State farm has a voluntary program to track, that gives you a discount. It's been interesting to see, since I drive to the lake and the store, sometimes the big city. It tells them nothing they wouldn't know from my driving record. I'll drop it, when I have the car paid off and can change my coverage.

I think the younger generations think that big brother government already knows everywhere they've gone via tracking their cell phones. There's a way easier solution to all of this, just have a flat fee for electric cars tacked on instead of all of this ridiculous tracking.

So is this both Utah and Oregon doing the tracking? Utah attempted, back in the early Covid days, a sort of state app that would trigger when you went over state lines or something.
They pulled it right quick because it failed spectacularly and triggered just by driving within something like 8 miles of the state line... and the State's fourth largest city is right next door to Nevada, so people triggered it by the tens of thousands every hour. Can't imagine they have learned much or gotten much better. On the other hand, if they provide this tracking info to all of us so we can avoid the EV drivers... that might be worth it. Paying a mileage tax only works if you are assuming static behavior. If people are less-incentivized to drive, then they will tone down that behavior.
This means they'll need to start jacking up the tax to make up for the shortfalls they'll see in revenue. Should be higher than one cent per mile. Say two to five cents per mile (though I lean on the lower side of that range).
Gas tax is elegent in its simplicity. It's sole purpose is road construction and maintenance*. Heavier vehicle cause more wear and tear on roads. Hevaier vehicles use more gas per mile and therefore pay more tax per mile. Electric vehicles are much heavier than average cars therefore cause more wear and, so should pay more than average. *IIRC - c.1985 over $1 Trillion of federal gas tax over years had been divereted to other uses with IOUs depositied into the DoT accounts. A company I once worked for had a safety system that was going to measure acceleration, braking and cornering in company cars. I forget what the repercussions for poor performance was to be. I was gone before they implemented it. They eventually just eliminated all company cars I heard.

Brakes are cheap to replace. Oil changes too. The new transmissions and transaxles are sealed and you can’t even check the fluid. Belts and hoses are rated at 100,000 miles today.

This is idiotic; the fee that Utah drivers will pay is $130.25 per year. You guys think that anyone who buys and EV will care to pay that, considering how much they are saving on the price of gas, or not having to do an oil change, or care about transmission fluid, or any of the myriad things that can brake in a gas-powered vehicle?

When we lived in CT you could buy a boat in Rhode Island where there were no taxes on boat sales and they would give you a burner address to register it so you never had to pay CT sales tax or the inflated yearly registration fees for your boat trailer. I mean john *Sergent Rock* kerry did that with his yacht to avoid paying taxes in Mass, but he got caught. 168 A company I once worked for had a safety system that was going to measure acceleration, braking and cornering in company cars. I forget what the repercussions for poor performance was to be. I was gone before they implemented it. They eventually just eliminated all company cars I heard.
i remember a few years ago insurance companies (mostly progressive, iirc) were offering a discount if you let them attach a dongle to your car's diagnostic port. haven't heard any of those ads in years, though; they must've pulled back a bloody stump. - congestion fees. Increase rate during rush hour, busy roads, holidays, etc. - Road maintenance fees. Increased rates on certain roads that need to be upgraded - Special road fees. The real "solution" is knock it off with wringing every damned penny out of every thing everyone does in every single sphere of life, and have a flat per capita tax. Something that isn't too onerous to a lower income earner. And if you can't pay it because you were unemployed or you blew it all on cocaine or funyuns or whatever, the line for your Civil Service to pay it off is over there.

"To be helpful" the Dept of Rev will check residency, and one of the ways they do this is to check where your vehicle is registered. A number of people each year who live and work in Southern Washington but register the vehicle in Oregon for tax reasons, wind up being dinged for Oregon withholding, penalty and interest. I went to the Utah DOT website to check the amount of the fee: https://roadusagecharge.utah.gov/faq.php#fees $130 and change; I know how much an EV saves you in maintenance and "fuel". Utah will bill you for mileage accrued outside the state, which seems like an obvious opening for a lawsuit.
With that lack of exception noted, it becomes obvious that this is about control, because if you're going to tax cars per mile driven, even when they're driven outside the state, you could fulfill the same function by recording the mileage when you register your car each year and subtracting whatever said mileage was last year. Ironically, it's funny to me as I am an ideal candidate for one! I barely drive at all, about 1,000 miles a year and live within walking distance of my work; for longer trips out of town I rent cars, because if something goes wrong, 'Hey! Your car broke! Gimme another one!' and I figured out long ago I could do pretty much everything I really need to with a golf cart.
