The Morning Rant: Minimalist Edition

punk-monkey.jpg

Every rational analysis of this situation screams out that "IT WILL FAIL!" Humanity behaves very predictably when offered a subsidy for any behavior...it will do more of it. Anything, at any time. And the "homeless," a silly euphemism for a population that is overwhelmingly alcoholic or drug addicted or psychotic or schizophrenic or a host of other mental diseases, are no different than soccer moms or steel workers or 5th graders. They obey the same immutable laws that progressivism (a mental defect of its own) denies.

Los Angeles Is Spending Over $1 Billion To House the Homeless. It's Failing.

More than 2,500 homeless individuals sleep on the streets of the 53-square-block Skid Row area in downtown Los Angeles.

"Skid row is the worst manmade disaster in the United States. There's human waste on the sidewalks. There's all kinds of disease," says Rev. Andy Bales, CEO of Skid Row's Union Rescue Mission, the nation's largest private homeless shelter. He lost his leg to staph infection he contracted while serving the homeless on Skid Row.

But California's homelessness crisis extends far beyond Skid Row and Los Angeles. The state's homeless population has jumped more than 12 percent in the last five years, and it's part of a national crisis.

So what's the disconnect? With the economy roaring along, with record low unemployment and wages rising it doesn't seem like it is a lack of jobs. The pat answer from our elites is that rising housing prices push out the people on the margins, who then must live on the streets. But that seems a bit simplistic, since as I mentioned, the vast majority of these people are batshit crazy, addicts, drunks, or a combination of all three. So the next facile and simplistic answer is that there is insufficient mental health assistance available to them, so they flounder about and end up homeless, or remain homeless. But since the 1970s and a series of court decisions, we have given the mentally ill the autonomy to to be governed by their demons, and the result is a horror show of untreated mental patients on our streets. Here is Walter Williams with an interesting premise: Closing Mental Institutions Made Us More Vulnerable to Mass Shootings.

So what's the solution? I think it is obvious; society needs the ability to institutionalize the mentally ill, it needs to make "homelessness" less financially attractive, and it needs to return to the stigma that being a bum or a vagrant or a hobo is not an appropriate life choice.

But those are difficult things to do in our current condition, in which every vice and every personal failing is celebrated as just a point on the fabulous rainbow of diversity!

But part of me is laughing and pointing at California, which has joined the mentally ill in behaving contrary to all of the things we have learned about society. The good people of Los Angeles are getting exactly what they voted for, and until they change the people who make these decisions, they will continue to live in a state that resembles nothing more than a Rube Goldberg machine that needs a lot of work.

[Hat Tip: some Moron whose name will be entered into the Hat Tip rolls as, "Unknown"]

Correction: Commenter "CtHillary" tells me that a hobo:

...is an itinerant agricultural worker. The word "hobo" is thought to come from "Hoe Boy," which in itself shows at least an acceptance that work is sometimes necessary.

The pat answer is that LA is a warm climate.. and has a government that tolerates homeless on the streets.

So, those that want to be homeless and live on the street, gravitate to LA from all over the state and all over the country.

This dilemma was touched on in the comments of The Morning Report this morning. When you are using Other People's Money to provide mental health treatments there comes a limit. When the money "runs out" or is insufficient to fund the demand, the government slashes the reimbursement rates, which results in decreased availability of those services. Every single time.

A LARGE fraction of bums who have mental illness got that way as side effects of their recreational drug abuse. The commies love to flip that by saying that mentally ill bums only take illegal drugs because they are self-medicating. Which is utter bullshit in the vast number of cases.

As for the young, late teen-early 20s bums, a big part of that is that is because there's a lefty cultural cachet to spending some time as a "homeless" person as part of gaining "life experience" instead of actually working on a proper education or getting a fucking job.

49 I think that there needs to be more solutions than punitive ones such as immigration policy that shuts out people who will be nothing more than criminals and leeches.

We need an economy that gives more low-skilled, low-intellect people opportunities for work. We need a military which does a better job helping vets transition back into society and does a better job caring for those who cannot, or who take longer. We need to stop encouraging and helping people in their addictions and to move them out of that. We need to have more economic freedom for charities and donors to charities (meaning: less taxation and regulation) so that they can help care for those who cannot care for themselves.

Certainly cities need to stop incentivizing and encouraging homelessness. Salem is looking at setting up showers and special shelters so bums can take advantage of them. Setting aside city parks for bums to camp in. That's the wrong approach entirely, its encouraging more, not working to have fewer.

LAPD and other LE agencies already got busted a few years back for picking up vagrants en masse in the good parts of town (for values of "good" as it applies to Los Angeles), and instead of taking them to local shelters or jail as appropriate, they'd drive them all the way across the LA Basin to Skid Row and dump them at the front door of a shelter.

91 Yeah there is no way to eliminate begging or homeless. Period. Even back when cops could throw someone out of town for being a "vagrant" and you could be tossed into an insane asylum against your will, back when begging was brutally shamed... there were still bums. Its not going to go away, as Jesus said.

But its better to have a society which as as little as possible and does not encourage homelessness by rewarding it, combined with a society of compassion that helps people out of it.

111 Homelessness is getting prime attention in the Seacoast area of NH. All the shelters are full. Plus these shelters have a high(er) barrier of entry - must remain sober, etc. Yet there are still tent cities sprinkled around. Housing is very expensive around us, but there is also lots of work available - for those who want to work. Drugs is a HUGE problem and when you look at a police blotter, 2/3 of those arrested are homeless, and are released on PR back into the community before the cop finishes his paperwork.

There was a viral video yesterday of some thieves running out of a Sears in California with armloads of stolen clothing; using the notorious Prop 47 discount, your first $950 of stolen retail is on the store because the the police won't arrest and the store won't prosecute.

Here's a mainstream news media article about it.

You will find in that article no mention of California's "Shoplifting Up to $950 will not be prosecuted" policy. Instead, they repost Tweets chuckling at the idea that thieves would target Sears, of all places.

And the very first comment under the story explains how shoplifting is OK because stores underpay their workers.

I started a "Still getting sloppy work from you by 930 and you're out, keep working and you'll get paid for 8 hours rule". Word got around pretty quick and we found it harder to get temp workers to come to our sites.

Moral of the story? Some (not all) people are just parasites and really don't want to be part of society, no matter what you do to help them. Stop enabling them.

127 When something gets too awful to go on any longer, it doesn't.

Eventually the pain level that liberals have to endure to live & work in CA cities will get too high. There is already, as everyone knows, a net out-migration from CA. But that's not the real story even, which is that middle class taxpayers are leaving & illegal aliens/"the homeless" are flooding in... but even the derelicts can't stop the net outflow.

Posted by: mnw at December 12, 2019 11:27 AM (Cssks)

128 So what's the disconnect? With the economy roaring along, with record low unemployment and wages rising it doesn't seem like it is a lack of jobs. The pat answer from our elites is that rising housing prices push out the people on the margins, who then must live on the streets. But that seems a bit simplistic, since as I mentioned, the vast majority of these people are batshit crazy, addicts, drunks, or a combination of all three.

In fairness, rising housing prices DO push out the people on the margins, who then must live on the streets. Sure they have mental and drug problems, but that just makes them that much more on the margins.

The same Leftists in Cali who want unchecked immigration also do their level best to block housing development. I can only conclude they WANT homeless people as some kind of political weapon.

I usually can understand a liberal outlook, it's usually just about them getting hooked up (like say showering the public sector with more money) or they really hate religion and traditional values (which is why the new ultra rich are bankrolling Democrats)

But what constituency is homelessness? It's only liberal voters that suffer and have to have buckets of diaherria thrown on them. It's not like homeless people are some important voting bloc.

151 OK, math.

Estimated homeless population in California on any given day: 129,000ish.

State spends a billion.

That's, $7700 and change each.

This is why you don't let government do stuff at the individual level. Ever.

Posted by: Circa (Insert Year Here) at December 12, 2019 11:22 AM

You need to factor in the $200 million to the state level agencies (and re-election funds) and then another $200 million to the county level agencies and then another $200 million to the cities. Leaves $400.

So...lets see...
**sticks touinge out of side of mouth**
That goesinda...carry the one...
Something like $770 per homeless.

That is why there are people like Rev. Andy Bales, and places like the Skid Row's Union Rescue Mission.

I have a coworker who also works at Lowe's. She says they have a "no-stop" policy for shoplifting. And no loss prevention staff. No employee is allowed to physically stop a shoplifter. The most they can do is ask the person to pay for the item, but that's it. They reason for this is because the store management feels it's too dangerous to try and stop these people, and that several employees have been hurt doing so. So they gave up on stopping it. I've heard other stores have the same policy too now, like Walmart and Target.I kind if get the liablity thing but I think it's sad that they just give up.

154 Already mentioned? The person who spearheaded the effort to get the $1+billion funding for homeless ballot initiative passed in 2017 was . . . *drum roll* . . . Katie Hill!
Hill began her career as a policy advocate at People Assisting the
Homeless (PATH), a non-profit organization developing affordable and
supportive services for the homeless in California. Her husband allegedly worked there as well and it is claimed Hill was his boss. Later as the Executive Director for PATH, she raised the organization from a local force in L.A. County to one of the largest non-profit providers of homes for the homeless in California. Hill helped pass a ballot initiative, Measure H, during spring of 2017
to help alleviate homelessness by providing $1.2 billion in funds for
homeless services in Los Angeles County.

219 We all fear mandatory stays in mental asylums and given all the power the commies have it is healthy to fear them. But simple solution for the bums on the street: Mandatory arrest and a year in a facility for drunk/stoned and disorderly behavior. If you can pay a fine and prove a job you only serve a weekend in jail. This wont even criminalize pot etc so even libertarians ought to be OK with it, since you'd only get scooped up if you were screaming at bystanders or crapping in doorways.

Second dollar: Bald foreheads became popular after high-society women began losing hair due to lead poisoning form their face cream.

221 But what constituency is homelessness? It's only liberal voters that
suffer and have to have buckets of diaherria thrown on them. It's not
like homeless people are some important voting bloc.

_______

Homelessness is a utopian ideal (and cudgel), not a constituency, for the Left.

The Left hates institutional authority, rules, and order (i.e. until they can impose their version of equality of misery and poverty on society), and thrives on chaos, so homelessness represents their utopian pinnacle in the micro (freedom from responsibility) and in the macro (the justification for totalitarian control).

235 this index shows job quality is not improving ... it has been in decline since (at least) 1990. The chart is at the bottom of the link ... it compares high quality to low quality jobs. There was a big drop from 2006 to 2012 ... then recovering, spiking at Trump's election, but in decline since that.

The "strong economy" has still been helped by historic easy money, and the fed balance sheet (QE) is rising again. All is not rosy, as WallStreet still loves China slave money.

But the homeless in CA and big cities is its own issue. Yes, institutionalize some, make it shameful (they are not just victims of the white racist man), give a hand that demands some participation, don't let them squat in public places ... so far much of society is still serving the insidious leftist plot to destroy America, no "hard solutions" allowed, only victimhood and more free stuff. Make Self Reliance great again. (no thumb sucking safe zones)

The "big" Walmarts near me have a camera that shows you your picture right in your face if you use the Scan 'n' Go machine. I hate doing their work for them yet not getting a price break, so it's an emergency for me to use one. Last time I did, I put a plastic bag over the top part of the screen so I didn't have to look at my own picture.

Next thing I know an officious moron who would be underqualified to clean floors is standing there. Not asking me why, but out and out telling me, "You got to take the bag off!" "Why?" "You got to take the bag off! Gimme the bag!" I handed her another one from the rack and went back to my checking out. She goes, "You wan' me to call the manager?" I said, "Yes, please do." She flounced off, I finished and paid, and took the bag off as I stepped away.

The "manager," also apparently overqualified to clean a litter box, was looking blankly at her phone as I went by.

The neighborhood Walmarts don't have that system yet. It won't be long.

Grunge was, unfortunately, combined with a really horrendous lifestype of heroin and other ghastly drugs which did in most of the big voices (you left off Andrew Wood from Mother Love Bone in the great voices who sadly died too soon for most people to ever hear him). It was a very, very self-destructive music scene. Vedder wasn't really part of it (California surfer dude) so he was just into weed and booze and they tend to live a lot longer.

324 Okay.

$1.2 billion to build housing for the homeless. Assuming that this is a good strategy to tackle the problem, how is it on its face?

Well, they want to build 10,000 new "housing units." This $1.2 billion is nowhere near the full cost. If it were, this might not be too terrible (it is still bad policy, but it would be a lot cheaper than normal housing).

Per the article, however, the unit price of these things is estimated at $350,000. Due to graft, corruption and typical government recklessness, the article says the actual cost is closer to $700,00 per unit.

Okay, that's a lot worse. How much worse?

The median condo price in Los Angeles $430,000.

The on-target price is way too close to the median as it is. The actual price my well be over the market median - perhaps significantly.

This is egregious waste and abuse. It also probably doesn't solve the actual problem - but even if it actually did this is insane.

Me and my buddies are in Eugene, Oregon, which is the beggar capital of the state. Crowds of them all over with a hand out, just college kids who want weed and beer money but not the trouble of a job, mostly.

So we go by a convenience store, where a group of youths are lounging against the front wall yelling to people who walk by to give them money. I mean, these guys don't even have the gumption to walk twelve feet to the sidewalk and ask.

My buddy Nick, who always seems to find money in odd places, looks down at the curb, spots a $20 bill. he bend over, looking at them, picks it up, holds it up so they can see what they could have gotten by getting up and walking a few strides, and we head off to the bookstore.

The laziest, most worthless beggars I've ever seen.

Grunge did well because it reflected how a lot of us in Gen X felt in the early 1990s. Eddie Vetter mined the "I hate my step-dad" theme well, which resonated with a lot of people from broken homes.

I have mixed opinions about the Senate tactics. On one hand I see the logic of just calling for a vote to dismiss the charges and be this done with this. On the other it would be great to see the left get wreaked in front of the nation, witness after witness.

I think the best is just to dismiss the whole thing. No matter how well the White House defends itself the media is going to gaslight it and tell the world the opposite what actually happened.

367 I am required to travel to downtown LA several times a year for work. I stay at a hotel in the jewelry district as it puts me within walking distance of the office, and a few blocks from skid row.

I don't care how much you read about it, or watch shows about it, you simply cannot fathom the prevalence of homelessness there unless you see it yourself. It is everywhere. Not just the people, but the filth they leave behind.

When I first started travelling there, I came home sick every single trip until I finally started on a regimen of being a clean freak out there. Taking airborne vitamins daily and constantly using alcohol sanitizer. I also have a pair of shoes that I only wear out there and I treat them as bio-hazards at home.

I actually came across a dead body on the sidewalk one afternoon. I found 2 cops half a block away and started to tell them. They interrupted me to tell me they had called it in and went back to chatting with each other.

It is surreal to see so much wealth and so much abject poverty in the same place.

Nope. Making involuntary commitment of crazy people almost impossible is the problem.

That weird wailing, crunchy guitar and Layne Staley's singing came out and I was like WHAT WAS THAT??? This was the era of Milli Vanilli and Poison, music was... dying. Guns n Roses and grunge came out and it was like getting a breath of actual air after drowning in crap for years, that moment when you break the surface and take a deep breath.

406 Nirvana and Pearl Jam sound nothing alike--and neither sound anything like Soundgarden or Alice in Chains.

Yeah, its hard to pin down exactly what makes Grunge, because not all the bands were from Seattle either. Interestingly enough the Grunge bands were all into the Portland music scene when they hit it big. Which was pretty good but never had a coherent sound or style.

Grunge is punk/hard rock without the excesses, its pared down to very bare bones and includes dark themes in the music and a consistent style of dress (flannel shirts tied around the waist, etc). Some of the bands didn't really fit like Screaming Trees earlier or yeah Soundgarden but they were about the same time, and from the same area, and most of those guys were friends or knew each other well.

Peal Jam and Stone Temple Pilots were pretty melodic, Nirvana and Alice in Chains tended to be pretty hard core. Soundgarden was just basically rock with a kickass vocalist.

What they all had in common was great guitar and drums driven music played well, throwbacks to the 70s before electronic music became king. And powerful vocals.
