Sefton: sefton at cutjibnewsletter.com | Obama: Hey, You Know What Might Be a Good Idea To Boost The Economy? A Payroll Tax HolidayWho proposed that? Oh yeah, I did. And so did thirty thousand economists. Two years ago. On the theory -- see if you can follow this logic, because it gets twisty -- that if you reduce the cost to employers for hiring and maintaining staff, they might actually hire and maintain more staff. Did you follow that? I know, it's heady. Let me try again: If costs for a thing go down, you can afford more of it. No? Still too complicated? Here, here's a talking sandwich then.Hey, fucklebuns! It's easy as baby-shit, see? If hookers lower their prices by 5% you can buy 21 cooch-whores for the cost of 20! What are you, touched?! The staff-level discussions are in preliminary stages. But with the unemployment rate expected to rise again in new jobs numbers due out Friday, such a move could serve both to spur hiring and to combat Republican charges that Obama’s tax policies would hurt small businesses. More spending on infrastructure – particularly transportation projects – is also under discussion, sources said. But a person familiar with the talks said it would be easier for a package consisting purely of tax cuts to “avoid the stain of a ‘bailout’ or ‘stimulus’ label.”I had a number crunching blogger run the numbers for me, and he said that the "Stimulus" of around $900 billion could have paid for a full and complete payroll tax holiday for employers for 2 1/2 years, or a full payroll tax holiday for both businesses and employees for 1 1/4 years. $300 billion is... well, it's a lot less, isn't it? Meanwhile Mike Pence says extend the Bush tax cuts for everyone. And then some. "Well, we're going to stay focused on Election Day. But I think before that, we're going to continue to demand that this administration and this Congress make it clear that no American will see a tax increase in January of next year," Pence said during an appearance on CNBC. "So the first thing that we will do is try to preserve the tax relief of 2001 and 2003 for all Americans — for all small businesses and family farmers. But we also want to look at the kind of across-the-board tax relief, the kind of tax relief that will encourage capital formation, to get this economy moving again," the Indiana Republican and potential presidential candidate added. On Twitter, Steven Hayes is writing to Gibbs, confronting him with Obama's past declarations that raising taxes during a recession would be disastrous. I remember during the presidential primary season Krauthammer saying that he preferred Hillary to Obama, only because Hillary might be forced to make some right decisions merely because she valued her political survival over ideology; whereas Obama would insist upon doing the wrong thing regardless of the consequences because he so deeply believed in it. Here's hoping Obama does the right thing (lowering taxes) despite the fact that he loathes it.

If you want a puppet version of the economy, think of it as a small room. In this room, there is an elephant that takes up 30% of the space -- government takes up 30% of the economy.
Now, imagine this elephant simultaneously swells up by 1/4 and starts lurching back and forth like some sort of epileptic headless chicken. What does everyone else do? They back up against the walls and hope to wait it out. Coming up with "plan of the day" stuff isn't going to be very helpful -- even if the elephant lurches away from your toes and heads somewhere else -- because (a) it's just too goddamned big in the first place, and (b) who knows what the next policy lurch is going to be? 1. Never believe anything he says. Watch what he does. 2. All statements have an expiration date. 3. It's probably a trial balloon (applies to scary as well as rational-sounding ideas.) 4. It's going to take more than a passing wink a nod in the direction of a payroll tax holiday to get real private sector employment to pick up. Using the analogy of the drunken/headless elephant above, if Obama gives a payroll tax holiday this week, he could just as easily rescind it on November 4th. Or January 4th. Or...........
All Obama statements come with expiration dates, except the ones about spreading your wealth around, and not letting you live your life like you did before, and making the cost of energy skyrocket, and, well you get the idea. There really are what seem to be bizarre decisions being made all over the world, it would seem. You can crunch those numbers a lot of different ways to the benefit of tax payers, but it seems as if there is just something in the "political class" mind set that informs them that people being able to keep money that they put forth effort to earn, is something bad, something almost evil that must be resisted.
It is not something that is even allowed to be considered. Hell, even the Republicans haven't thought to consider such a radical thing. I am a pessimist with respect to how this will end. Posted by: Hussein the Plumber at September 02, 2010 06:18 PM (r1h5M) 46

It's his one saving grace. And , quite frankly, it's inexplicable as to
why gas prices have been so steady since Obama has been occupying the White House. Industries that run on an efficiency of 90% plus like refining are extremely sensitive to market forces (supply and demand). Gas prices are being manipulated in much the same way as the stock market imho. Notice how it always manages to stay right around the 10,000 mark despite the numerous reasons whyit should be much lower.
That's because of thepsychological factor of it being below that number. Today, we do not have that leader. Change and hope is sounding like a better rallying cry than ever." Posted by: cthulhu at September 02, 2010 06:39 PM (/0IOT) 101
**Though I think a payroll tax holiday would have been better than the Porkulus, I think a better tack would be to eliminate the corporate income tax.**
Well, yeah, anything would've been better than porkulus (including its stealth welfare state stuff too). But, first of all, is there in hindsight any indication that the recession of 2008 was really any worse than the previous 10 recessions? That is, was such drastic panic necessitated? If so, the alleged cost of the stimulus would have been better "spent" by eliminating all taxes for a year or something. Posted by: joeindc44 at September 02, 2010 06:39 PM (QxSug) 102

The problem is that the Payroll tax goes to Social Security, it is "technicly" a different fund, than the General Fund...
When they "rob" the Soc Sec fund, they replace it with Fed Bonds... which is actualy a large part of the National Debt. So, this would, on paper, take money from Social Security, which is already in trouble with the Boomers retirings. UNLESS they would replace these funds from the General fund... you would make Soc Sec even more unstable. Better idea is a Tax Holiday for BUSINESS Taxes. Same result, but it would then come from the General Fund. Posted by: Romeo13 at September 02, 2010 06:54 PM (H+oXM) 144

One of the biggest drags on the economy is perception. The perception amongst the people who invest and hire is: capricious out-of-control leftist government, more taxes, and more regulations for the forseeable future. The government is not trusted, the future is not precictable, and that is what'sdetermining behavior. At this point,one-off short-term measures such as a payroll tax holiday are not going to sway perception much. It's way too late for that. The one-off measures to date have failed one after another for that reason. This would come across as just another unexpected lurch.
The perception that a long term, predictable environment exists will have to be recreated. That will require a change of government, and a coherent follow-through. But anyway, this crew does not triangulate. I don't expect any tax holiday. I expect tax increases and more chaotic sudden changes. The only concern I have is how such a tax-cut will be financed. Most likely it will be increased government borrowing.
Government borrowing is a net negative for economic growth, at least at the levels we're at. The gain from decreased payroll costs might be more than offset by the loss from increased government borrowing. If it is financed by decreasing government spending, on the other hand, then it can only be to the good. But there's no way that Obama will consent to serious cuts in government spending. We are screwed until he is out of office.. I agree that the economy won't really get rolling again until Obama is gone. However, my hope is that if the R's run the table this Nov and gain at least the House and the Senate is close to 50/50, then the business community and consumers will breathe a sigh of relief that the worst of the insanity is over. I think most people will instinctively believe that Obama's worst insticts will be neutered, and maybe, just maybe things will begin to pick up. end the Bush tax cuts. stop giving handouts to the wealthy! Posted by: Ithacus at September 02, 2010 07:31 PM (Gf4ej) ok, i'll say it again. In places like NYC, you can be two teachers, a teacher and a cop, two cops, two firefighters, two ems, or any combination thereto and make over $250 grand together and since everyone's mortgage is based on the inflated property values, it is difficult to live within the city limits (city or boroughs) on $250 grand. Everything is expensive. And you give an enormous amount of money to city state and federal taxes. Really in places like NYC, over $500 grand might be fairer. The only concern I have is how such a tax-cut will be financed. Most likely it will be increased government borrowing.
Someone needs to explain to me how changing (or not changing, which is what the extension would be) the tax rate equals spending, 'cuz I don't get it. (Except for the "EIC", which I understand is giving people money beyond their withholding as a reward for asking for their withholdings back) Posted by: HeatherRadish is a crank at September 02, 2010 07:37 PM (yhlnw) 196

Hate to say it, curious, but in a lot of places that aren't NYC "two teachers" = "the wealthy." Milwaukee: avg MPS salary is $100k, median household income = $40k. A teacher married to another teacher is pulling down 5 or 10 times what their average student's parent or grandmother does (and without working a full year, but that's a rant for another post)

Why should I for example hire more people if I am already operating at what now constitutes my full capacity ? Not paying taxes on my employees does improve my bottom line, which I will like a lot, but I will like it MUCH better if I don't have to lay out money to pay new employees at all. I will take the money and run unless I REALLY need the employees, and if I REALLY needed the new employees, a relatively small tax would not be enough to deter me from hiring them. Demand is not elastic at this point, and barring increased PROVEN demand I'm not going to be hiring new staff just for the benefit of a tax holiday. Posted by: dougf at September 02, 2010 07:47 PM (DGiGV) OK dougf, I know you're not an economist but try to think logically for a second. You own a hypothetical business and because of a tax holiday you have more cash because your expenses are the same and your expenditures are the samebut your taxes are lower. Let's go with the idea that you don't want to grow your business, you're happy with where you are, you have no desire to buy more capital (buildings, machines, software, goods, whatever) and you are willing to stay at exactly the capacity that you are at the moment because you are either lazy or made a death bed promise to never get any bigger to grandpa. Still you have extra cash. You willeither invest the money, put it in a bank account, or spend it. In each of these scenarios,or combination thereof, the money goes into the economy and is either available for borrowers or allows someone else theincreased income to buy more capital or hire moreemployees or grow. WHEN THE GOVT TAKES FEWER TAXES THE MONEY IS AVAILABLE FOR GROWTH. Posted by: dagny at September 02, 2010 07:59 PM (/HFKu) Posted by: Mitt Romney at September 02, 2010 08:00 PM (kxQZx) 226

The economy will not recoveruntill the healthcare reform package is repealed. The big guys have adjusted to the recession and by cost cutting are turning good profits. They aren't about to spend money untill they find how expensive their employees health coverage will be. When small companies, always lean, have a drop in sales they have to cut employees but still don't have any cash. Individuals are helplessly watching premiums go up. Money going to insurance companies can't be spent elsewhere.
The healthcare reform package makes refusal or raised premiums for pre-existing conditions a thing of the past. There still is no such thing as a free lunch so the additional cost is passed to the consumer. Healthcare reform did nothing torein in the legal or government complience costs of medicine. Tax holidays, Keynesian economics, nothing with revive our economy untill Healthcare is repealed. Posted by: Ohio Dan at September 02, 2010 08:02 PM (rurh0) 230

More spending on infrastructure – particularly transportation projects – is also under discussion, sources said. But a person familiar with the talks said it would be easier for a package consisting purely of tax cuts to “avoid the stain of a ‘bailout’ or ‘stimulus’ label.” That's exactly what that discredited scrunt Christina Romer proposed as she was being thrown under the bus. What else did she say? "To this day, economists don't fully understand why firms cut production as much as they did or why they cut labor so much more than they normally would." Her defense was that "almost all analysts were surprised by the violent reaction." ----------- Dana Milbank is mighty pissed off at Christina Romer right now. So ALS has popped up on a couple of threads today which reminds me of an odd thing I learned. My father-in-law passed away from ALS a few years ago. My mother-in-law is on a very limited fixed income now and when she sent us our birthday checks this year, they seemed a little large (for her situation), so I mentioned to her she really doesn't need to send anything.
Anyway, she said that it was ok, because the VA had decided that ALS is a service-related disease, so she now gets $1000/month from them. I'm glad she has the extra income - she certainly needs it - but my f-i-l was in the Marines for a couple of years and he was stationed in the U.S. He was a supply sergeant. So unless Spam has some kind of bizarre neurotoxin in it, how is that a service-related disease? Posted by: Y-not at September 02, 2010 09:04 PM (osFsP) 335

@ Ace "I had a number crunching blogger run the numbers for me, and he said that the "Stimulus" of around $900 billion could have paid for a full and complete payroll tax holiday for employers for 2 1/2 years, or a full payroll tax holiday for both businesses and employees for 1 1/4 years." Or conversely for $900 billion we could have had: 1. First $40,000 of income federal tax free. So if you made $55,000 then your federal tax is based on $15,000 of gross income. This would be for 4 years. 2. The employer wouldn't have to pay federal tax on the first $40,000 of the employee's income because employers do pay matching taxes. This would also be for 4 years. 3. There could be a 10% across the board cut in federal corporate taxes. Not reducing 25% tax rate by 2.5% but rather reducing a 25% tax rate to 15%. This could also be done for 4 years. 4. Promise no major pieces of legislation for the next 4 years unless absolutely necessary or for emergency purposes. 5. Initiate procedures to permanently disband Department of Education, HHS and a few others. Posted by: memomachine at September 02, 2010 10:24 PM (MwCol) 346

yeah, the concept is definitely too complicated for the so-called professor in chief. hmmm, thing is, he was never a professor. he was an adjunct, doesn't have a phd., or a jd, and he never published.
that is why the stupid stimulus didn't work either. see, if ya give a "grant" to a university to write jokes (yeah, can't remember what university it was, but someone got a "grant" for like 750k to come up with a computer program that writes jokes) then you aren't going to stimulate the economy. why? because it is the small businesses that provide the majority of the jobs in the U.S.. Therefore, if you make it cheaper, and easier for the small business man to hire people then you will be implementing policies that promote economic growth. instead, the professor in chief gives stimulus grants to things like a university so they can write jokes. if it wasn't so sad it would perhaps be amusing. truth is, the real joke is the jerk sitting in the oval office. This pink shell necklace is much nicer than the simple luau shell necklaces, so it is even something you could wear shell earring to school or work. To make this necklace I went to the crafting store and choose a flower shaped pendant with a tropical look. The flower pendant is mother of pearl, and some of the shell beads have a mother of pearl look also. The acrylic beads are light pink, small, and round. For this shell ring I created a pattern, which gives the necklace a slight balance. Here are the supplies I used to make this beautiful piece of jewelry.
