Trump and Senators Cotton and Perdue Propose "RAISE Act:" Prioritizes Merit and Skill in Immigration, Cuts Legal Immigration in Half

I doubt this can even get past a filibuster, but it's time to at least start having this debate.

"RAISE" stands for "Reforming American Immigration for a Strong Economy." Eh, these names are kinda dumb, but that one's okay.

The legislation, called The Raise Act, aims to replace the current permanent employment-immigration framework, which has been characterized by the Trump administration as a "lottery system," with what it is calling a skill-based system that operates on the basis of individual merits. The new competitive application process will favor those who possess skills that will benefit the U.S. economy, can speak english [sic] and are able to financially support themselves and their families, Trump said....

The Trump administration’s goal is to prevent low-skilled American workers from being undercut by immigrants with a comparable level of expertise. Sen. Cotton said Wednesday the current system places "great downward pressure on people who work with their hands and work on their feet."

The White House also believes this transformation could raise wages and protect taxpayers by potentially decreasing the number of immigrant families that rely on welfare. More than 50% of all immigrant households receive welfare benefits, while 30% of native households do, according to the administration.

The bill has two other key provisions that immigration hawks will like. The first addresses the Diversity Immigrant Visa Program, which makes 50,000 visas available annually to entrants from countries with low rates of immigration to the U.S. The "diversity lottery" serves no clear economic or humanitarian aims, and it doesn't promote any substantive diversity. The RAISE Act would end the program.

The Leviathan will kill this. It is evident, and from my Morning Report essay, that Washington DC is at war with America and its representative, Donald Trump.

Nothing is going to get done in regular order. PDT has to figure a way around this and frankly, I don't see how.

There are a lot of things he could do.

For example, tell the appropriate offices to stop approving any visas until a new policy is implemented.

Republicans often have nominal leverage over Democrats (nominal because they actually want the same things the Democrats do) that they refuse to use.

For example, break the budget into bills appropriating each department/program. Push through the ones you want and refuse to discuss the others. Then when you get to something the Left wants and the Right does not, don't pass a budget, or a greatly reduced one. There were discussions of this back in 2010 when the Reps took the House. But it became clear at that time that the GOPe didn't really disagree with the Dems.

48 Correct on all points: no chance anything like this will become law, it's decades over-due and completely logical and sensible and matches what most developed countries do, and it has widespread popular support.

So ..... add up all those facts. Hmmm. It's almost as if the (eminently sensible) will of the people will simply NOT be reflected in national policy, period. And 95% of incumbents will be easily re-elected, forever.

Oh - and if that bit of cold reality isn't devastating enough, check out those welfare stats: THIRTY percent of Americans on some kind of welfare. And surely this doesn't include de facto social engineering welfare like subsidies for solar panels, and stupid electric cars, etc.

When I was born here in the Central Valley... the COUNTY was 25% Hispanic... and the largest employers were farms, and Castle Air Force Base (SAC Base).

It is now 65% Hispanic... and the largest employer are the various PRISONS here.

Many Democrat rank and file citizens understand the harm from cheap foreign labor. Even more understand that importing more welfare recipients cuts them like a knife, even those that are on welfare. The whole myth that all diversity/immigration is grand is another one of those "emperor has no clothes" kinda of things.

Establishment don't want to reject it directly, they want to scream racism or free trade ... whatever. But these are small steps, in the face of a huge DC Cartel that operates in the shadows. This at least exposes more hypocrisy.

Some can be done with a pen and a phone, but the GOPe DOES need to lose the house, replaced by immigration patriots (America First).

Trump signaled from the outset that he'd sign anything put in front of him (kind of Obama's approach, in reverse - he obviously barely even understood what any of it was about, and would have signed anything the Hill Dems put in from of him).

Problem is that there's a perfect confluence of varying stakes in the O-care fight: for most people it's an abstraction, they get tax-subsidized and otherwise favored insurance through employment.

The substantial minority (around 15%) in the individual market have been wiped out - easily the biggest and most widespread hit any substantial number of Americans have taken, directly and instantly, from federal policy, in our history. But they are invisible, and paradoxically politically simply ignored.

The welfare cases actually on O-care policies are a small group, surely smaller than the individual market victims, many of who have refugee'd over to O-care policies when their income numbers are right.

The new Medicaid recipients are the largest "beneficiary" group, their political clout is dubious, but governors and others are desperate not to be seen cutting one cent from this group, even if the program has been shown to have little benefit.

A mess that only a strong and clear presidential preference and approach could have any hope of sorting out, and that hasn't happened. Letting things fall apart is a distant 2nd best option, we can only hope Trump actually will stick to his guns on that.

But its obvious that America should take in immigrants only who better the country and represent a positive influence. I get the whole "the country was formed by immigration yadda yadda." That's all true, but after a certain point we have to slow down the tap because of limited space and resources.

States can "trade" immigrants to satisfy situational needs, but the ceiling, once reached, imposes a moratorium. Not unlike sports drafts, the younger models will produce more taxable labor, and will naturally be more desirable; if you're middle-aged, you'd better have some game. States could "compete" for a Federal prize by showcasing a matrix of statistics--lowest immigrant crime, per capita production, coolest uniforms, etc.

There's no way to "summarize" how immigrants integrate into US society, because there is such a wide variety of behaviors.

For example:

The Jews and Italians who arrive during the big immigration wave in the late 1800s at first, for at least two generations, lived in tightly segregated ghettos, where everyone spoke Yiddish or Italian and barely a word of English. It seemed even after 30 or 40 years that these groups would NEVER integrate. But eventually, they did - -even though it took about three or four generations.

But on the opposite coast, the Cantonese speakers coming from China to California during the Gold Rush have, to this day, only partly assimilated. yes, there are plenty of full Americanized Chinese-Americans descended from 19th-century immigrants -- but right now in 2017 you can go to areas of San Francisco or Oakland Chinatowns (among others) where people STILL speak Cantonese exclusively and neither understand nor speak English. It boggles the mind that this can be true, what with compulsory public schooling for over a century, but it is, Furthermore, they still live in their own cultural bubble and observe mainstream American culture from a distance with little interest or participation.

The upside is that there is almost nothing "toxic" about 19th-century Cantonese culture that survives, so their isolation isn't a problem for society at large. yes, there USED to be innumerable whorehouses with underage sex slaves in them all over Chinatown -- but those were shut down. No more foot-binding. Tongs (mafia-style gangs) have evolved into business associations. So in this isntance, non-assimilation is a curiosity, but not a social crisis.

HOWEVER, there ARE cultures where toxic customs still prevail. And whose members don't assimilate. And THAT is what alarms most Americans.

Female genital mutilation among immigrant communities from the Muslim part of Africa.

Criminal gangs controlling the entire underground economy from the streets of El Salvador.

Anti-democracy and medieval theocracy from the countries on Trump's "Muslim Ban" list.

Etc. etc. etc.

That's the non-econmic part of the equation that can;t be discussed in public. Because the left conflates our Cultural Chauvinism (i.e. the opinion that our culture is better than their cultures) with racism. When in fact it is not racism at all -- it's the desire to preserve what we perceive as a better culture form being overrun but toxic practices and ideologies.

This is not conservative at all. A conservative bill would allow anyone who wants to come to America to come, regardless of whether or not they have job skills, can support themselves, have a criminal record, are diseased and/or contagious, speak English or are ever willing to learn, respect the U.S. Constitution or intend to try and implement sharia law, are on terrorist watch lists, etc.

IOW, basically the system we have now. We let in everybody, don't seriously vet anybody, give them whatever welfare benefits they apply for (even if they claim to have 897 dependents living in a two-room apartment), and refuse to deport anyone who is here illegally, no matter how many crimes they commit here.

That's the American way! Like it says in our official government policy inscribed on the statue that the French made: Give us your tired, poor, lazy, criminal, contagiously diseased, America-hating huddled masses, because we don't have enough low-life slackers or depraved criminals here already. And keep sending them, because we can never have enough foreign grifters sucking up the billions and billions of welfare dollars that we pay out to "immigrants" every year. That's why you go after a few every cycle. Eventually, they'd either get the message or be driven from office. The coming cycle is the time to send a message: the dems are so exposed that losing the nominal rep majority is vanishingly unlikely. With good candidates for the dem seats and elimination of a few rinos, there's a shot at getting 51 seats that will actually work with trump. And yes it's slow, but from my position in a southeastern red state, it's preferable to giving the dems all power again. A third party would be suicide for the right, because the left will make damn sure another trump doesn't pop up. The shit hillary and the media pulled in the last couple of years proves that.

My great grand parents came from two different countries, great countries as countries go but nowhere near as great as America, which they knew and believed. You know how much of the "old country" they kept? Nothing. Not one fucking thing, and they were very well off in the old country. They moved here because they believed in what America is.

I actually think a 3rd party pressure group might work in NY State, because of the way the party system is set up. Viability is going to depend on the individual state election laws. Here in LA, the parties are so weak due to the jungle primary system that a better route might be a nonpartisan pressure group of some sort. Ultimately, this is going to require people on the right doing the hard work of showing up at committee meetings and throwing their weight around.

Even in the lecture context, with a captive audience, I used to plan on 10 minute segments, between which I'd slow down, recap, and let the audience relax a bit. Why? Because that's how TV shows are structured.

I think part of the problem is the sheer vastness of the rot at every level of our politics, which makes it very difficult to identify a starting point. Focusing on unseating Ryan would be a great start though since the House is somewhat vulnerable every two years!

As far a patience? I've been paying attention to all this for over the 29 years old that I am and I've been told oh just wait, just be patient, oh you can't do that you'll give the Dems a super majority.

Ok, then. 60. With a caucus that size , you'd likely have 51 votes for whatever needs to be passed. And yes I know that sounds stupid, but I wager that's the number you'd need to counterbalance the jello spines (Flake), glory hounds (McCain), and liberals with Rs by their name (Murkowski and Collins).
With respect, though, it's not the size of the caucus, its who's in it. That was my point. And i'm NOT saying "Just wait a little longer". I'm saying, if you are in a red state have a RINO in the senate, work to beat him in the primaries and barring that, vote 3rd party in the general, especially this cycle.
