Ugh. I was listening to Michael Brown show last week. I haven't read anything yet that answers the question I've got that's bugging me.

TexasDan, IMHO a lot of authors *do* insert themselves into their works as Mary Sues. It's an ego grab, just like how Streisand always insists on "changing" everything about a character in a film she's in, until she's basically (a) turned the character into a cartoon-level perfect person and (b) driven off everyone else on the set so now she's running the shoot.

Rosenstein's order appointing Mueller was weaselly and suspect. IRRC he issued a second order that wasn't made public.
The first could have been a simple invocation for a Special Counsel under regulations put in as an alternative to Special Prosecutors who often run amok, but added extra language and an obscure cross-reference. It looks like it was used to take investigative authority over Hillary's crimes (and FBI/DOJ involvement) and make it exclusive to Mueller, who of course buried it.
