That's not a simple repair job.
First you must go upstairs and tear out the kitchen cabinets and counter tops. Then go back downstairs and chip away at the edges and clean it out really well before adding new self leveling concrete. After grinding it down you can use this stuff from Mapei: https://is.gd/J45qVG They used quite a bit of it on the number 2 son's cement. sure, but not all "cement" is self leveling. Concrete is "liquidy", but it has a slump. The stuff I'm talking about is made for leveling floors ... and iirc it comes as a liquid ... If you do go with mixing your own concrete, maybe get the kind that has reinforcing fibers already in it. It's only a buck or two per bag more, and is much less likely to crack.

Floor was painted multiple times with sealant applied to left and right sides; but, not the 'front'. Air chisel the edges until clean cement is found and then grind off all that old paint/sealant before attempting to get anything to bond with it. lots of ways you could fix this. There is self-leveling concrete, which is cheap, or an epoxy filler commonly used on garage floors, which is more expensive but looks more like a finished floor.

I've used concrete vinyl patch for overlay jobs that small. Comes in a 5 lbs. bucket or so. Getting it smooth can be a thing but you can grind/sand/whatever to get it looking good. I've only used it outside for surface repairs but it should work fine for this. Quickcrete makes it.

This winter destroyed my concrete outside the front door. 3 months of freeze/thaw turned into gravel about an inch deep 6 foot wide section along 60 feet of the house.
I'm repairing it in 3' x 6' sections. First chisel, scrape, dig and shop vac the area to decent concrete, moisten to damp. Make the edges as deep as possible. Four dollar bag of fiber reinforced sacrete to fill area to 1/4" to 1/2" below grade and allow to set for 4 to 6 hours. Then Sacrete topping and bonding (the expensive stuff at twenty or so a bag) mixed slightly soupy, trowel on and level. Wait 15 minutes and with some water float to smooth. Yeah I could try to fix it - did that before with one but it only worked for another 3 months, but this is only a $60 microwave. Went online this morning and ordered another of the exact same model. I figure we got our money's worth out of it over 3 years of heavy use and we will not have a learning curve for how to operate plus will have a replacement turntable if needed. That looks like about an inch depth? Also assuming it’s level. Get some bonding agent and paint the exposed concrete. Let that dry. Then get an 80 lb bag or two of sakrete sand mix (concrete without pebbles /aggravate) and mix with water in a wheel barrow with a mortar hoe until it’s a liquid consistency. You don’t want it too thick, but not too runny either. Spoon that in with a square end shovel and then use a float to smooth the liquid concrete and push any aggragate down from the surface, like jiggling jello. Then a little later after it hardens a little use a trowel to smooth the surface. Clean every tool off as soon as you are through using it. Don’t let the extra sand mix sit in the wheelbarrow and harden up — I know a dingbat that did that many years ago “here’s your wheelbarrow, sorry dude, it like got hard man before I could wash it out.” That’s old school, there might be better “skim coat” products today for doing that patch job. You need those tools and a wheelbarrow anyway so invest in them.

Depends on whether you want to patch just what you see, or get under the boiler. I would use quickrete, just add water, mix and trowel in. Prep and wet the surface before doing it.
If you wanted the entire area patched, you would need a self-leveling underlayment mix. The problem is that would bury the legs of the boiler in the cement. Mixing concrete by hand is super easy. Lowes sells crack-resistant 50# bags, (~ $6.50/bag) which equates to 1/3rd cu ft = 12x12x4”.
Lowes also sells plastic tubs for mixing concrete for about $10. A hoe for concrete and a trowel will cost $20-$30 each. Add 2-2.5 qts of water. Mixing time is about 10 minutes per bag. Sweep/vacuum the old concrete; mist it with water, then trowel-on the concrete. Spray a fine mist of water over the concrete once it’s smoothed out.
