"Infrastructure" clouds things, it does not produce bright lines (barring a complete reversal of historic norms). Davis-Bacon. Labor unions. The fundamentals haven't changed that much (and I consider both the Keystone obstruction and O-care "cadillac" plan surtaxes extreme outliers only possible because of the radical WH at the time - Schumer is not a kamikaze pilot). Most of the big issues dealing with illegal immigration including the wall, chain migration, the lottery and DACA are being argued right now as part of the spending bill that needs to pass before the 19th or we get a shutdown. So pretty contentious. Repeal is not going to happen this year so they can do that but then people will bitch that it's all failure theater because nothing will happen. I'm not convinced doing immigration in January and then doing nothing for 9 months is a winning strategy for Republicans in the fall. I think a lot of people will be influenced when the Russia investigation collapses and the new investigations of Hillary and the DOJ under Obama begin. There's your contentious issues. There are quite a few really capable actors out there, mostly older guys but they are still out there. Guys who sell a role, are very skilled, and pull you into a film. Actors whose presence in a movie makes the film good at least as long as they're on screen.
I cannot think of a single actress today like that. Nobody. Maybe there are some out there I am not remembering. But seriously, women can act, why aren't we getting lots of truly great ones? Because they aren't being cast for talent and skill. They're being cast for their ability to flatten a mattress with their back and look good doing it. JackStraw of course I'm not recommending "doing nothing" for 9 months, quite the opposite. And there are plenty of immigration issues that will not be resolved in the ridiculous late CR. In fact, probably almost none of them will be materially advanced therein.
Aside from that there seems to be a problem with the basics here. Politics (back when it existed in Congress) was, most of the time, forcing votes on contentious issues, with the hope of using said votes against incumbents. In my time there I'd say 80% of the votes fit in that category. It is not assumed/needed that you get big, conclusive results. It is vital to get people on the record and generate ammo against them. Failure theater criticism (while often absolutely legitimate) is not a thing with the wider electorate that will determine how many GOP seats exist in the next Congress (esp. Senate). GOP can campaign against "obstructionist, do-nothing" Dems - as has often been successfully done against both sides in the past - on issues that got Trump into the WH. That's my basic point. Infrastructure will be of no political use against Dems - unless, against the odds and the fundamentals of one of their key base components, they do a basiji mass-dash across the minefield by completely opposing it. Otherwise, much more likely, it merely muddies the distinctions. McCaskill and Heitkamp et al vote for it. Basically a non-factor in the election. Recall the main challenge in mid-terms is for the WH to generate enough energy to get *its* base to the polls, to avoid the typical opposition party gains. Way you do that is contentious issues. Watched the original Poseidon Adventure last night with VT-GF. Wow. Plot. Acting. Effects that didn't overwhelm the first two. 8 Oscar winning actors, all older. The will to live. Morality. A huge part of Trump's campaign was based on a giant infrastructure bill and it will play well with a significant part of his base as well as many Democrats who will benefit from it. The reality is that the party in power almost always loses badly in the first mid-term of a new president, the average is something like 24 seats. They currently have a big majority but if they want to keep that big majority they better deliver some results. This is one of their best chances because nothing is getting through the Senate this year with 51 votes. Budget reconciliation is no longer an option so anything that passes is going to need 60 and that means Democrat support. We'll see how much they can get done on immigration before the 19th, I'm not as pessimistic as you, but if they don't then the environment changes dramatically and all bets are off on current thinking.
