Biden Bails Out Silicon Valley Bank's and Signature Bank's Depositors, But Says It's Not a Bailout

He won't bail out the investors. But by guaranteeing the deposits, he keeps the bank afloat, which does in fact bail out the investors.



President Joe Biden on Monday told U.S. residents the nation's financial systems are sound, following the swift and stunning collapse of two banks that prompted fears of a broader upheaval.

"Americans can have confidence that the banking system is safe," he said from the Roosevelt Room before a trip to the West Coast. "Your deposits will be there when you need them."

U.S. regulators closed the Silicon Valley Bank on Friday after it experienced a traditional bank run, where depositors rushed to withdraw their funds all at once. It is the second largest bank failure in U.S. history, behind only the 2008 failure of Washington Mutual.

In a sign of how fast the financial bleeding was occurring, regulators announced that New York-based Signature Bank had also failed.


Biden claims that this isn't a bailout and also that taxpayers won't be paying for this bailout.


President Biden on Monday stressed that Silicon Valley Bank (SVB) will not get a government bailout after regulators seized the assets of the failed bank.

"No losses will be -- and this is an important for point -- no losses will be borne by the taxpayers. Let me repeat that, no losses will be borne by the taxpayers. Instead, the money will come from the fees that banks pay into the Deposit Insurance Fund," Biden said in remarks at the White House on the banking system.

Treasury Secretary Janet Yellen ruled out on Sunday a bailout possibility for the bank's owners and investors, saying in the aftermath of the 2008 banking crisis that "we're not going to do that again."

The government gave financial support to rescue companies through bailouts in 2008 and Biden stressed that the loses from SVB's failure will not be accepted by taxpayers. The Deposit Insurance Fund covers all deposits above the Federal Deposit Insurance Corporation's (FDIC) limits for banks.

Um, if we're paying to put money back into depositors' accounts, of course we're bearing the losses.

He means that he will be taxing the banks and the FDIC to pay for this.

The FDIC will sell off SVB assets to cover some costs but, beyond that, depositors will be paid with money from the Deposit Insurance Fund. This fund has been built up by fees collected from banks. Any losses to the fund "to support uninsured depositors will be recovered by a special assessment on banks," write Yellen and company.

A lot of folks are insisting this isn't a bailout and that it comes at no cost to taxpayers. For instance: The joint statement says, "No losses associated with the resolution of Silicon Valley Bank will be borne by the taxpayer."

But this is misleading. For one thing, banks are themselves taxpayers. And in situations like this, the many institutions who act responsibly must bear the burden of bank fees in order to inoculate less responsible actors. Besides, these fees assessed on banks don't exist in a vacuum that only burdens big businesses; banks pass on the costs of regulatory compliance to customers in a number of ways. So the idea that the government's bailout funds come from some sort of magical pool of consequence-free money is silly.

By the way: We'll be bailing out Joe Biden's Chinese business partners, obviously.


The failure of Silicon Valley Bank has left many Chinese funds and tech start-ups in the lurch, as the collapsed institution served as a key funding bridge for groups operating between China and the US.

SVB's abrupt takeover by US regulators on Friday has also cast doubt over the fate of its joint venture in China with Shanghai Pudong Development Bank, which maintains a separate balance sheet and has total assets of Rmb21bn ($3bn).

The Silicon Valley lender played a big role in China's dollar-based ecosystem for funding fledgling companies, industry insiders said, with funds and start-ups often holding money at the bank before bringing it onshore to mainland China.

I think they're talking mostly about SVB lending to Chinese companies, not Chinese companies keeping funds on deposit with SVB -- but we'll have to see.

Note that a big driver of this is a panic in Mortgage-Based Securities (MBS), which banks hold.

Why is there a panic in MBSs? Because Biden's hyperinflation has caused flexible-rate mortgages to skyrocket in costs, and some people are walking away from their mortgages, and then the value of MBSs fall, leaving the banks holding them in a precarious situation.

Of course, Biden flacks and the Democrats and the media -- but I repeat myself thrice -- are claiming the big problem is that Republicans made a few minor tweaks to banking regulation. They're saying that by reducing the amount of cash banks were required to keep on hand, this... caused the banks to lose billions in investments? How?

No, the problem is that Biden's hyperinflation is provoking another 2008-style mortgage-based security crash.

Now First Republic bank has lost 60% of shareholder value, and fears are growing of regional banks collapsing.

First Republic Bank shares plunged by about 60% in premarket trading on Monday even after the regional lender announced steps to shore up its balance sheet.

Shares of other regional banks and financial firms are also stumbling, signaling continued nervousness despite the aggressive federal response announced Sunday night to protect depositors at Silicon Valley Bank and Signature Bank.

Investors are on high-alert for banks with similar issues to the ones that collapsed Silicon Valley Bank last week.

Jim Cramer recommended that his viewers buy shares in the bank. Note that these shares are now essentially worthless.

So Jim Cramer told his viewers to help out SVB's former investors by taking the soon-to-be-worthless stock off their hands. Jim Cramer enlisted his viewers to buy out the old investors, shifting the cost of the wipeout from the former investors to the new ones.

Is this all a coincidence?

They have a sign on the wall warning patrons that "abuse" of employees can be considered a felony. Well, if employees are being abused there, perhaps they are inciting it.

This is where SBF learns that it pays to be in traditional banking. Even if you give the Party stupendous sums of cash, they can't cover for you nearly so easily if you're in a less regulated market.

One of the three banks I deal with and have savings in is a major regional bank. It's Nasdaq share hit some floor in value at 11:15 am and is on the 'Halt List' which is still growing as of 1:22 pm. I pulled 75% of the money I had with them at 9:00 am this morning.

Today we are under 4,000 and declining. As a result, banks are bigger and risks from a single failure are much higher.

I'm generally oppposed to over-regulation, but allowing for massive banks that are now "too big to fail" is horrific.

EITHER do not regulate and they can fail on their own OR put restrictions on them so failure isn't as big a cost.

We get the worst of both worlds as it is today!

There was a huge contraction in the number of banks under the last banking/housing crisis. Chase gobbled up a ton of really good banks, including the one I used. The change in rules and policies made banks worse, as well. They started charging fees that were damaging to poor people like me

The US used to form around 100 new banks a year. Since Dodd-Frank it's been close to 0, sometimes 0 each year. There are many industries that have been regulated into being run by a small number of larger players, I've never seen the an industry that have been regulated into being run by a large number of small players.

Dodd Frank caused this mess. It let banks keep bonds valued at their face value at maturity as reserves. But when they try to liquidate them during a bank run, whoopsie, they're worth a lot less now because interest rates are higher.

The inflation had roots in policies preceding the vile vegetable getting 81M votes - without a campaign, and only talking about disastrous insane policies. The supply chain disruptions started during the general C19 panic (The Great Idiocy), and there were the enormous "relief" bills that were specifically intended to artificially support the economy while it was partially shutting down.

There would have been inflationary pressures in 2021-2022 even without the absurd and disastrous Biden-backed additional bills. Probably not the same, and certainly such pressures would have faced a very different overall outlook.

The War on Real Energy is yuuuuge in all this, and that is 100% a Biden thing. In addition to that, Trump economic policies had been wildly successful (shhhh, don't tell idiotic Biden voters, and child-adults who care about personality, not policy), and the broad expansion he'd directly helped allow to happen had been proceeding without the inflationary pressure usually associated with such growth.

I knew a couple that had been responsible and saved a big down payment get so excited that they would have a chance to buy a nicer home than the little starter they expected to be stuck with, and then the feds kept the overextended people in their homes. That young married couple ended up with essentially the exact same house they would've bought if nothing at all had happened.

In our system, wealth is created by taking out loans, then making them good by paying them off, or getting someone else to pay you with a loan they take out.

Lots of easy loan money requires a lot of building to justify it, and maybe you can offload it or sell it to a management company that will pay it off by the tenants. Massive building sprees indicate the end of a business cycle, by the way.

Almost everyone in the market knew SVB's unrealized losses in their securities portfolio was over $16 billion and they were bleeding cash. But the examiners were more focused on DEI and ESG than how to give SVB a way to slowly reduce that portfolio and lower the balance sheet risk it created. That's before we get to the fact that Dodd-Frank and other regulations since then which have forced banks to have a certain amount of securities that are held to maturity. I was in that industry and to a lesser extent still am. The problem with modern real estate development is that it takes so long for a project to get financed, approved, planned, and ready for construction to begin that what you are seeing now was probably initiated 5 years ago, when the economy was much better. The developers now have little choice but to proceed -- although you will notice that a significant percentage of projects will not be completed or just sit there for years until things improve.

Yeah, unless the "multiplier" went down for some reason. It's not empirically based on anything, it just observed that when you spend money you get stuff and then that money continues to be used, and then concluded that spending money is how stuff gets made.

Making stuff is how stuff gets made, it's not the paper that does the work. We just use the paper to reduce the hassle of bartering.

Depending on your asset mix, sure. Interest rates on deposits are still pretty low. Profits are likely way down on that exchange, but I doubt the losses are piling up yet.

The bigger problem with GDP, in my opinion, is how it handles both debt and government spending. It doesn't handle the former at all, and it counts the latter as additive rather than subtractive. Government spending is always inefficient and usually wasteful, yet government spending goes into GDP rather than out of it or discounted.

Subtract government spending (or deflate it by some amount) from GDP and compare GDP growth in dollar terms to debt growth in dollar terms for the same period, and see where we have had true blue private growth in the past 20-30 years. It hasn't been much.

Yeah that is an issue. Its like movies, people keep asking if Hollywood has learned its lesson from woke/broke but it takes 3-5 years for a movie to go from pitch to theater so the lag is not going to represent any lessons learned for years.

Other than canceled projects and delayed ones. Like The Marvels. They're doing so many reshoots and delays they're gonna go up into the 300+million dollar price and there's almost no chance they can make money on it now.

But 'Real GDP' does not take into account the Government's printing money to support its overspending. Which if you look at the charts of the supposed 'Real GDP', would account for virtually all of the 'Real GDP' growth in the last 20 years.

Yes, paper/metal money is on its way to extinction, to be replaced with government (Democrat) controlled digital currency which will limit how long it exists before it has to be spent, and with limits on how it can be used.

461 The mortgage issue is a bit different. SVB got massive inflows just as Covid driven central bank action had the Fed buying massive amounts of treasuries and mortgages. It's actually not a bad practice for banks to do that in normal times. But the Fed drove treasuries and more importantly in this case mortgages to very low yields. They so distorted the market with all their buying that newly issued mortgages actually yielded less than treasuries after accounting for the borrowers' ability to prepay. Inflation rockets, the Fed raises aggressively, the wood gets put to treasuries and mortgages. They could certainly have managed their book better. But the purchase of mortgages wasn't....what's the term...batshit crazy.
