I saw a transcript of an interview Eastwood did on "Sully" and if memory serves, Eastwood said it was obvious, from the hearing transcript, NTSB was trying to railroad Captain Sully.
It really startled me there was any question regarding the actions of Sully, because everyone survived the crash, which is, to my mind, the absolute best result, considering the circumstances and is proof positive that Capt. Sully did the correct thing.

Oh definitely!! Turns out that after the original standoff the FBI sent in undercover agents posing as documentary filmmakers. They stayed with the Bundys for months (IIRC), interviewed them, their friends, etc. They also had an undercover agent in the group of the later standoff (not sure if it was these same documentary people). That agent convinced the group to do some practice shots in an open field during that standoff, filmed it, and then that film was used to justify aggressive intervention (because they are violent, shooting). That this was going on at the same time the FBO was systematically dropping the ball on the Boston bombers, the Pulse shooter, the Parkland shooter, etc. tells you about the FBI's priorities. Likelihood, but not chiseled into stone certainty. After all, law enforcement routinely and reflexively profiles on age and sex, and for good reason. They're just playing the odds. But odds are not sacrosanct; sometimes longshots come in. So what they really need is someone to play devil's advocate at each stage of an investigation. This incident, this complete destruction of an innocent man, hits very close to home for me, because I might have been Richard Jewell; in 1996, I was a small town police officer here in NC, and happened to see an ad from the Atlanta Olympic people looking for police officers to work as security at the Atlanta Olympic Games. I applied, and was accepted. Very exciting. But then I had some things happen in my life, and ended up not working the games. I shudder to think that it might have been me that the media and the FBI railroaded.

The FBI tried to trick Richard into doing a training video where he gave up his rights, They tried to have him sign his rights away on the video saying it was part of the training video. He thank GOD saw thru this and stopped and called a Lawyer.

Jewell did NOT find the bomb. He was alerted to a suspicious backpack by another person. I know that person: he is an a-moral sociopath who has a long history of 'discovering' things like stabbed people and such. He is blacklisted by the local BDSM community as being unsafe.
