A group of Florida teens who laughed as they recorded on video a disabled man drowning had no obligation to rescue him, it has emerged.

Jamel Dunn, 31, died on 9 June in a pond. Police in the city of Cocoa discovered later that five teenagers, ages 14 to 16, had made a video of the drowning, which was published on Friday by Florida Today. The teenagers can be heard laughing at Dunn, telling him he’s going die and that they weren’t going to help him as he struggled and screamed.


The sheriff is attempting to help Karma.

The alleged culprits range from ages 14 to 18 years old. Florida law does not require intervention to save a citizen in mortal danger. But the teens have made an enemy of Police Chief Cantaloupe, who is spearheading an effort to make sure they receive justice for their behavior.

He's charging them with violating Florida Statute 406.12: Failure to report a death.

36 Don't think the USG can ban travel to US citizens anywhere they wish to go. Perhaps some, with federal contracts involving security and travel restrictions. Perhaps as with Cuba - no legal restriction on travel, merely on spending money without a Treasury Dept. waiver.

Surely some here recall how US passports had a list of "no-go" countries up at the front, up until the early 80s (?). Libya, Cuba, North Korea, maybe a few others.

Thought a SCOTUS decision found that the USG had no authority to ban travel. Of course I may be misremembering, subsequent laws or decisions may have changed that, or the new NK travel ban will use the indirect controls mentioned above.

Lack of government dictate (aka universal healthcare) means grandma can, and may very damn well, spend her entire life accumulation of wealth doing whatever she can to stay alive for a few more months. This drives a lot of companies to spend a lot on r&d to come up with medicine with almost trivial incremental improvements over the competition. Just to get grandma to sign over her house to them.

A significant portion of the legislature show their compassion for those without a home to sign over to big medicine by taking from those who can afford a home to get the poor a similar level of treatment.

Single payer systems have no competition for incremental improvements in medicine and, in the end, send everybody to the Liverpool pathway.

You know, I've tried to explain this to a friend of mine but he just doesn't get it. A program wants 10 billion $$ but only gets 8 billion $$. The budget still increased. No cut. I've been working down deep in the Federal Leviathan for a while so I get it. I also get that government programs never go away. They just move somewhere else and get a name change. Its like 'wack a mole'.

I think that was the purpose- because people would stop and render aide to someone injured, and if the person died, their family would sue the person trying to help.

That's actually the law in Saudi-even ambulances would arrive at an accident, and if the people were severely injured, would wait until they died before they loaded them up, because if they touched the injured person, and then the injured person died at the hospital, the family would be owed blood money from the ambulance employees.

You can't travel directly from the US to the countries that are "banned", you have to go to another country and book the travel there.

I know that you can take day trips to Cuba from the Cayman Islands in which the Cuban govt won't stamp your passport, or they used to do it. I haven't been there since Bush was President.

Those lots are known as 'tote-ur-note' car lots and they get enough downstroke to basically pay for the vehicle (this way they don't really get upset if you fail to pay), charge you 24% interest, tack on all kinds of mandatory insurance and fees, then put a tracking device in the vehicle so it's easy to repo if you miss your weekly! payment. You don't even NEED a credit rating there.

A subprime loan has no collateral besides the vehicle itself, can have a small down payment compared to total value, and is generally made on new cars to folks with poor credit ratings. The loan company, frequently a part of the car company or the dealer, does stand to lose significantly if the loan isn't paid. The interest charged is also substantially lower than the tote-ur-note outfits.

But US health outcomes (consumer welfare, in economics terms) could be identical or better to today's with a dramatically smaller expenditure with simple fixes to the regulatory environment.

Get the fed govt. out of it - eliminate differential tax treatment of employer plans vs. any other kinds of policies, and somehow repair the damage done by state-level misregulation. Remove oligopolistic and other anti-competitive features that prevent price discovery.

There are areas of health care where there is very little "insurance" - and these areas have cost curves that have risen only at general inflation levels, or even remained flat - even as care and technology in those areas has reached Star Trek levels, as in other, core areas.

When normal economic dynamics are allowed to work, price discovery occurs, competition occurs, and cost increases generally reflect only advances in services and technology. In medicine as in any other area.

The pharmaceutical cost thing may have its own issues.

Not permitting direct connections, per Ashley's comment above, is not the same thing. And restricting expenditure of $$$ is indirect. I'm talking direct, legally binding ban on travel to a specific country. I think the court decided that power did not exist, and I don't think Congress ever acted to "fix" that (if it's a problem).

Not permitting direct connections, per Ashley's comment above, is not the same thing. And restricting expenditure of $$$ is indirect. I'm talking direct, legally binding ban on travel to a specific country. I think the court decided that power did not exist, and I don't think Congress ever acted to "fix" that (if it's a problem).

It may not be a travel ban, per se, but if we do not have a diplomatic presence in a particular country, US citizen travel there is discouraged, because we do not have a consulate in place to provide American Citizen services: passport assistance, location of a missing person, notification of relatives if something occurs, etc. Such "bans" were in place for Beirut, Cuba, North Korea and Iran, until recently. If an AmCit traveled to those places and got in trouble, he/she was on their own.

Is this feasible? Any ideas? I do know that there will be Wifi at my destination. I'm used to using an Android so don't really want the learning curve of an Iphone. This is not a foreign trip. Will be in Kansas.

At present, I'm using a $29 Alcatel phone from Wal-Mart, with a $30 prepaid card.

Damn phone works nearly as well as the pricey LG-3G that crashed on me a couple months ago.

And "works well", means that I'm using it an a commercial, revenue streaming, time and location demanding work environment, with credit/debit card processing via Square.

I'm involved in three productions at the community theatre this year.

The one I talked about auditioning for here is a musical called "Rest In Peace", based on the life of a funeral director with an -- unorthodox -- method of keeping a small-town funeral home open. It's funny and something you could take the whole family to. That runs in early October.

Before that, I'm in a farce called "Moon Over Buffalo", about a pair of aging stage stars who might finally get their big break in Hollywood -- if they don't blow it. Carol Burnett starred in this on Broadway years ago, and it plays like some her best TV sketches. That starts a short fun less than a month from now.

THIS week (whew) -- I'm a sound technician for a children's version of "Shrek". All the cast members are 18 and under.

your welcome! I did AMCit services for a number of years, and that was the reason CON gave for the "bans". Legally, you are probably correct, the US government cannot force a citizen NOT to travel somewhere.

But from experience, there are idiots who think it would be cool to go to a 'critical country' and then get into trouble, and their family demands that the USG bail them out. That is a serious cost of money and manpower, that the family/person never pay back. It's paid for by we the taxpayer.

I'm not trying to bust your chops or anything, I've just (sadly) had to deal with this very thing as a consul, and it's difficult and heartbreaking, and frustrating. Especially when your own life becomes endangered trying to help the person who got into the mess.

264 Hi, all! Saw Dunkirk today. Really good movie. There was a critic who complained that the movie never showed enough people on the beach, and he was correct. There should have been a heck of a lot more people shown on that beach. I also thought there should have been a lot more of the "little" ships arriving at Dunkirk. The trickiest part was keeping in mind that Nolan was weaving three separate timelines together. Pay attention at the very beginning when the three timelines are spelled out. Aside from these minor complaints, it was an excellent movie, not nearly as gory as I was afraid it would be. And, for once, Hans Zimmer did not over shadow the movie with his score. (Not that I am not one of Zimmer's biggest fans ever. The man truly understands why there are drumlines.)

268 The quotes and commentary re the florida drowning are unfair to the kids. The guy in the water was committing suicide. The kids were scornful of his committing suicide. They did not egg it on, like people shouting jump. They were telling him not to do it and gave a proper warning that they were not going to risk their lives to try to save him.

It is bad that they thought it was hilarious when he did die, but maybe this too can be interpreted as proper scorn for the guy's committing suicide. Not reporting it is bizarre. Maybe they did have some guilty consciense and did not want their callousness to come under question. But they were far better than "jump" shouters, and actually did try to deter the suicide.

The bans on travel to a country are based on using a US passport. If you are traveling under a US passport, you cannot enter into certain countries on that passport. Because you cannot legally enter that country on a US passport, you cannot legally us the US passport to leave that country. Basically, any country that wants to have travel privileges with the US would abide by this edict.

You can travel to anywhere you want, but if the SHTF, the US government is under no obligation to protect or rescue you.

So, here's the easy way.

Buy a 1 gal. plastic bottle of Muriatc Acid, aka Swimming Pool Acid.

Pour off about 1/4 of the bottle into the hotel pool where you're staying. That wee bit won't affect the pool chemistry but for a couple hours, at most.

Now, with the remaining 3/4 bottle of acid, with the cap firmly affixed, cut a 3 in. slit into the bottle, above the "water line" of the remaining acid.

Pop the Sim Card chip out of the phone, and push it through the slit, and into the acid. Then, do the same with the phone.

Finally, using a length of string which you'll have tied around the neck of the bottle, lower the bottle with phone and chip, gently into a dumpster in some back alley somewhere.

By time the Waste Management truck comes to hoist the bin, there won't be much phone in there to be of any remaining interest. And there absolutely will not be any data remaining on the device.

Remember, chips are manufactured and etched into their very existence via use of similar, but much stronger acids. They can be destroyed in much the same way.

TracFone, Straighttalk, or Total Wireless are the ways to go. Straighttalk offers Androids with monthly service of $45 for unlimited text/talk and IIRC about 5GB of data.
Total Wireless has Android phones, and the service is $35 for unlimited text/talk and 5GB of data.
Tracfone has Androids with $20 for 120 minutes of talk, or 120 texts, or the equal in data.

All 3 are part of the TracFone company, and all use the Verizon/US Cellular network, so you get great coverage.

Last month, the Mrs and I switched from Verizon to Total Wireless, and after buying our phones, in month 2 we are already in the break even range, and in month 3 we start saving $100 a month, and that savings includes the Verizon discount my wife got through her company.

You can find them again. My last two cars were $1500 clunkers, 20 years old, and basically disposable.
You can find them, but they won't be fancy. They probably will have bondo, primer or electrical faults.
Granted, I don't have local emission standards to live up to.

Generally, if you know the signs, they will last a bit with care. I'm saving up for a nice car.

It's easier to buy a burner phone to use for a couple of months when customers that owe you money start to avoid your phone calls because they see your number on the caller ID.

It's funny how I can call from my office or my cell phone and they don't answer, but the second I call on that burner phone they answer.

First of all, because of our Constitution and the fact that Americans have always cherished the individual liberty that defined our nation. Secondly, because our system is the one that pays for pretty much all of the R+D in medicine which the rest of the world then drafts off of. Systems with universal health insurance don't tend to do much in the way of introducing new drugs, procedures and tools. They spend their time rationing the tools available (usually because they let someone else develop and perfect them and then just jumped on the bandwagon for nothing) not looking for any new ones.

A few thoughts on this. We in the US are where most of the cutting edge developments in healthcare and drugs take place. This is because we are to place where individuals and companies can profit from their advances and cover the RD costs that are very large, especially in drug development.

The other thing is just what is the problem if Americans want to spend more on healthcare that Zimbabwe or, for worse yet care, England? We spend more on our military too - to the benefit of those leaches again. And the same whiny death-cult complains about both even as they enjoy the benefits that flow to all the world from both because the US pays the freight for everyone.

430 No, the hull is in great shape. Cabin should probably be rebuilt. We had an idiot pump it out for us. He let the hose touch the water. Boat filled up and sank. We raised it but have no idea if he put diesel in the cylinders of the engine afterwards, like he said he did. We'd keep it and work on it but DNR made us get rid of the dock last year (and our neighbor's dock and several others).

She also used it as a good camera too

She did rent a phone in Korea to call the US and around to friends there in Korea.

I use a TracFone too. I don't do a lot on a phone, and I don't particularly want a smart phone besides texting.
If you don't do much in calls or other than texting, it is very cheap

Yep. The cars had to be certified "destroyed" before money was disbursed for them. I remember seeing some report on what HAD to be done to the cars to insure that they could NEVER be on the road again or used for much of anything. It was an insane program that only a leftist could love. And they really do love stuff like that.

Well, the implication seems to be that this was a one off because she has a boyfriend, who she was not cheating on by going on a date with a guy. But the guy shopping for kiddie clothes with her, in a store with child sized dressing rooms, probably thought this was some sort of first date hell he had to suffer through to get to the second date, which is not going to be, unless she is stepping out on her boyfriend, again.

They have a shoreside installation of EMALS. At Pax River, I think. It's hucked a bunch of jets and drones into the air there. Apparently damaging some of them in the process.

A bunch of sleds, weighted to simulate aircraft of various sizes, have been catapulted off of the _Ford_ into the water with the actual production EMALS integrated into the ship. They may have launched a car as a joke.

But the builders were leery of letting any actual aircraft catapult testing occur until such time as Big Navy had signed the formal acceptance documents for the _Ford_. (Which has just been done.)

I have a suspicion that, like its namesake who famously couldn't walk and chew gum at the same time, that the _Ford_ is going to have real troubles with launching aircraft in the underway environment.

Car lots are one source, but the dealers won't be giving them away. Craigslist is a good resource. Another idea is just to cruise decent neighborhoods, and if you see a car/pickup of the right age on lawn with grass grown up under it, and with expired plates, knock on the door of the house and ask if the car might be for sale. Be respectful. Often you will get the brush-off, but once in a while, you will hit paydirt. Network, network, network.

My dad managed to find a decent older car for my niece who just got her license. It probably doesn't hurt to have people with decent connections to search for cars.

One of my dad's friends ran a body shop and has helped to find cars that are ok or maybe need a bit a work. Its how my parents got their 2 primary vehicles. Not sure if he helped with my niece's car.

I'm sure it had an effect, as thousands of perfectly good cars were literally murdered in cold blood. But that was a few years ago, and cars that were not then clunkers have now achieved that status. And there are still many older cars, from the '60's and '70's, that are there if you seek them out. And some of those old "granny cars" have amazingly low miles on them. I was getting gas this evening in Calgary, and young guy drove up in a '62 Chev Impala, running real fine. No showpiece, but a perfectly serviceable car. I said, "Nice car, dude", and got a big grin in return.

Then you down a staircase into a series of underground rooms, linked by tunnels. First two rooms contain African tribal metalwork, a huge collection. Then you emerge upon a balcony that overlooks a very large stationary steam engine. The back wall of the balcony is a library. The steam engine runs a number of overhead line shafts that carry power to a great many machine tools from the nineteenth and early twentieth Century: lathes, shapers, planers, milling machines, drilling machines, trip hammers, you name it.

And several classic automobiles, and a Vincent HRD motorcycle.

I was blown away by it.

I traded in my Ram Friday for a Ranger, thinking it would be smaller in width, and I could do the mail in it.

I was so frustrated yesterday. there's space behind the two front seats, but the mail trays won't fit between the seats and the hard wall on the side. so in went packages, but there's not enough f'n room over the top of each seat, with the head rest to reach through and fish out the packages. super frustrating.

I've got to buy a tonnau for the bed, because the mail has to be locked up when I leave the vehicle. But I'd like to take out the passenger seat or something. don't have a clue what to do.

You fall into a language trap with this. There is no such thing as "universal health insurance," only "universal health coverage." Insurance is a contract to indemnify harm from a possible hazard. While it has the effect of spreading losses among a larger pool, this is a secondary effect, not its primary purpose. If it is not a risk but a known expense, it's not insurance.

If you're perfectly healthy, you wouldn't walk up to a guy who know he has stage 4 cancer and say "You know what, let's bundle our healthcare costs and split them down the middle this year." You're going to get hosed. That's what universal coverage does, though. It takes services with a private benefit for one party, insulates them from the cost of the services with a third party payer (thereby decreasing their interest in making rational economic decisions), and imposes the bill paid on people with no input on the economic decisions and no benefit from the services.

And it's not insurance. It's just collectivism. And by letting people call it "insurance," we're hiding that fact, and also letting them deny to themselves what they're involved in. There are a lot of right-leaning voting blocs - old people, veterans (I'm talking 4 years of desk service vets, not combat wounded guys) - who feel very much entitled to their "insurance." But it's not insurance, it's coverage, and it's robbing their neighbors and the taxpayer because they're using the shit out of a system that they could never afford if they had any connection to the bills themselves. People who voted for Trump are behaving like communists.

I believe this is a linguistic/definitional hill we need to hold if there's going to be any hope of having a healthcare system informed by individual choice and that does not cause a massive drain on our national wealth.
