The word "spy" has a lot of baggage, which is why they're playing semantic games and engaging in technicalities, to avoid the baggage. Stefan approached the campaign to gather information. They never approached him. He didn't just stumble on something and report it. He had no valid reason to be interacting with these people other than he wanted to spy on them. At least some of the people who sent him were busy exchanging e-mails about how Trump was the enemy and needed to be stopped.
