Panel Appointed by Bill Di Blasio Concludes That New York City's Gifted and Talented Magnet School System Must Be Eradicated, In Order to Desegregate Schools

For years, New York City has essentially maintained two parallel public school systems.
A group of selective schools and programs geared to students labeled gifted and talented is filled mostly with white and Asian children. The rest of the system is open to all students and is predominantly black and Hispanic.
Now, a high-level panel appointed by Mayor Bill de Blasio is recommending that the city do away with most of these programs in an effort to desegregate the system, which has 1.1 million students and is by far the largest in the country.

He risks alienating tens of thousands of mostly white and Asian families who rely on the shadow system of gifted programs and selective schools; if a substantial number of those families leave the system, it would be next to impossible to achieve integration.

You should be aware that it is this program that keeps a large number of well-to-do but not super-rich new york city taxpayers in the city. without this program, they'd either have to send their kids to the terrible regular New York schools or pay exorbitantly for private schools.

I have friends who are in this situation. They are liberal and rich. They are proud that they're sending their kids to public, not private, schools.

Partly for political reasons (liberals love government programs), and also for financial reasons.

Private school is very, very expensive in New York City.

If the selective school system is dismantled, the other alternative, which wealthy city-proud New Yorkers don't want to do, is to move to a NYC suburb with good schools. They don't want to do that, but if you give them the choice of moving, or putting their kids into a nightmare world, or making them pay $100,000 per year for private school, they start making peace with the idea of being a suburban family.

A friend comments: the left-wing elite always carve out little exceptions so they don’t have to deal with the socialism and failure they impose on everyone else.

True. They build themselves some "out" so that they can pretend to be part of an egalitarian system while making sure they're in no way part of the egalitarian system.

Another friend hits this hole in one:

You wanna know who this affects and why it’ll be ultimately rejected? JOURNALISTS.
They don’t have fuck-you money for private schools and they can’t move to the burbs. But they'll drag DeBlasio over this.

This is going to get very ugly, and test liberals' commitment to the ideals they pretend to worship.

One other factor in play: If Di Blasio forces a mass exodus to the suburbs, not only will New York City take a big hit in tax revenue, but it might cause a serious deflation in NYC residential real estate.

I don't see what choice Di Blasio has apart from making the case that Equality and Integration Are Overrated. A politically-engineered exodus of the high bourgeoisie -- a White Flight combined with Asian Evasion -- would be a disaster.

I would comment about this impacting Bill Di Blasio's chances of becoming president, but it actually doesn't change those chances at all; they remain zero point zero zero zero zero percent.

He's a loser to the fifth significant digit -- right to the "R."

If I got this right these are not the people with the "F-U Money" but they are the necessarily well-compensated employees of large law firms, financial firms, and so on. If these people are going to be leaving for the suburbs, they may also take their businesses with them. That would be a ripple effect of devastation in all of the support industries, such as restaurants, that cater to the employees of those businesses.

I suspect that DeBlasio and Friends will have a "come to your senses" meeting with a number of business owners very soon.

42 Houston ISD had a "magnet" program too, in the 1980s. They called it "Vanguard". My country-club Republican parents turned NeverTrump put me in that.

And yes, it was there to keep whites (and Asians) in HISD, or else they'd run off to Sugar Land or Katy or even freakin' Deer Park immediately (Deer Park, then, was working-class but had a mighty healthy tax base, on account of the refineries).

HISD Vanguard had affirmative-action too. And it started to rot whilst I was there; they outright told my parents they didn't care much if I wasn't turning in my homework because other kids had such disciplinary problems.

I graduated from a Brooklyn high school in the mid-late 70s. We were renowned for having more Westinghouse Science grads and other major honors than any other non-specialized school in the city and were considered one of the best in the country.

We looked at it because we'd heard how "great" it was. Turns out that they stupidest kids from his elem school were in the "gifted" program. So white means "gifted."

Another classic leftist conceit: changing one thing, and not expecting anything else to change in response. They never studied differential equations, obviously. That's why they think imposing a 10% on a $1 billion/year revenue stream will net them $100 million, and why they're surprised when it doesn't.

NYC derives a lot of its tax revenue from the financial industry, and does not realize that that industry can move. It's already started to move partially to Charlotte, but policies such as this could accelerate the move. In extremis, the financial industry could even move to, e.g., Singapore, which has a lot to be said for it, and in this era of facile electronic communications, probably poses little or no problem.

The problem with current standardized tests is that they are pushed at too many grade levels and are used as metrics for individual teachers. I'd have just one comprehensive exit exam. Students would have an incentive to pass (since they could graduate early), while teachers would have a baseline for what they are expected to teach, but would still have flexibility in how they get students to that point over 3-4 years.

Decline to destruction and rebuilding. Sometimes there are patches where things stagnate for a bit(usually attached to particular leaders trying to stem the tide), but they don't last and generally don't make much progress in restoring things. Generally I find the best leadership to be those who smooth out the path to the next stage and build foundations for the future.

Nowhere in the study did they consider that if Portland provides guaranteed housing to everybody, that that would provide a certain incentive for lots and lots of poor and homeless people to move to Portland.

California had an exit exam in effect (no provision to test out early, though; kids merely had to pass it to graduate). The test was first administered in the sophomore year, with second and third chances on following years. The test - per my kids - was laughably easy, requiring (per the rubric) only 10th grade English and 8th grade math proficiency.

The test is now gone. Can you guess why? No prizes for guessing "disparate impact."

The LAT had an article reporting the abolition of the exit exam, with students who'd failed it repeatedly gushing that now, finally, they could take up the place they'd been offered at the University of California.

Demonstrating minimal proficiency in 10th grade English and 8th grade math had been keeping them from taking up their offered place in what had once been the premier public university in the world.

Instead of electing the city's first female mayor, Nicole Malleatokis, which was verboten because she is a Republican, the voters stuck with DeBolshedick even though they already knew him for four years.

This is the same New York City that had to go through 30 years of mayhem and disorder before electing Rudy Giuliani in 1993, and even he would have lost without a big margin from conservative Staten Island.

Whatever is left of the 48 percent that voted for David Dinkins plus the hundreds of thousands of new left wing residents elected and re elected DeBolshedick.

There's a longstanding view that all great societies go through a regular cycle of growth, flourishing, decline, and collapse. Ibn Khaldoun in the 15th Century was probably the earliest progenitor of this theory; Oswald Spengler and his "Decline of the West", the most famous; but there have been quite a few others, and all mostly agree on the progression.

Having read Spengler, I would say that in general, he forecast both the 20th Century, and where we are today, with uncanny accuracy. Bad news - his views don't hold that we will collapse immediately, he would say that we have at least 100 - 200 years (although the time frame is the most difficult) of a pure Imperial Stage to go through before this culture collapses completely.

Personal note: I went to Bronx Science. As a black kid at a specialized high school 30+ years ago, I got some questions about how a kid from the projects could take an AP class there - was there some set-aside for me. The answer was, no. You took a test, and if you made the cutoff you were in. No questions asked. You don't know what that did to help my self-esteem, to know that, without any help, I could go to one of the best schools in the city, if not the country. It informed the rest of my life.

A year (or so) ago, DeBlasio turned his gaze to these schools, saying that they aren't "diverse" enough. Never mind that a majority (or near-majority) of the students in these schools are from an Indian/East Asian background.
He wants them to take in more black/hispanic students, but the schools can't do that without getting rid of the merit admittance system.

267 CCNY used to be a great school. Many Nobel Laureates - real Nobels .. physics and such - came out of CCNY. Now ... it's true that much of this was because Jews weren't allowed in most Ivies so CCNY had a captive audience of excellent intellects, but it was still an excellent school system for everyone who tested into it. And then New York decided that giving people tests to prove they are qualified for a good school was "unfair" and the city university system went to open enrollment. Not, it's a total shithole and the students are a half step above grunters and cannibals. Yay!!

Exit exam. If you can pass with a 90% after your freshman year, you graduate. 80% after your sophomore year, 70% after your junior year.

That would clear the smart kids out really quickly, and they can go on to higher ed or work while the teachers deal with the kids who remain.

No they can't. The normal public schools are full of future and that future is chaos, violence, and incompetence. If they really cracked down, they would probably turn out a handful of talented kids, a decent percentage of kids who can do the 3R's at the 8th grade level, and the rest who would at least know discipline to behave at certain times. Affirmative action is bad. Period.

It's not about any "psychological effects" on AA recipients. It's about all the favored minorities being suspect because of the policy of AA. There are some blacks who get into good schools on merit - not because they are black, but they have to suffer the suspicion that they are below par and only got in due to AA, because that is true of most of the others.

But this is what a lot of people who support affirmative action want. They think blacks are inferior and could never achieve anything if left to their own devices and forced to compete on a level field. Some blacks can compete but AA assures that all will be legitimately suspect ... and white leftists like to keep it that way.

I've discussed with a friend why this happens, and you 40k fans out there will appreciate this, but eventually a sufficiently complex economy is operated by a slowly dwindling supply of tech priests. There's also the fact that affirmative action and other initiatives often bring people into a situation for which they're not prepared.

A student who may have done very well at a community college or a lesser known state or private university gets actioned into a higher tier school. Even if that student was able to do fairly well in grade school, s/he is going to struggle with the work in a postsecondary institution that exceeds his or her level of academic prowess. So you've taken a student who had some confidence in grade school, and who could have grown and blossomed in a less punishing environment, and now you've absolutely destroyed them because they believe they're a failure. All because you wanted to have more brown or female or LGBTQWTFBBQ faces in your yearbook. It's cruel.

As a result of these two nationwide trends, students who get a 3.9 GPA is one school were NOT comparable to students getting a 3.9 GPA from a different school. Colleges of course know this, and they used to "weight" grades according to how high-quality a high school was -- thus a student with a 3.6 GPA from Advanced Math Academy would actually be more likely to get admitted than a student with a 3.9 from Bonehead High.

Having standardized tests eliminates the need for this "racist" weighting, since of course he universities would have to deem high grades from inner-coty minority schools and not being worth much compared to high grades from a suburban magnet school.

Things have progressed even further into insanity of course, but that it is original 9and still valid) reason for standardized tests. Everyone can then be assessed on the same scale.

It closed due to BRAC.

When I was young here, it was 80% White, and was a great little town to grow up in.

Now the County is 68% Hispanic, and there is more Spanish spoken in Public, than English. crime is up. Homeless are everywhere. Wages are DOWN. What industry was here has left that area.

It's the same problem as the stupid "common core math" bullshit, where curriculum creators said, "Hey! This is what kids who are really good at math do! Let's take that and synthesize it and use it to teach ALL the kids! That'll make all kids great at math!" When instead all it does is make the kids who weren't good at math even MORE confused and less likely to be successful and even more averse to trying to get better. You can't just throw "smart kid" stuff at every child and expect it to make them all little Einsteins, and you can't throw a Michigan kid into Harvard and expect them to hang around when they start failing.

They want to maintain their pipelines to these elite schools but want to inflict as much damage on the competition, namely, poorer white and asian students in the city that are as smart or smarter than their kids, or the same demographic of students in flyover country. Affirmative action is A-OK with them as long as their kids get some of the desired slots, because it keeps the competition out of elite schools, which then excludes them from competing for top jobs down the line.

Living in a very academically focused area and watching what happened to other kids who were shuffled into 'programs' that I evaluated as social discrimination, I made the decision that my good testers would do better without the 'kvelling' of the parents who had children in various pandering tracks. District at the time was almost unbelievably competitive.

It's the same problem as the stupid "common core math" bullshit, where curriculum creators said, "Hey! This is what kids who are really good at math do! Let's take that and synthesize it and use it to teach ALL the kids! That'll make all kids great at math!" When instead all it does is make the kids who weren't good at math even MORE confused and less likely to be successful and even more averse to trying to get better. You can't just throw "smart kid" stuff at every child and expect it to make them all little Einsteins, and you can't throw a Michigan kid into Harvard and expect them to hang around when they start failing.

Actually, it's the inverse that is true. Mediocre affirmative action admissions would be far more likely to survive and probably excel at an Ivy League school today versus Michigan. Harvard was busted a decade ago for severe grade inflation (90%+ of students in their classes were given A's), but it still continues to a significant extent. They want their affirmative action students (as opposed to those of other schools) to go on to be the next Obama, and they will prop up their bona fides in any way possible.

Wow. You're right. I have kids with different levels of performance and different abilities. I'd never hobble one because the others were differently abled.

Right now, one is on an academic scholarship at a private school and would have an athletic scholarship if the first went away for gpa reasons (although that won't happen). His older brothers didn't get that but they're doing VERY well. In fact, the oldest has a talent for sales and makes a lot of money. He's thrilled for his little brother. The second is an engineer and is doing well as well. They both show up to every game. They aren't clones.

The Ivys' and other elite schools can't find all the minority students they want, because of the broken family unit.I would love to know the Top Quadrangle/Collegiate drop out/did not graduate rate for all US born student groups including Black and "Hispanic" students (x-athletes).
I would bet the DNG rate for students admitted under affirmative action is far higher, that's my own observation. Sadly these chosen kids took an opportunity away from a better qualified applicant (but they were White or Asian, the wrong race).
Grade inflation is also a big problem with the Ivys, as well a more obnoxious indoctrination, the long term shift away from critical thinking and classic liberal arts education.

That is NOT why those elite high schools were created:
They were established generations ago, back when the entire New York public school system not only worked but was among the best in America.
They were created not to serve the elites, but to offer advanced and accelerated education to very smart kids, even the poorest. At least one of the schools focussed on the sciences, while another focussed on the arts.
Today's corruption has nothing to do with how those schools came to be.
