No deviation from the plan in front of the public. Step 2 is not even discussing specifics of the plan with the public. This is where the emotion comes in. Attack the Left, insult them, ridicule them, demonize them. Trump is good at this. At the same time, underscore your own connection to the voters at an emotional level. That you like them, care about them, and that your policies (such as they know about them) are conceived with their best interests at heart. Limbaugh is very good at this part.
