Arizona Gives School Choice to All K-12 Students

Pretty amazing.

This session, let's expand school choice any way we can," declared Arizona Gov. Doug Ducey in his State of the State address on Jan. 10, "Let's think big and find more ways to get kids into the school of their parents' choice. Send me the bills, and I'll sign them."

The Arizona Legislature on Friday night answered Ducey's call, passing a bill to expand eligibility for the state's Empowerment Scholarship Accounts (also known as education savings accounts or ESAs) to all K-12 students.

Once signed into law, Arizona will reclaim its title as the state with the "most expansive ESA" policy in the nation.

Empowerment Scholarship Accounts empower families with the freedom and flexibility to customize their child's education. Arizona families can currently use ESAs to pay for private school tuition, tutoring, textbooks, homeschool curriculums, online courses, educational therapy, and more.

The ESAs are funded with 90% of the state portion of Arizona's per-pupil funding, including the additional funds for students with special needs.

Currently, about a quarter of elementary and secondary students in Arizona are eligible for an ESA, including students with special needs, students assigned to low-performing district schools, the children of active-duty military personnel, and a few other categories of students.

The Arizona Senate passed HB 2853 on Friday night on a vote of 16 to 10. Earlier in the week, the Arizona House of Representatives passed it by a margin of 31 to 26.

Break the teachers unions.

Defund the government schools.

End government payments to the institutions and organs of the left.

It underscores why we need more good, solid conservative governors. We've already seen the catastrophic disasters that happen when leftist blue-state governors try to one-up each other. I'm down for all of this, but there's a nagging question. What do you do with the kids that are problem children? In gov't schools, they're very hard to kick out and even then, they're usually back in days.

With private and charter schools, those kids just get ejected.

Are we ready to let these kids completely leave the school system, or are we going to create alternative schools where it's basically juvenile detention with books?

The shrieking and moaning by public school officials as enrollment falls is going to be EPIC. It won't even take much to completely detonate the school systems' budgets and capital positions. I'd bet that 10%-15% decline in enrollment would break most school districts.

What will be even more delightful is when a bunch of teachers and virtually every administrator is unable to find work in the non-system schools. Who would take them?

44 I'm guessing you don't get a waiver on property taxes or anything else used to bloat schools. You just get some fraction of the money taken from you back while the schools are also fully funded. They should periodically adjust each school's income down as attendance drops.

Either, or something else. But if I have a class of 25 kids and one of them is making me unable to teach the rest because, he needs to be kicked out. Whether he's just out and thrust onto his parents or whether he goes to some sort of educational halfway house or something else, I don't know. If more states do what AZ is doing, we'll find out how to handle this because the states will probably try half a dozen different things and we'll figure out what works.

We have 3 choices:

1. Recognize that these kids aren't getting an education now. Give a gallic shrug an move on.
B. Open juvvie centers to house them, provide "structure" to their lives and attempt to educate them. This would, in all likelihood, fail.
Γ. Continue as we have been despite the fact that it's already been shown to be a failure.

Allowing gov't schools to do this would fix a lot of their problems. The second change that would probably fix the rest is putting kids in the grade that matches their ability. No more putting kids who are four grades behind in the slow class. If they're the age of a fourth grader and have the skills of a first grader, put them in first grade.

Before you ask, yes, there are loads of kids who are four or more grades behind.

This would be better than what they currently have, where public schools (for them) are basically just juvenile detention without books.

That said, that’s a problem we won’t know how to solve until we see both the extent and who is affected. Currently, those children are completely abandoned by the educational system, assuming that the system is meant to educate.

By identifying who they are, we’ll have a much better idea of what to do to actually help them become educated.

I live in the rural south. Most of our problem kids are white kids. But most from broken homes. Most need a firm hand and discipline that they've never received from the "brave, single mom".

But I've watched many a one succeed when given direction either in the military or in a jobs training program.

I am familiar with the phenomenon, having coached little league.

This is part of the reason we choose to home school. They can have the teaching to lowest common denominator. I won't be part of it, and until the teachers and unions can be turned back to their original role of teaching, there is not much I can do for those kids by fretting about their situation. I will continue welcoming them into BSA and little league and will attempt to provide a positive role model and feedback.

They would frown on me going into public schools and enforcing behavioral standards with an iron fist.

O/T question to anyone who knows. What's the rationale behind extending suffrage to the Indian reservations? The reservations are semi-sovereign and get to set their own rules and are allowed to ignore a lot of laws. They're in their own political category and aren't fully subject to US law and it's always struck me as odd that they get included in the electoral vote. They're US citizens (like people who are from the Territories are), but not exactly in a state. Or is it part of the treaties that formed the reservations, or is it because they're inside the greater borders and so it all is treated universally or am I missing something or something else?

No one knows how such a thing would work yet. I would imagine something of a cascade hierarchy.
1. School of your choice.
2. If you can't get into any of your choices, or get kicked out of them, or don't make a choice, you land in a government school
3. If you can't be managed at the government school because you're either chronically disruptive or violent or because you're mentally disabled, you get shunted into either a special-needs school or a reform school.

The problem in such a scheme would be in step #2, since it would require reforms within the public school system.

Either, or something else. But if I have a class of 25 kids and one of them is making me unable to teach the rest because, he needs to be kicked out. Whether he's just out and thrust onto his parents or whether he goes to some sort of educational halfway house or something else, I don't know. If more states do what AZ is doing, we'll find out how to handle this because the states will probably try half a dozen different things and we'll figure out what works.

My wife grew up going to various small Christian schools. They got the kids who were kicked out of public schools for "behavioral problems."
The idea that religious schools don't have to concern themselves with juvenile delinquents is a Teacher's Union lie. They actually take the hard cases and attempt to help reform them instead of warehousing them like public schools.

Yep, when a parent goes to an administrator to complain about teaching BS or wokeness or whatever, there is $$ signs attached to it, which is the central problem with all of government action, where there is no bottom line, no financial consequences to mismanagement. So in addition to provide means to find alternatives for their kids, it holds the existing system's feet to the fire and puts real teeth to parents threats of taking their kid and their dollars elsewhere.

Not in OK anymore thanks to SCOTUS this week. That mcGirt ruling a couple years ago really fucked us up in that regard. Made essential half the state tribal land. State can now try non natives for crimes on native land

338 Blake is spot on about how people need to work in the trades. Not only that, but right now they end up making more money than a lot of white collar jobs. Kids don't seem to be hearing this or recognizing it.

Maybe pay Mike Rowe* to come talk to auditoriums full of kids and give them a different perspective, remind them that blue collar work is honourable, good, and rewarding, and we really really need qualified workers who can make, build, and repair things because without that, our society decays, breaks down, and dies.

351 The only school choice I support is closing down all government funded schools, eradicating taxes, and letting parents use their own money to take their kids to schools without a single whiff of government interference. These school choice bills on the surface are great, but they're opening the door to complete governmental interference in non-public schools. It's just all part of the process to completely take over every pocket of education. It's already been done to a large degree, as all the private and public teachers come from the same sources. Private school isn't a safe bet.

tldr: Divorce the money from the government and then we'll have the start of a good thing.

Our public school had that - run by tough guys who took no nonsense. I had to try and give them a very basic course of Latin which once we adjusted our methods they liked quite a bit - it was like they hadn't really known that others spoke different languages.

If you need a school for problem kids, someone can create one using those credits and possibly claw some back into getting some education.

Once a system has rejected its premises, you can't undo it, it needs to be replaced.
