Judge Sullivan has already ordered Mueller to turn over any exculpatory evidence, or potentially exculpatory evidence, to Flynn and his attorney's. This stipulated order sounds like Mueller is trying to make sure that no one else sees it besides them. Probably good news for Flynn, because it sounds like there's something there that Mueller really really doesn't want the public to know about.
