Venezuela Oil Production At Virtual Halt as Socialist Plan to Seize The Industry Results In Collapse

Unexpectedly!

Maduro nationalized the oil industry, kicking out foreign operations who knew what they were doing and replacing them with Socialist goons who didn't. He put a lot of soldiers into position to oversee the operations, because he deemed them loyal.

But soldiers don't know anything about oil drilling either.

In a little-noted reversal of the Socialist government’s two-decade drive to nationalize the industry, the lack of expertise among military managers is leading PDVSA [the socialist bureaucracy now destroying the petroleum industry] to hire outsiders to keep afloat even basic operations, like drilling and pumping oil. To the dismay of many familiar with Venezuela's oil industry, some of the contracts are going to small, little-known firms with no experience in the sector.

Combined, industry veterans say, the steps leave Venezuela's most important company -- which accounts for over 90 percent of export revenue -- with even fewer means to rebuild the nation’s coffers, pay its many creditors and regain self-sufficiency as an oil producer.

"What we are witnessing is a policy of destroying the oil industry," said Jose Bodas, general secretary of the Oil Workers Federation, a national labor union. "The military officials don't listen to workers. They want to give orders, but they don't understand this complicated work."

Maduro defends the military managers, arguing they are more in synch with his Socialist worldview than capitalist industry professionals who exploit the country for personal profit. "I want a Socialist PDVSA," the president told allied legislators earlier this year. "An ethical, sovereign and productive PDVSA. We must break this model of the rentier oil company."

Now, critics say, military officials atop PDVSA have put aside any pretense of running it like a proper business, doing little to stem the fall in production or improve the company's financial, operational and staffing problems.

No matter the dysfunction, PDVSA remains a rare and crucial source of foreign currency in the enfeebled Andean country. For Maduro, who became president after Chavez died in 2013, handing the company over to the military is seen by many as a calculated move to buy loyalty from officers.

"No one will be able to remove the military from PDVSA now," said Rafael Ramirez, a former oil minister. Ramirez ran the company for a decade under Chavez before clashing with Maduro, who accuses him and many other former executives of corruption. "PDVSA is a barrack."

Meanwhile, Russia has taken over five Venezuelan oil fields for the fire-sale price of $1.5 billion in bailout money.

In exchange for modest loans and bailouts over the past decade, Russia now owns significant parts of at least five oil fields in Venezuela, which holds the world's largest reserves, along with 30 years' worth of future output from two Caribbean natural-gas fields.


Venezuela also has signed over 49.9 percent of Citgo, its wholly owned company in the United States -- including three Gulf Coast refineries and a countrywide web of pipelines -- as collateral to Russia's state-owned Rosneft oil behemoth for a reported $1.5 billion in desperately needed cash.

I have a story that I don't think is OT, even though it's not about oil or Venezuela. It is about how commies can ruin the best of things.

Right after the breakup of the USSR I spent a lot of time running around Belarus talking to companies. One of them was the state-owned monopoly cigrarette maker.

Now all the newly independent countries were pretending to be countries so they all printed new currency and pretended it was money. Of course, no one else counted it as money so everything devolved into a barter system.

And barter works surprisingly well. People still showed up to work and made things and traded them with other CIS states and stuff hobbled along. I was and am baffled by this.

Anyway, because tobacco is a plant the company was under the Ministry of Agriculture, Minzelhozprod. And Minzelhozprod made a rule that you couldn't barter more than 10% of your output. Which maybe makes sense if you're talking about carrots so that the country doesn't run out of carrots. But Belarus does not grow tobacco.

Moldova grows tobacco. So, under the rules our guys could roll up a bunch of tobacco in paper and put a filter on it (which is not a high value-add) and then use 10% of that output to barter for more tobacco. And then of the much less tobacco they got they could roll it up again and barter 10% of that.

When I met them a company of 2,000 employees was working at 2% capacity.

Cigarettes are a perfect product. Cheap, subject to brand loyalty, and addictive. Communism managed to F that up.

Here's my plan for eradicating support for socialism.

I'd ask all the students in a lecture theater to raise their hands if they support socialism. To all those who do I'd assign a group project, with everyone in the group to get the same grade.

I'd keep doing that until no one raised his hand. I figure a couple of iterations should do it, because anyone who has anything about him at all HATES group projects. Only the complete losers like them, because they figure they'll be carried by the others. After a few iterations, each project team will comprise ONLY losers.

Venezuela is a pit, If you want to visualize the oil industry there today think of a 1977 Chevy Truck that was nice once but which has been driven hard every day and has not had one single piece of maintenance done on it for 15 years. It's not just that it's breaking down, it's that every single mechanical part of every single piece of equipment in the entire country is either broken or is within months of breaking.

It has gone down too far to save, no matter how much money is pumped it. The only possible path to restoration is to scrap everything and rebuild it all from scratch, which would take tens of billions of dollars and a decade or two. That's what the Russian's are buying into.

There are a boatload of people in Houston that had great careers there. A WWII veteran whose eulogy I gave at our national cemetery had changed careers in his 50's and became the premiere 'Little Bird' restorer in Houston for 40 years. He had wealthy Venezuelan customers that had sent their two seat T-Birds to him for complete restorations, one of them twice.

Amazing to witness a very wealthy country in our hemisphere burn through their future in less than a generation. I think some guy we all remember reminded us of that consequence.

I'm just finishing a German reader, published in the USSR, on the lives of Marx and Engels. They were brilliant, everyone loved them, birds recognized their goodness and landed on their shoulders, the whole bit.

The funny part is that Marx's family lived in crushing poverty while he was jerking off politically, until at some juncture he went to work for the NY Tribune, at which point the family's fortunes took an upturn. But apart from that time, even this hagiography admits that Marx mooched off of Engels (who in turn mooched off the exploited works, per Marx) and off of all the comrades around Marx who had any money at all.
