arid, dry and hot. ALL of the islands are in prevailing trade winds, all have the same pattern. Many stories have blamed the winds on a Hurricane...that was 600 MILES away, northern most winds associated with Dora were a mere 35mph, and were 300 miles away. The 45-65mph winds effecting Maui were/are Trade Winds, common, standard, near constant. Slightly elevated above "normal/average", but still common conditions. Part of the problems were because Helos CANNOT fly well in hot dry winds, particularly those also in a convoluted, random, down draft pattern on the leeward side of the ridges, it was unsafe for ANY type of aircraft. It was also unsafe for ANY type of common marine vessel. "Small Craft warnings+" conditions. The harbor there is tiny to begin with...very tight, close, surrounded by a sea wall...but with breaking waves everywhere except a narrow channel...that also has breaking waves across it at some stages of wind/tide.

362 No more than 20 or so moorings available on the outside, anchoring forbidden because of coral damage risks...for most boaters/sailors, if you want to visit Maui you leave your boat elsewhere and ferry/fly there. Lahaina is a "Day trip" spot for tourists staying northwest of there in Kapalua and ka'anapali. It is a "Fly in" island, nearly all housing is in tiny pockets along the coast...just getting to Hana on the east end is a 55mile drive along a tiny coastal road...with nearly NOTHING along the way.
