Mitch McConnell Cancels August Recess To Force Democrats to Either Begin Confirming Trump Personnel or Else Forgo Campaigning for Re-Election

Finally. Though I should allow that if you're going to apply this kind of pressure, this is the right time to do so.

WASHINGTON, D.C. -- U.S. Senate Majority Leader Mitch McConnell (R-KY) made the following statement Tuesday regarding the cancellation of August recess:

"Due to the historic obstruction by Senate Democrats of the president's nominees, and the goal of passing appropriations bills prior to the end of the fiscal year, the August recess has been canceled. Senators should expect to remain in session in August to pass legislation, including appropriations bills, and to make additional progress on the president's nominees."

Background: It is expected that Senators will have a state work period during the first full week in August before returning for the rest of the month.

According to the Constitution recess appointments end when that Congress ends. So new elections are in November and at *best* you have a recess appointment from now until next January. Six months +/-. Save the wails about recess appointments, they haven't been worth much since well before 1900.

The fact that he didn't do this months ago probably means he is not doing it to benefit Trump (or us). I have not been wrong many times by assuming that McTurtle lives to screw conservatives.



I do, however, give him partial credit for Garland. I think he did not expect Trump to win and so started that blockade as a stunt so he could say "hey, we tried" when Hillary nominated someone worse. But he did stick it out through January when Trump won.

The president would still be able to negotiate trade deals. But they'd have to be ratified by the Senate.

I think you misstated the Dems choices. In no event will they start to confirm Trump's staff. But, they will likely mostly fail in their obstruction, because McConnell has also been changing the rules to make obstruction harder. The only way they can be successful is where they can swing a few GOPers over to their side on particular nominees.

So, the punks have to ask themselves, Do they feel lucky? Is it worth forgoing their campaigns to attempt obstruction when they will mostly just be pissing into the wind.

Of course, they can still just be absent and hit the campaign trail, but that is politically perilous, especially if their opponents are in the least bit competent in holding their feet to the fire for being absent and campaigning while the Senate is in session.

But, GOP, so competent can be a high bar.

A) McTurtle didn't say boo to IWon about his trade deals even when he flat refused to tell congress (and, in particular, the Senate) what the hell was in them.

B) To the extent that trade is with foreign countries, it falls mostly into the Presidential Constitutional powers. The Senate's roll is to provide advice and consent to treaties, both trade and others. This is another attempt by Trump haters to limit his powers unconstitutionally.

But they're still sidestepping their responsibilities, and there's no reason they can't force the president to get approval for major sanctions.

I used to be a big proponent of free trade. Even still I think in the long run it gives you the most aggregate growth.

The problem is it has two major re-balancing effects - it tends to make wealth among countries more equal, which isn't a good thing if you start out the wealthiest.

It also makes wealth distribution inside countries more unequal - if you have a globally useful skill you end up making more money; if you don't you make less.

All in all free trade hasn't been a good thing for the US - it's helped China become more powerful at our expense and, with virtually unrestricted immigration, left the left half of the national bell curve at subsistence wages.

I just made assumptions about the equation. Like, it only applies to one product, rather than a basket of goods. And, that the fraction is a percentage. I understand how it is a sliding percentage based on the deficit/surplus of the specified trade. I would not have a big issue with the general principle of that scheme. However, the devil is in the details.
My opinion is pretty much the one stated above regarding 0% tariffs, 0% subsidies, etc. if we were in an ideal, optimal world. But, because we are not in an optimal world, we occasionally need to use the tariff stick to beat others into something more 'fair', even though it is *long-term* sub-optimal for everybody.

Generally speaking, negotiations are *not* much affected by personalities, when we're talking about major countries, negotiating big questions. This could be an exception.


The Norks are only there because circumstances compel them to be there (some of those circumstances the direct result of Trump's strategy, some more long-term in origin). Kim's a dictator running a very weird, narrowly based system. He's no match for Trump in any sense, so in this case personalities *might* matter more.


And, amazing as it seems, Trump may be the best possible person to have to do this.

The Senate held pro-forma sessions to prevent from recessing for every "break" they took this year and last year, including last year's August "recess".

It's very clear there has been no interest in actually filling vacancies. The primary motivation has been to prevent a single recess appointment from occuring.

I will be surprised if the Senate ever has an official recess during Trump's term.
