Congress can do rescissions to already appropriated funds. Of course the Senate would probably not approve, the vegetable in the WH would burble a veto.
But that's not the entire point. Back when there were actually politics in Congress, a great deal of the time was consumed with setting up people to "walk the plank" on key issues, via their votes. In the Senate when I was there, this was almost the entirety of what went on. It's not entirely useless or stupid, as the votes are often quite substantive, not symbolic, and give voters a chance to choose, by differentiating candidates. But these days I really doubt voters would be of much use, every link in the system seems broken, from no press to collapsed civic culture to fraudulent elections to vicious and dominant party machines. Haven't seen the Carlson thing from yesterday. It could well be grossly distorted. One of the problems of limited time formats, though, it can be difficult to convey a representative picture of a complicated, multi-faceted event.
Based on video long public (private, not guvamint), it's obvious there were lots of things on J6. There were large numbers of normal people who did nothing unusual or violent. There were s**t-stirrers breaking windows. There were normies stopping some s**t-stirrers from breaking windows. There were provocateurs (clumsy, obvious ones) like Ray whatshisname. There were even global-level s**t-stirrers like the international one photo'd there (he was at Ferguson, in Ukraine 2014, etc). There were kooks and idiots (many of those seen in the Senate chamber) - who nonetheless didn't seem like violent types. There were nice grandmas checking out the Rotunda and Statuary Hall. There was an incompetent Cap Police officer inexcusably shooting/killing a woman who was doing something stupid (but nothing approaching something calling for use of deadly force).
