I work for a company based in Silicon Valley. When I would visit the head office, I flew through SFO. I'd rent a car if I was there for more than just overnight, because it was cheaper than taking cabs or Ubers everywhere. Starting in 2018, the company changed its car rental policy. If you were visiting the home office, no car rentals were permitted.
This stuff is the reason why. Rental cars are easy to identify (they have barcodes and stuff) and often have good stuff in them - luggage, laptop computers, etc. High probability of a score and it's easy to identify the target. As a major corporation, my company self-insures and so is actually on the hook for damages. The amount that rental cars were actually costing in terms of repairs (those broken windows and seats and whatnot *do* actually have to be paid for) and lost equipment (those laptops have to be paid for, too) was staggering. It was far cheaper to direct people visiting the home office to take cabs everywhere. The unit costs of cabs are a lot higher than renting a car, but much lower on balance because the company wasn't paying to repair damage from break-ins and to replace equipment anymore. Once the perp has the package in his car it activates by spraying paint and glitter all over the interior. If you booby trapped your home's windows at night, someone broke in and were killed while you were home...you might be legally sound, although fighting the civil suit from the family might be tougher. There are people in Portland who are utterly convinced that the crime rate is far, far higher in rural Oregon than in Portland.
