It may be semantics, or the judge is mistaken, funds are transferred, if the federal gov does nothing no funds are transferred. If the executive branch does nothing then no funds are transferred.
The judge could just as easily have ruled that $100B be transferred.
Whatever the case, If he has authority, the judge could have written that he, with authority vested in his person, is transferring the money. His ruling could have been literally no more than a check.

I saw something today that just about made me sick. Was watching the Disney Channel (don't judge) briefly, and they had a commercial/PSA thing about being civic leaders. Of course all leaders are black. There have been no civic leaders of any other race.
But, besides that, they included people like Jesse Williams and Harry Belafonte, amongst others. Really the cream of the crop. Why highlight Martin Luther King, when you can show off people who have made disgusting political statements?

I got some junkie kid arrested today.
I having a manicure and some guy that looked like he had cerebral palsy was just standing outside the nail shop. We locked the door and then he was laying on the ground outside the door. We weren't sure if he was dead.
I called the sheriff. A man came and was trying to help him and then we opened the door. He said he was overheated, I gave him a water and told him help was on the way and to sit down. He told me he was going to throw up.
The sheriffs ended up searching his lying ass and he had uncapped needles and a bag of something that I couldn't see and a knife. They cuffed him and the ambulance took him.
I don't know if he was overdosing but something was wrong.
He also had new boots and was clean.
It was weird and scary

Frankly I'd start with the shoddy hypothetical. Why do you have the only epi-pen in a 200 mile radius? Are there no hospitals? No EMS? Also, a kid who needs an epi-pen is going to be one known to experience anaphylaxis when exposed to certain things, so why does the parent not have an epi-pen or two handy? Wouldn't that be the moral failing? Cannot an epi-pen be purchased for less than the price of all your worldly possessions? Aren't there public assistance programs or other organizations that would furnish or help furnish one in advance of an anaphylactic episode?

Let's parse that out. Why do you have an Epi-Pen? Presumably because you, or a close family member has an allergy that could put you/them into anaphylactic shock if contact is made with the allergen in question.
Why does CBD not have an Epi-Pen on hand? I can think of several scenarios. One, his child has never before exhibited an allergic response, and so there was never a perceived need. ( and in this case, there is no certainty an Epi-Pen would solve his problem) Two, the child used his last Epi-Pen a few hours ago, and is having a subsequent attack. Three, CBD is maybe an indifferent parent, and just never got around to stocking up on Epi-Pens.
Suppose you give the Epi-Pen to CBD, and he injects his child, and the child dies anyway? Then, you get attacked by a swarm of hornets, and are badly stung, and you airway closes off, and you die. And without your income, your family is put out on the street. Had you sold that Epi-Pen to CBD, for a million bucks, your family would at least have that to console them.

It's not gouging; gasoline is more valuable now than it was then, and so commands a higher price. Supply and demand, i.e., the market, determines the price.
Suppose you have a tanker full of gasoline (unrealistic, I know, but bear with me). Where do you drive it? To a place with a glut of gasoline, and try to flog it off there, for whatever you can get for it, or to a place with a shortage, where gasoline sells for a premium?
Price signals tend to correct shortages. It's not gouging, an emotive but not an economic term. It's a signal that more resources need to be directed toward that end, eliminating the shortage and the opportunity to profit from it.

Cracked open a few injector flare nuts, and cranked it until seepage appeared, and tightened them up. With four batteries connected, managed to crank it enough to get it running. Drove it up to the garage with the intake manifold off it, and then shut it down, cleaned the manifold and reinstalled it. It started readily the next time.
Drove it 2 miles up the grid road and back, no problem. Shut down, put on clean clothes, and drove three miles to town and back. No problems.

Nope; Just European lineage, but I do think years of being in the military probably leads to that. I am reminded of the Centurion in the bible story who asks healing for his servantand who says Jesus doesn't have to physically come because he understand about a man under authority. I like the Orthodox church but i would be very bad as a church member. But really - not using it all the time, and sedimentary layers on top of other languages - has left me engaged in difficult recovery efforts to get back in shape. Pretty passive at the moment. Watching Russian documentaries or TV almost every day, trying to get the "ear" back.
Freshman year, first day of class, they gave us one night to memorize the alphabet and basic sounds. That was a shocker - but when you did it, you realized it was no big deal.
All depends on language aptitude and effort expended. Today there is so much more opportunity for exposure (back then, literally the only Russian speakers you'd encounter would be Soviet embassy employees in DC - I lived right next to them for years - and they naturally were stand-offish and figured you'd be FBI if you tried to engage them. Now - you can listen to Russian radio and watch Russian TV news on your computer (both of which I recommend).

They are very meditative and I think probably about the closest that Christianity comes to Judaism as in sung responses, much language from the psalms., etc Lunch might be an ordeal, but Margarita may be right and I need to cry. It's just that it makes me rather vulnerable.

I think they're arguably justifiable on non-economic grounds in the short term, in genuine emergencies. What you're worried about when 30% of the county in underwater - really underwater - in a day or two's time is not the rationality of markets, but the rationality of you fellow citizens. Humans are panicky herd animals; doing what you can to send signals that this is temporary, that society is not collapsing, by preventing prices from wildly escalating, for example, might help with that. Preventing mobs, looters, desperate people seems the more important priority. Anything that helps give an appearance that things are not falling apart might help.
I'm also a bit undersold on the effectivess of higher pricing in crises to achieve desirable results. Regardless of price, all the water is likely going to be off the shelves in short order anyway; after all, if the grocers are being rational, there not going to raise the price beyond an amount at which they can sell it. So nothing you do is going to alleviate the scarcity of the water in the short term. And I'm somewhat skeptical that higher prices would serve to ensure those who want/need the dwindling supply the most get it for a variety of reasons (obstacles to travel; lack of cash on hand if electronic money becomes inaccessible due to loss of power).
Like most stuff, I'm not convinced I'm right.

The priest and his wife have been married for 36 years. He was away on their anniversary but i sent them a card. She sent me a picture by e-mail of them with the crowns. They were young (You can't be ordained in the Eastern orthodox church unless you are married first) and very adorable and yes, the crowns are really different. the longest service I have gone to was for the ordination of a Deacon although the Easter Vigil was very long too. It's nice that i can attend some of the services on prior to feat days because they usually fall during the week and I can go if I don't have things going on in my own church

Thing is, in a lot of cases, word of an impending shortage will invoke panic-buying on the part of people who already have enough. Or, if prices are kept down by anti-gouging laws, the now too-cheap water will be scarfed up by scalpers, who will then sell it on the street at prices that would make a "gouging" shopkeeper blush.
Look at Venezuela. They have strict price controls, and there is nothing to be had in supermarkets to eat.
The Cato Institute link makes a pretty good case that even if you accept the "non-economic" justification for anti-gouging laws, namely that they make you feel good, the end result is that the affected people wind up worse off than they otherwise would be. The scarce goods are gone; there's no more to be had, and no suppliers from outside the area are going to go to extra risk and expense to ship goods into the disaster area when they can sell them in a safe place for the same money.

Nothing temporary about the emergency in Venezuela; that's a longterm shitstorm brought about by years of communism. Houston had a purely temporary natural disaster. Goods did in fact come back into Houston in relatively short order. And that was going to happen regardless of pricing - whether temporarily restrained or not, because this was shortterm!and everyone understands they can make a profit here. I would not get behind any kind of more lasting restraints, or embrace controls in an emergency that was enduring. (If it's not a temporary state of affairs, it's not an emergency at all, just the new state of normal.)

In the late 70s, when I spent time in the USSR, we came across several churches where state-paid (duh, everyone was, ultimately, a govt. employee) artists were restoring churches (mostly from war damage). We were young and stupid, but I recall even we talked about how that gig was one refuge for people not just with an artistic soul, but a religious one. And the work was amazing.
There was one big church in Leningrad that had been turned into the "Museum of Religion and Atheism".
Our Soviet guides used the term "working churches" for those actually functioning as churches (not many of those).
In the Gorbachev era I was part of a meeting with the then-head of the Russian church, Metropolitan Filaret. Obviously most clergy in the Soviet period were viewed as compromised figures - he certainly came across as "operator" more than "survivor".
In the WWII documentaries I'm bingeing on, villagers liberated from the Germans by the Red Army frequently are crossing themselves in the Orthodox style. Of course Stalin laid off the church and invoked national cultural and religious themes as part of his all-out effort to survive the invasion.

I have no problem with men crying and i do not think less of them. I have men who sometimes get choked up in worship services and of course I've had to deal with crisis with male congregants and their families. He sometimes gets choked up when he talks about meaningful things in services. i would just prefer he think of me as a friend and colleague and not some potential convert he needs to minister to, if that makes sense. You see, I'm not entirely sure.

A healthy rabbit has almost as much fat as chicken. There are studies that eating nothing but starving rabbits can cause 'rabbit starvation' because these rabbits emit a hormone similar to humans that trigger the starvation protection and use up fat storage. So I give it a 1/2 true check mark.

When I first began teaching I told students I expected them to learn the periodic table - same sort of deal, no biggie, but crucial to putting in context what I was going to say.
The students messed themselves. Learn 100 elements? WTF? (Even though they probably knew half of them already, and the whole task was like learning 10 phone numbers.)

Congrats to the Tribe on that very impressive streak.
I am pleased because the Crew beat the Marlins tonight 10-2 in a weird series. Because of Irma, Miami is playing a "home series" at Miller Park, batting first. The Crew tried to make the Marlins feel at home by decorating the place with fake palm trees and pink flamingos. Because of the change in plans, tickets went for $20, $15, and $10.
I snagged $15 tickets right above the visitor dugout for tomorrow. I hope tomorrow's game is as good. We might not win the division but I am glad our rebuilding team is giving the Cubs a run for their money.

All depends on language aptitude and effort expended. Today there is so much more opportunity for exposure (back then, literally the only Russian speakers you'd encounter would be Soviet embassy employees in DC - I lived right next to them for years - and they naturally were stand-offish and figured you'd be FBI if you tried to engage them. Now - you can listen to Russian radio and watch Russian TV news on your computer (both of which I recommend).

I learned the alphabet quickly and easily. I'd taken some Russian in college, but frankly, had forgotten it. I'm now studying it again on Duolingo, and just chipping away at it. My Russian isn't good enough yet for Russian radio or TV, but my (rusty) German is coming back enough to let me follow at least the gist of radio and TV.

Well, as far as I know there was no actual "gouging" in Houston. But I will guarantee you that if you put an artificial ceiling on prices, it means the scarcity will get worse. People with ready cash on hand will buy the scarce goods to the limit they can manage, and then scalp them on the street, safe in the knowledge that the "anti-gouging" cops are running around persecuting shopkeepers. But Bubba and his van full of water bottles will never be there when the cops show up.
Remember, the income tax was just for a short term, too.

I'm torn as to which language to work on next. I minored in German literature, back when dinosaurs roamed the earth, so German came back pretty quickly. Russian is coming along, on the chipping away plan.
I'm intending to work on Spanish next, for obvious reasons in California. But, back in the day, I spent some time in Japan, as a guest of the Japanese government, during which time (when I was doing research) I learned to read and write Japanese at the elementary school level. As a consequence, the idea of tackling Japanese has a lot of appeal. In similar context, working next on Arabic has appeal as well.

You know what's really silly about anti-gouging laws? The notion that there is any kind of a fixed price for goods in the first place. Walk into a convenience store, and you won't find a single bottle of water for under a dollar. Walk into WalMart, and they will have a flat of 40-odd bottles for three dollars.
Forcing merchants to sell their stock for less than their replacement cost (if they can get it at all) differs from simply looting them only in matter of degree.

Yes, Christian clergy want people to turn to Christ, but i don't know that were the situations reversed that I;'d be thinking of him as a potential convert to my denomination. I guess you'd call it a sort of underlying power struggle. He has a very competitive spirit and i don't want to compiled by the Power of the ring. The Archbishop came to a service and the priest said "You want to meet the Archbishop?" I said "No, thanks" because i felt like he was saying "Here is the Protestant clergywoman who attends the church" . His wife feels no need for me to convert. My walk with Christ is my own, she says. He doesn't say that so I'm not sure.
I wish you well in your search. God has plans for all of us., I think He has plans to help and not to harm us the prophet Jeremiah says in one translation of that verse. I haveJ a jewish background too and learning about that (My Jewish father was not involved in the faith by the time we were born. He was a secular Jew) but learning Hebrew and about Judaism has been very meaningful for me and of course Jesus was a Jew. :^) God bless you!

Dude helped me take my gas cap off about 6 years ago. He wasn't manager then - he had just retired from playing. It was a very cold January day and I was at a gas station and I couldn't twist my gas cap off because it was frozen. So I asked the guy who had just pulled up in the SUV behind me. "Compile" is a computer science thing too. High level languages are compiled by a compiler to a assembler/machine code.

We had a neighbor ---- he died last year at 97 yrs old --- who worked for the Economic Board during WWII.
He was a devout Progressive/New Dealer, carefully schooled on the wonders of central management at Duke and Tufts. And he was thrilled to join the DC elite supervising the economy of Appalachia, his homeground.

The crack --- that's how the light gets in--- was when all of the 'scientific,' DC-mandated ways of supplying Appalachia with milk didn't work at all. And yet, and yet, soon they were still getting as much milk as ever! 'Black market,' I guess, since it didn't follow the 'correct' process. But they were getting it just fine, once they ignored DC.
What opened his eyes was that his Progressive colleagues were aghast and even furious. The goal, he thought, was to make sure Appalachia got milk. So shouldn't they be pleased?
It began to dawn on him that the goal was something else entirely.
He was a fascinating guy. The story of his gradual conversion from Progressive economics to the free market would have made a great book. (He also worked on aid to 3rd-world countries.)

It's a pretty good series, with a non-PC view of that time. I'm specifically thinking of the Katyn Forest Massacre and how the Germans and the Russians both tried to use it for propaganda purposes.
My favorite line in that series was when a German diplomat (Ribbentrop?) was in Moscow working on an agreement that became the Molotov-Ribbentrop Pact. Stalin was introducing the German to various members of his inner circle. When Stalin came to Beria, he said: 'We have our own Himmler. He's pretty good at his job, too!'

Now lets take hurricane time. Everyone evacuating needs a room. So the hotel "gouges" you with a price thats more than the three rooms combined when on vacation. You are forced (or perhaps just dont want to pay the high price) to buy only one room. Get a cot for the daughter and thr boys stay in the second bed. Its not ideal but you all are dry and have a place to sleep. Guess what? There are two other rooms free for other families as well. No bed will be wasted.
Because of gouging people are forced to economize in a crisis. And that's a good thing becauwe we cant whip up more fully furnished hotel rooms in a week.
