If Comey wanted to ding Hillary, why did he usurp the power of the AG to pronounce her unprosecutable?

The main issue with Comey was that he was insubordinate in assuming that power on himself. But that insubordination was to announce that Hillary wasn't going to be prosecuted.

Meanwhile, the report finds that it was Strzok's fervor to pursue the Trump counterintelligence investigation that delayed FBI HQ from dealing with the Weiner laptop and compressed Comey's timeframe.

Plus, they want us to accept that "mistakes were made" all the time, but this *can't* be a mistake, and must be bias--meanwhile Comey wasn't caught in personal communications saying "Hillary can't be president"--in fact, post FBI interviews showed that Comey's whole family wanted Hillary for president.
