Party of Fail: Senate Pulls Plug on Obamacare "Repeal"

I'm having a hard time caring what party controls what any more. It's all really the same party.

House Republicans on Tuesday were seething with anger over the Senate GOP's late Monday decision to pull the plug on a bill to repeal and replace Obamacare.

Lawmakers leaving the House GOP's weekly conference meeting said feelings of exasperation and anger have set in, now that the Senate has dropped plans to vote on an Obamacare replacement bill this month.

"There is a lot of frustration, borderline anger I guess, at what really has to be described as some level of incompetence to be able to get together and get something done," Rep. Mark Walker, R-N.C., who heads the conservative Republican Study Committee, told the Washington Examiner.

In a closed-door meeting that took place at the party's political headquarters near the Capitol, House Speaker Paul Ryan told Republicans they need to uphold a positive message, despite their frustration with the Senate and the feeling that the House GOP's struggle to pass their own repeal and replace bill earlier this year may have been wasted.

10 I"m crying a river for Paul Ryan & the rest of the squishes. Force a vote on Repeal alone. The same one that they voted on before. It's all we elected them on the past 8 years. It's all they ran on.

Then primary everyone who votes against repeal, and even those who tried to foist this bait & switch on us.

They're not EVER going to repeal it. EVER.

However, they will promise to do so next election cycle, if ony we put in MOAR Republicans into the house/senate.

"Repeal and Replace" has always had a bad smell for me. I don't want a replacement for Obamacare; I want a robust, fully-functioning free enterprise health insurance market that is not crippled by regulations nor micromanaged by the federal government.

The real problem is that health care costs are skyrocketing because of HEALTH CARE COSTS...

Not because of the method of financing those costs.

NONE of these bills actually do anything to help health care get more efficient...

I work in IT... have a lot of Doctors as clients... there are now more Staff just dealing with Insurance/ Medicaid / Medicare, and making sure they actually get paid, than they have nurses.

Last time I went to the Doctor, it took him LONGER to get the damn Prescription done, than to diagnose the issue... and all the while he had his nose buried in a keyboard...

Posted by: Don Quixote, Posts his Lance, to strike the Giant at July 18, 2017 12:25 PM (NgKpN)

75 We are hosed regardless. Immediate repeal will collapse some insurance carriers and cause costs to increase. Repeal over 2-3 years will probably keep most carriers somewhat solvent, but costs will increase. Replacing will maybe bolster carriers and costs will increase. Doing nothing will eventually collapse the entire system, we will get single payer, and costs will increase. Anything that gets done at this point will cost more, because whenever the government meddles in something costs increase.

Personally, I prefer full repeal over 2-3 years for the simple reason that most people will at least be able to keep themselves covered. Considering that DC and government in general never get rid of a program...I am sure we are hosed.

86 I don't want to hear one damn word about how this is the fault of Paul Rand or Ted Cruz or the House Freedom Caucus or any of the other utter bullshit but but but but excuses.

The GOP ran and, more importantly, fundraised for seven years on elect us and we will repeal!

You got elected. Do what you were elected to do.

1/2 of 1/3!

Only Congress it will be vetoed!

Oh oh oh but we don't have 60 in the Senate!

It's those awful people who actually want to repeal like we said!

This is 100% totally and utterly and completely the fault of Paul Ryan and Mitch McConnell. Spare me, just freaking spare me, the no one expected Trump to be elected. The GOP leadership had from November 9, 2016 to January 20, 2017 to get their ducks in a row. Paul and Cruz's and Mike Lee's and the House Freedom Caucus's objections were know before then. Get them in line. That's the point of being the leader. Lead. Get them in line. Yank committee seatings, threaten military bases in the district, play hard ball if you must.

By the insanity of Cthulhu, why wasn't the repeal bill that Obama vetoed simply voted on and sent up for Trump to sign?

I will admit that I am not particularly open to any further defense of the GOP on this point. That's because such actions are indefensible.

If you don't want the responsibility, don't run for office. If you don't want the base to believe you are going to repeal, don't spend 7 years saying you will repeal.

This is not the fault of those holding the GOP's leadership to their word. It's the fault of the GOP leadership.

A pox on them.

Repeal was never a realistic option. At some point we need to acknowledge reality, even if some may take longer than others. In the meantime, the tantrums from the right shouldnt distract Republicans from the vital task of improving our healthcare system.

They should ignore the "Obamacare" talking points and do what needs to be done.

All I see is a bunch of silly billing codes and a short description of service provided in about 36-48 characters. The other thing I see is a bunch of non-sensical discounts, disallowances, and finally, this is what YOU OWE.

We are divorced from any price discipline PURPOSEFULLY by the system.

Due to insurance tied to employer, a lot of people are at risk. Say you were at Employer A and diagnosed with diabetes. You want to change employers - but the insurance at the new company will issue you a policy covering everything BUT the diabetes. Or the company goes bankrupt, you need to find a job.

Oh, I completely agree with you. Ive argued for years that Republicans made a big mistake by staking out fringe positions to cater to the loudest, crankiest segments of their electorate.

In that sense they really deserve all this trouble.

But on the other hand: the country still needs to be governed. And when one looks beyond the dogmatic demands for "repeal", there are indeed real problems with our healthcare system that need to be fixed.

It wasn't a problem and the system worked fine. It prevented freeloaders and didn't prevent people with chronic conditions from getting coverage and changing jobs.

247 How would we know?. Most of us do not even notice. What we see is the bottom line of the bill. How much do I personally owe.

All I see is a bunch of silly billing codes and a short description of service provided in about 36-48 characters. The other thing I see is a bunch of non-sensical discounts, disallowances, and finally, this is what YOU OWE.

We are divorced from any price discipline PURPOSEFULLY by the system.

Posted by: rd at July 18, 2017 12:43 PM (4dz1m)

I used to have to go through medical bills as part of my old job. It was impossible to tell what was being billed and for what and I had the code book right there.

Add in trying to figure out who had credible subrogation rights and who didn't and it was an awful nightmare.

Then there's Medicare and the nice men with the suit and the sunglasses and the earpieces and the guns will come for me if I say anything more about dealing with Medicare.

Oddly enough, Medicaid was a dream to work with and I'm not kidding. Call them up, ask for the lien, get it back in a couple of days at most, send them the settlement breakdown to show the reduction for proportional share of litigation expenses, send a check, get the confirmation of lien cancellation. Easy peasey done. From a state agency.

Repeal was never a realistic option. At some point we need to acknowledge reality, even if some may take longer than others. In the meantime, the tantrums from the right shouldnt distract Republicans from the vital task of improving our healthcare system.

282 We need the Healthcare Insurance Provider to create what they need. They can create pool across state lines, that people can pick. They define what people need to be to enter that pool, and the states can not change anything. IF a state want to set up it own rules for a plan they can, but the Insurance companies can decide if they want to partake. So CA can create their One Payer Utopia, and if no company wants to buy in...so sadz. Then if the insurance company has a pool for people they are willing to insure biased on their actuary tables, of their design. The some family in Bishop, CA can but it. Then they are covered, and those in the rest of the state can wait for CA to $hit or get off the pot.

301 Contrarian View: This is one of the best things politically that could have happened to Trump. Why? Because ANY bill that was passed would have been full of unpopular compromises and stuff that would piss a lot of people off, and if he had signed it, he would have had to defend it. He just skipped out of that trap.

And NOW he can demand Repeal only, which is politically popular even if its unworkable, and he can rail about a do-nothing Congress just like Harry Truman did, and he can spend all of 2018 barnstorming around the country asking voters for congressmen and Senators who will actually try to get something done. Plans and legislation are not what he's good at - he has no talent at all for that. Picking enemies and going around the country lambasting them, while promising everyone the moon, that's what he's good it.

And that's what he's about to do.

302 I think that there is a big tranche of people we are missing with our pre-existing conditions bit - I don't think there are that many people who get sick and then decide to buy insurance.

Due to insurance tied to employer, a lot of people are at risk. Say you were at Employer A and diagnosed with diabetes. You want to change employers - but the insurance at the new company will issue you a policy covering everything BUT the diabetes. Or the company goes bankrupt, you need to find a job.
Posted by: blaster at July 18, 2017 12:48 PM (lALnC)

Trust me, there are plenty of people who would buy insurance after they get sick if they could.

I don't know of any instances of changing a job where insurance didn't cover the standard medical conditions. Company going under is different but typically you could buy a short term policy to cover a gap in employment.

No system is perfect and trying to create a perfect system creates astronomical costs.

311 I'm having a hard time caring what party controls what any more.

Indeed. If the GOP was busy passing other stuff that we need, getting work done that only Republicans would try and Democrats oppose, then we'd have a good argument for keeping them. But if they won't even get that done and Trump will veto anything he doesn't like.... what difference does it make what party congress is controlled by?

Judges are it. Dems would just kill anyone Trump nominated, no matter who they were. And while Trump has near 200 nominees backed up by the Dems in congress and GOP is slow tracking the process, I can't see a huge difference there, either.

The Democratic political losses have nothing to do with Obamacare. They got creamed because Americans don't like their foray into identity politics - things like transgendered bathrooms and Christian bakers being forced to bake gay wedding cakes.

No.

I was there in 1998. I switched jobs. I was told I was not covered for my pre-existing condition for 1 (or was it 2) years.

The reason I was not covered is because they had no evidence of my previous health coverage for several months.

Why? I had a job, the same one I had for the last ten years. The reason? The company I worked for transferred me internally from the regulated utility company to the non-regulated industrial company during a merger a few months before. It took a dozen phone calls to get it straightened out. The person that finally helped me was the wife of a colleague that took several hours to track it down.

Imagine if it was a bankruptcy? I would have been screwed, even though I followed the rules.

Everything is interrelated and interdependent. Politicians and parties say they're going to take on "healthcare" or "taxes" or "education", when the truth is they can't touch one without affecting the other.

The only way to make the real and drastic changes needed, from Social Security to welfare, is to do a "soup to nuts" reset.

Of course, radical change is impossible to sell to the public unless there is one mega-fucking carrot for an incentive. To that end, everything hinges on the "reform/reset" party (hopefully ours) adopting the fact that the U.S. has over 80 trillion in assets that could be turned into cash to eliminate past debt and finance the institution of a "new way".

This can work. But it only works once.

In most districts Republicans didn't run on repealing the ACA. And when they did it was "repeal and replace", which to voters sounds like "the same thing but with more benefits".

This bill deserved to fail. It did. It was an abysmal attempt, and it had no business having any "conservative" support.

So... how's about we go back to repeal. Let's try that first. Then put the pressure on all the smartypants people who think they know how to fix all this. Start from scratch. Piece together a better plan.

Because at this point, nothing is absolutely 100% positively better than something.

I used to know professional poker players who did it. As far as Uncle Sam and the credit bureaus were concerned, they just disappeared ten years earlier.

Posted by: Nevergiveup at July 18, 2017 12:57 PM (5y11N)
Lots of people we know and love dead
An abundance of human suffering
A generation or two of contempt and hate for one another
Economic
ruin and destabilization of the planet at large since America will be
too occupied devouring itself to keep the crazies in line even a little
And last but not least, no guarantee that it would end the way any of us would like"

This may be hard to accept at first, but you've got to realize that every one of those things are baked into the cake already. They are going to happen - you can't change that, I can't change that, Trump can't change that. So, and this is a lesson from people who have had to deal with Bad Things in their lives, let that realization be freeing to you. Yes, they are going to happen, but that means you don't have to worry about them any more than you have to worry about the sun rising tomorrow or the next day. It's going to happen, you can't change it, so make your plans accordingly. And don't let your worry of these things happening stop you from doing anything you think it is right to do - your actions aren't going to cause them to happen, so don't let this knowledge dictate your actions.

It is ok, and probably necessary to grieve for a while for the life you thought we all could have, and which now is gone. But we've got another one in its place, and that's the one that has to be lived.

No vote at all means McStain, McYertle, and the rest of them can't be held accountable for reneging on their kabuki "Repeal" votes during Obama's reign of terror. Sure, the House GOP will whine, but they're expendable. Not to mention a Democrat-majority House would fast-track impeachment proceedings, giving GOP Inc. exactly the chance they've been dreaming of - to trade Trump for Pence.

415 Drudge has some silly headline about congress being unproductive, but that's the way it should be...let them drink scotch and build edifices in DC. 416 What I don't get is why the Republicans, who are all worried about re-election, haven't learned the lessons they should have learned from the Trump election - a. people want their candidates to do what they say they'll do b. people want their candidates to be brave, despite the fake news assholes in the media c. being brave and doing what you say you are going to do is going to GAIN you supporters amongst people who are conservative or can be convinced and the only votes you'll "LOSE" are people that will never pull the lever for a Repub anyway (ie all the people that want free stuff). I have a feeling the danger for the Republicans in 2018 is not people voting democrat but voters being so disgusted with the lack of resolve and spine that they just don't bother to go to the polls to vote (R).

Posted by: Baboo the Oceleot at July 18, 2017 02:26 PM (EIZU+)

417 Admittedly the Repubs of today can't seem to find their way out of bag of tissue paper, and can be pushed by the democrats like they're sitting in office swivel chairs with very free-rolling casters. Howsomever..... at least when the Repubs are in charge of Congress we don't get new crap. We don't get rid of old crap passed by Demo's, but we don't get new crap. Or at least, we get a lot less new crap.

422 As long as congressional RINOs keep trying to rebrand O-care as Trump-care it is a very good think that they fail. The RINOs are afraid to take anything away from anybody so Trump is right: we have to let O-care collapse to the ground first.

Everybody already knows that its promises are false but that is not enough. Even the false promise must be gone. It must have already destroyed itself into non-existence. Does that mean everyone will die? Don't we NEED health care? What does collapse mean?

It just means that providers and consumers are not getting connected via the arrengements Obama tried to foist on us anymore. The docs are still there. The people who want to see docs are still there, AND MOST OF THEM HAVE MONEY. The offices are still there. The equipment is still there. Buyers and sellers just need to start dealing with each other directly instead of via Obama's elaborately regulated insurance market.

At most the RINOs will need to pass some one-line type deregulation, like: "any law or regulation that prevents doctors and patients from engaging directly with each other on whatever mutually agreeable terms they desire is hereby null and void," and then 90% of the market will operate just fine and will quickly be far better than anything we have seen since gov started sticking its corrupt incompetent nose in.

As functioning mkts cause prices to tumble the problem of how to provide care to the needy will shrink dramatically. Far fewer people won't be able to pay on their own for the now much less expensive care, and for those who still need help, help will be much less expensive to provide.

With no further action the system will probably revert to how it used to work, where no one was denied urgent care, all were billed, and hospitals ate a loss on those who remained in arrears. The less expensive the whole system is the more sustainable that system of unofficial charity for the indigent becomes, and without gold plated garbage health care dragging the economy down, fewer people will be indigent in the first place.

Just let it collapse!
