White House Tightens Requirements for "Hard Passes," and Takes Them Away From Many (#FakeNews) "Journalists;" Press Corps Shrieks
These people are, by and large, not reporters and not White House reporters. Dana Milbank is a snarky columnist. He doesn't often "report," and when he does, it's a disaster.
These hard passes are necessary for actual reporters covering the White House (though they then lie in their reports) but they're not necessary for columnists and opinionators. For those people, they're merely a small status symbol. To reduce the large number of people who could stream through security with minimal checking, the White House imposed a new rule that to have and keep a hard pass, you have to be present on the White House grounds 90 days out of every 180 days, which seems like a decent test of who is, and who is not, a bona fide White House reporter and who just signed up to get the hard pass to impress his parents. But the media people who don't come to the White House as part of their daily jobs are shrieking. A journalist is anyone who writes about day-to-day events, whether it's a daily record of rainfall and dinner engagements or of thoughts, opinions, and feelings.
A nine-year old keeping a diary is a journalist.
A reporter is someone who reports on events. This means the classic where-when-who-what type of stuff, with the implication that accuracy is the goal.
We are loaded with journalists but very short on reporters.

Yeah, I know the distinction, but they do not, or affect not knowing. They think "journalist" ("It's French, you know!) sounds loftier than "reporter," and so they uniformly go for that appellation.

According to Milbank, virtually the entire press corps failed to meet this new test, including all six of the Post's White House correspondents. Media outlets then had to apply for exceptions to cover their senior journalists, or settle for six-month passes, which don't allow as much access. . .
Some seemed concerned that the new rules are an attempt to exert more direct control over the White House press corps, aft an incident involving CNN reporter Jim Acosta in November. . .
Now, with its new standards for performance and most of the press corps holding passes that have only been issued as "exceptions," the White House has a structure in place that could allow it to remove whoever it wishes to remove. That wouldn't necessarily override First Amendment protection for press access (which Kelly didn't rule on), but in the short term it gives the Trump administration new levers with which to control the press corps.

Trump's first effort to limit press access was shot down, not because of First Amendment issues, but because of due process issues (which I feel was a crock, but whatevs). Now that they definitely don't have the due process issue to fall back on, they just have caterwauling about the first amendment, which obviously doesn't apply.
