Better question about transporters - it is well established that duplicators and transporters in the ST universe are based on the same tech. It is also established that people and creatures can be duplicated. (Riker, Kirk)
So rather than risk lives, on a dangerous mission, why not use the transporter to make a duplicate and keep the original crewmember safely on the ship? The duplicate would know what was at stake, and would know that his body was on a suicide mission, but that his original copy was safe. Star Trek transporters came about because it was expensive to build and show a shuttle flying anywhere. Sparkly lights and fading away with a camera tricks is easy. The show Dark Matter (SyFy) has an interesting take on transporter tech - they have a teleportation scheme that zaps you into a clone body at the other location (also has to have a teleportation node, so not open ended like transporter) and you have a defined lifespan at the other end, like 4 hours or something. If your clone dies no harm to you BUT you cannot return memories. If you clone gets back in the box to "return" you get the memories added to yours.

Teleporting became a Star Trek deux ex machina device, making it easy to get the principals out of predicaments.
Then they had to come up with all kinds of contrivances for why the transporter didn't work THIS time. Kind of like for cell phones now. They can work everywhere (middle of a ship, basement of a nuclear reactor, inside a faraday cage) unless they'd be rationally used to get out of trouble, then no signal/broken/battery dead. See, I like Riker, but it has no legitimate basis on his writing as a character. Or it does, but for a peripheral reason. See, Riker is suave. Implausibly suave. He is suave in this or that scene, despite how hokey or ridiculous the performance is, because the writing says he is suave and SHUT UP, YOU. That, and stiff/braggadocious Boy Scoutishness mean that Riker is a completely hilarious plot device given flesh, and he's one the writers know how to write, but not how to integrate to the plot. I hate and love that the payoff of her implanted kill command was so extremely cheapened by that. I also left out the whole thing at the end where "Ass" had been mind-wiped, and so was likely to get her memories restored from the version loaded on the prime dude. Hikaru, Chalker was an interesting writer. But he also tended to use one trick in most of his books.
Lets stick the main character in a new body. In the Well World books, you almost lose count of who is who. Downtiming the Dark Side Federal agent ends up female and in a time war. Identity Matrix, again aliens and the hero ends up in a female body. Changewind series more body swapping. Four Lords of the Diamond - ditto. About the only time he didn't do a body swap story was in A War of Shadows which is thriller about terrorists who infiltrate the US government, have government lab whip up some killer biologicals, all to take the country over. There didn't seem to be any limits to number of people transported, and they clearly didn't need to use the room with the bays, as they were able to port people from place to place without it.

There's kind of a Jack Chalker suite of nonsense/checklist. Body swap: check. Duplication: check. Uncontrolled mutation: check. Gender swap: check. Mind control/manipulation: check. Memory delete related to that: also check. Lesbionics: usually check. Changewinds was... to put it mildly, a trainwreck. Midnight at the Well of Souls is on its own a pretty seminal work, if silly in spots, and the most natural working out of his silliness is probably Dancing Gods. Wrath of Khan, Spare Station Regula I's transporter took Kirk, McCoy, Terrel, Chekov, and Saavik planet side. And the center pad was larger than the other four meaning it could be used to move cargo.
