Tuesday Morning Guest Rant [Joe Mannix]

mannixape.jpeg

What's Going On With China Policy?

It's no secret that the CCP hated Donald Trump and he more or less returned the sentiment. During the 2020 presidential campaign, various Chinese operators made it fairly clear who they would prefer. As we have learned both from public information like Hunter Biden's "art" scam and from information that was never supposed to be public from the Laptop From Hell, the Chinese have handsomely rewarded the Biden family. They were rewarding the Biden family for a reason.

I would expect given the background that China would get whatever China wanted from the Biden Administration. Oddly, though, there have been many developments that appear to point in the opposite direction. Not only is China not getting whatever China wants, there have been various actions recently that seem to be things that China explicitly does not want. I don't understand it, and that makes me nervous.

For example, there's the CHIPS act. It won't work to accomplish the goal it claims to pursue, but that goal is something that China doesn't want because they want to replace Taiwan in semiconductors - not see the US/Taiwan dominance of that industry continue. Yet it passed courtesy of their creatures in the House and the White House. The US has also continued to blacklist and cut off various CCP-connected high-tech enterprises and find people end-running it to cut them off, too. The government has also expanded its high-end semiconductor export bans against China and has been very hands-on with ensuring foreigners play ball, too, if they use American technology in what they sell (they all do). Then, of course, there's Pelosi's recent trip to Taiwan and Garland's presser yesterday about Chinese spies and influence operations and the various investigations around it.

That's a lot, but there are also the things the Administration has done by inaction. Namely, they have left in place a lot of what Trump laid down during his term. Much of the battery of tariffs, export controls, scrutiny, diplomatic pressure and more have continued. The Biden Administration hasn't torn those down, which I expected it would. Not only did the Administration not roll back all of Trump's anti-China policies, they've been compounding them.

Then there's the "gaffes." Biden is a loose cannon and totally uncontrollable in terms of what he says which is why the White House always has to "walk back" what the dotard says. A China-related example of that is his remark about Taiwan when he asserted that the US would defend Taiwan if it got invaded from across the Strait. I don't know what Biden was talking about (and neither does he) but it came from somewhere - an internal discussion or intelligence briefing, scuttlebutt in the White house - somewhere. Not exactly a pro-China statement.

There have been some China-friendly acts, too - like ensuring that the "Princess of Huawei" Meng Wanzhou got released and repatriated - but the balance of action that I am aware of has not been particularly pro-China and is largely anti-China. This is one area where this Administration has done the opposite of what I expected. That makes me nervous. If the Biden Administration is actually being tough on China - and it appears to be - then what's the angle?

I hate waiting for the other shoe to drop.

Not even necessary - they just have to take their manufacturing somewhere else. This is already starting to happen. Low-value manufacturing is already leaking out of China like a sieve, going mostly to the "little tigers" in SE Asia. Some mid and high-value manufacturing is being targeted, especially by Japan.

It mostly flails around, until a sufficient agreement happens. It is rarely for one reason.

And the Chinese must be thinking, ‘We waz robbed!’ Of course, like us, they looked at their opponent through their lenses, and assumed Biden (or Trump) had more real authority or ability than they assumed based on the way their goevernment works.

64 Bureaucracy can keep going long after the reasons for it have gone. So it isn't surprising that there are multiple, sometimes contradictory, things going on.
At the same time, some of the political creatures in the DC swamp know they have it good and don't want that gravy train to end.

65 There is one superpower - only one. China's rise is over. If reports are to be believed, we have not only stopped letting China import high and medium end chips (that's phones, power supply, computers, servers, autos and aerospace); we have also stopped all technology on the equipment to build chips.

This means China's industrial advance is stopped, and potentially ended. The low end chips they make will be migrated out to other SE Asia countries, probably including India.

As to your question? Why? Because China is no longer trusted? Western capital has been fleeing for quite some time. China is a very poor workforce from a cost and productivity perspective. It is the fastest aging country on the planet.

75 I think you are overlooking the single most important issue where we are not only surrendering to China we are empowering them, energy.

There is no single issue more relevant to the balance of power than a country's ability to control its destiny through the generation of energy. Not only has the Biden administration surrendered our strategic energy dominance they are forcing the US to become dependent on China for our energy. The vast majority of solar panels and lithium batteries that are proliferating like rabbits come from China. One of Hunter's least publicized deals while working with China was helping them acquire one of the largest cobalt mines in the world and surrendering Afghanistan turned its vast mineral wealth over to China.

Chips are important but the knowledge of how to build them remains here and the ability to manufacture them can be transferred. We aren't likely to find new sources of minerals for "clean energy" here at home.

The US military runs on fossil fuels. Biden is in the process of emptying the emergency supply of our fossil fuels.

The US military uses ammunition. Biden is in the process of sending large amounts of that to Ukraine.

The US military has been weakened to the point where successfully fighting a two-front war is unlikely. Biden is in the process of antagonizing the Russians.

Not only is China not getting whatever China wants, there have been various actions recently that seem to be things that China explicitly does not want.

They are, but their short-term plan (and pain) doesn't include being stymied in high tech, being unappealing to foreign capital, a banking system failure due to a real estate collapse and an inescapable fertility trap. A country can only fight so many wars at once.

139 The Biden crime family made money from all comers, not just China. Joe is not in control of anything at this point, he's too brain dead to direct his criminal enterprise. Policy to China does not benefit him directly because he is not in charge. It benefits the kleptocracy and the socialist lunatics that surround him. So, no obvious connection between policy and Biden crime family pockets.

I think we all agree that communism is a failed government strategy that creates as many internal problems as it "solves" but that doesn't mean there aren't people who will keep trying to "do it right this time". China has a ton of self-inflicted problems but they still have enough wealth and power to bring us to cripple us by exporting their corruption to our ruling class.

If Biden and his fellow corrupt minions completely bowed to China it might be a bit problematic so taking little steps to push back gives a nice patina for cover. But surrendering out energy independence, dominance really, is a recipe for long term doom.

They've been trying for a decade in typical Chinese fashion. They've spent gobs of money and built some massive enterprises in chip design and manufacturing, and most of it has been a disastrous waste that has accomplished little. Chips are *hard* and China is learning that it can't simply throw money at that problem. They're a couple of generations back and embargoed on the new stuff. They have to do it the hard way: themselves. The Chinese approach to problems doesn't lend itself to consistent, reliable innovation for decades on end, and that's what it will take.

220 I think Biden just says whatever he thinks people want to hear. He's a blarney blather politician. He did not hear something about Taiwan and then repeat it. He heard a question framed as well the US defends its allies and said of course!

And he doesn't care that the correct answer is "I am not supposed to say." He knows the cleaners will take care of it.

He's not wrong.

221 Joe share your great surprise, have been watching this closely from the outset. Unlike you I am not nervous, just perplexed. Well, somewhat perplexed.

I expected much of the serious trade stuff to be stealthily and dishonestly dismantled, via sunsets and exemptions. Hasn't happened (yet). The moves against China's broad global offensive, such as influence operations, while still less than we would have seen under Trump, are the most surprising.

And I see no persuasive explanations, including those offered above by various people. Horrible damaging policies being inflicted on the US by this administration need no exotic or foreign explanation, though it seems this is the only cause most ever imagine. For now, China policy is not the complete disaster expected - while Iran, energy, economics in general, and of course all other domestic policies are more than "making up for it".

254 I, too am completely befuddled by the Biden cabal's schizophrenic policy decisions. (At least they appear so to me, but maybe they are playing some kind of 4D Chess? Doubtful, but "when all impossibilities are eliminated, what remains, no matter how improbable, must be the truth.") On the foreign policy front, they are fighting the Russians directly through the Ukrainian surrogate, and on the China front they are fighting with targeted sanctions, yet at home, they are employing policies that are destroying this nation through economic and social attacks, profligate spending/inflation/currency debasement, curtailment of energy production and distribution, transgender boosting, encouraging racial divisions through CRT, I could go on. I then ask, "Cui bono"? Upon reflection, it appears that this cabal wants to tear down all currently extant social and economic structures. Is it then the only remaining possibility that it is their goal to do so in order to... "Build Back Better"? I must therefore conclude that it is the globalist, WEF/Davos crowd who benefit from the destruction of all traditional social and economic structures so that they can then re-order things to their liking.

Instead of colonialism involving occupation of less developed countries by nation states, we have neocolonialism via multi national corporations but the whole enchilada is backstopped by multinational finances and international trade that are ahistorical.

Throw in plunging birth rates in existing developed states, intentional internal destruction of society by leftists, mass movements of people from lesser developed to developed countries, massive debt, and an elite that is so preoccupied in retaining its wealth, power, and deviancy that they are enraging the populations in every country where they rule.

281 And I see no persuasive explanations, including those offered above by various people.
Posted by: rhomboid at October 25, 2022 11:48 AM (OTzUX)

It's actually the Biden administration being carried away by the tide. His green energy policies are his attempt to work against the tide for domestic political purposes. They won't amount to much. The global economy as we have known it is ending. The US has decided the post WWII order we paid to maintain is no longer worth the cost. So, we are retracting back to a period of self-interested nation state behavior.

And we don't need China. Not at all. They need us, but can't do anything about it.

That's my point. There is nothing exotic or multi-dimensional chess involved.

The old joke about not needing to outrun the bear, just need to outrun you. Crippling the US is every bit as empowering to China as them growing to dominate. In this case, however, both is happening.

What happens when enough of our economy is reliant on clean energy that a substantial interruption brings us to our knees? We saw what happened when our supply lines with China got borked during the virus, what happens when they turn off the spigot on clean energy products that only they manufacture?

330 Interesting theory I heard the other day on CNBC is that the CHIPS act will help China, by force-feeding growth to mainland chip design companies and producers. If large Chinese tech companies continue to grow, they will no longer be able to depend on foreign chip suppliers and are going to demand growth of domestic Chinese capabilities.

Chinese domestic chip design is way, way behind state of the art. Their biggest accomplishment to date is the Loongson processor, which is a compatible clone of the MIPS processor developed at Berkeley in the late 80s (best known for its use in DEC and SGI workstations, the first two PlayStations, and the Nintendo 64).

At some huge Frog protest they were demanding France get out of NATO.

When I encounter people like that, I try to push them into the idea that communism is untenable in reality. The dedicated ideologues given control of an entire country became corporate statists, fascists, and mass murderers. They were celebrated as the ideal at the time, but it didn't save their countries from falling into fascist control. Why would the next person clamoring for power be any better?

No - can't buy that. We have the blessings to overcome the stupidity of our political "elite" (I think I just threw up in my mouth). Green energy will never dominate because it can't, and we are pretty much just one SCOTUS case away from the feds being unable to regulate oil production. People will not accept freezing to death, as they will in Europe this winter.

We have more energy and food security than anyone. If we really need a product that we cannot produce, we will go find someone who can, and our military will make sure we can get it. We have the most dynamic economy on the planet. Yes, we have issues. But we are holding aces and face cards in our hand. And even if you are really dumb, like FJB, you usually end up winning in the end.

Um, he doesn't have control of the south china sea. Please, we run ships through there all the time just to remind him. Japan could blow him out of the water by themselves. We aren't backing China into a corner. Xi is making his own corner, and we are essentially just saying, fine, play by yourself. See how that works out for you.

443 I think it's pretty simple.

The Biden Family controls the government of America.

The CCP Family controls the government of China.

Right now, The American government is stronger than the Chinese government. The CCP Family has to come as the suppliant to Don Joe and ask for favor, and pay money and obligation for the privilege.

If that situation reverses, The Biden Family becomes the suppliant. No Don will allow that to happen if he can prevent it.

Weedwhackers have caught on. Hedges, not so much.

Years ago, I liked Norelco (also Braun, with their very thin foil). I found that if you meant to use one for all your shaving, every day, you either spent a lot buying new rotary cutters and foil, or a lot of time on various tools and solutions trying to keep everything sharp.

All shaving advice is predicated on your own beard.

453 Having worked in the semiconductor market since 1994, I can assure you that China will never be a semiconductor powerhouse. Never.
When the idea of outsourcing was becoming a reality, China received low-end products to manufacture; products that made very little to no profit to make in the US.
Even today, China will never be a semiconductor rival to any other country.
They cannot build the equipment to manufacture the substrates. They do not possess the type of highly skilled and trained workforce to design the architecture, research new technologies, or manage production. All the high-end tools are serviced and maintained by US, EU, Japanese, and Korean companies. All of the production data is reviewed and analyzed by US, EU, Japanese, and Korean engineers. All technology built in China is the lowest on the totem pole; look at your circuit boards. Low-end chips are made in China.

If China invades Taiwan, do not be surprised that foundries and other support companies begin to self destruct. Taiwan will not surrender these assets to China.

US and other support groups with US citizens are leaving or being relocated to other SE Asian markets. I know some who have left.
