Well, that's a nice thought and it actually happened in DC. Then when he started to get things done, he ran afoul of the corruptocrats/unions and they beat him like a red-headed step child. One of my favorite Marion Barry stories is his promising his constituants free Thanksgiving turkeys. He ordered them from Giant Foods and then when he went to pick them up, he "didn't have" the money to pay for them. He then set up a rally/press conference/mini-riot saying Giant was racist and wanted the ward's black residents to miss Thanksgiving because greed. Finally Giant just gave him the turkeys.

I agree in large part, but I think it's a mistake to extrapolate much from Texas electorate and apply that nationwide.

Dubya Bush as Governor had all sorts of exit polling to show how super awesome he did with latinos and blacks, but I don't think it translated into much of anything when he ran for President in 2000.

Republicans in Texas are now pretty much guaranteed at least 80% of the self identified white vote each election. Demographics indicate that the day will come when that won't be enough; BUT if Republicans can get to a position where they consistently get 50% of the Hispanic vote, then they don't have to worry about never getting more than 5% of the black vote, because it won't matter - the democrats won't win a statewide election for at least another generation, if not two. And no one needs to worry about doing anything to make them happy.
