Not that its a big secret, not that it would endanger national security, or even reveal sources and methods...
But so the Service did not look bad... because we were doing crap we really should not have been doing.

Would there have been any way more effective that what has happened?

However, Congress has an inherent power to charge people with contempt, have the sargeant at arms arrest them, and throw them into the Capitol's jail. It has done so in the past and the Court's upheld the power. It just has not been used very much.
Maybe, now is the time for all good congressmen to come to the aid of their country, by forcefully exercising its powers of investigation and oversight over the executive branch.
And if Ryan and/or Mitch were to do this to obtain *unredacted* copies of documents, we would probably learn that the only reason for the redactions was embarrassment for the desk jockeys and evidence of breaches of law by..... B.Obama and H. Clinton.
Imagine that!
Of course, lefty heads would explode but I would expect a chunk of voters would understand what they were hearing, seeing and reading.
