British Security Services Were Warned Five Times About Salman Abedi Talking Up Suicide Bombing

Maybe it's time we focused less on "Muslims need to report their misbehaving members" and more on "Security services need to actually do something when citizens report likely terrorists."

I don't know that all of the people reporting Abedi were Muslim, but given that they were "friends" and I can't see Abedi trying too hard to integrate into broader British society, I imagine at least some were.

The Manchester suicide bomber was repeatedly flagged to the authorities over his extremist views, but was not stopped by officers, it emerged Wednesday night.

Counter Terrorism agencies were facing questions after it emerged Salman Abedi told friends that "being a suicide bomber was okay", prompting them to call the Government's anti-terrorism hotline.

Sources suggest that authorities were informed of the danger posed by Abedi on at least five separate occasions in the five years prior to the attack on Monday night.

...

Two friends of Abedi also became so worried they separately telephoned the police counter-terrorism hotline five years ago and again last year.

“They had been worried that ‘he was supporting terrorism’ and had expressed the view that ‘being a suicide bomber was ok’,” a source told the BBC.

Akram Ramadan, 49, part of the close-knit Libyan community in south Manchester, said Abedi had been banned from Didsbury Mosque after he had confronted the Imam who was delivering an anti-extremist sermon.

...

Mr Ramadan said he understood that Abedi had been placed on a "watch list" because the mosque reported him to the authorities for his extremist views.

A well-placed source at Didsbury Mosque confirmed it had contacted the Home Office's Prevent anti-radicalisation programme as a result.

A US official also briefed that members of Abedi's own family had contacted British police saying that he was "dangerous", but again the information does not appear to have been acted upon.

I'm not sure all of these claims are true -- it could be pro-Islamist agitators making claims to exonerate the Libyan community in Manchester.

But I gotta tell you, based on the past record, with so many "Known Wolves" being at perfect liberty to murder and maim, and the FBI seemingly intentionally permitting the Garland shooter to begin his attempt to assassinate people for putting on Free Speech demonstration, I am seriously beginning to wonder if our security services are actually in the business of protecting us rather than "community feelings."

And meanwhile, the feds allowed known MS-13 members to enter the United States as "unaccompanied minor" border crossers, and they're now lost in the country.

A number of Central American youths who were positively identified by border agents as MS-13 and Sureno 18 gang members were allowed to enter the country in July 2014 under Obama administration border surge policies, according to documents released today by Sen. Ron Johnson (R-Wisc.). Johnson is seeking information from the Department of Health and Human Services (HHS) on the status of these cases and, most importantly, whether they were released from the HHS facilities to communities in the United States. The youths were initially held by the Border Patrol in Nogales, Ariz., and were later transferred to HHS-run facilities in Virginia, Washington, Texas, New York, and Oklahoma.

The gang members were identified on July 5, 2014, after staff members at the Border Patrol facility saw MS-13 graffiti in the bathrooms. Officers documented 16 juveniles who admitted to gang membership...

Despite the positive identification as gang members, the youths were transferred to low-security facilities around the country....

A week later, on July 11, Border Patrol agents apprehended two more UACs who were heard in their cells boasting about their gang affiliation and crimes to each other...

These two were separated from the general population in the Border Patrol holding facility until "being placed". There is no further information available about the disposition of their cases, whether they were eventually placed in an HHS contract facility somewhere, whether they were released, whether they have completed their deportation proceedings, or what has happened to them.

One thing to keep in mind about security services leaving known wolves to kill:

I spoke to a source with close knowledge of terrorist surveillance practices, and she told me that even serious terrorist threats -- serious, like they know this guy is definitely a terrorist -- are followed something like three 8-hour shifts a week.

When I heard this, I tried to clarify: "No, I don't mean the low-level threats, I mean the high level threats."

"I mean the high level threats too," she said. "The low-level threats get much less surveillance."

The problem, which surprised me, is just that there are so many high-level terrorist threats that there just aren't enough counter-terrorism surveillance personnel to follow them any more than a fraction of the time.

So part of the problem is simple: We just have too many high-level terrorism threats living in America. (And Britain, of course.) They overwhelm security services with their sheer numbers.

Maybe it's time to focus on that, the real problem, rather than lying to the public that we can "manage" terrorist threats in-country.

We can't. I was flat-out told how thinly spread surveillance personnel are and how they have to do triage surveillance even on the highest level threats.

Like, just an idea, maybe we could not admit known MS-13 gang members into our country when they illegally cross the border.

Ah, I had wondered if that was why known wolves weren't stopped.

Of course the obvious solution would be: stop allowing so damn many known wolves into the damn country so you have the time/manpower to monitor them effectively. Gah!

11 For a police action, you follow suspects around and attempt to get evidence to arrest them.

For a military action, you eliminate enemy agents as soon as you are fairly sure that is what they are. You don't wait for them to set off a bomb or engage in a terror attack first.

The suspected MS-13 members should have been shot while crossing the boarder.

The jihadi in Manchester is a little harder as he is a citizen of Britain, though one allied with a foreign power.

24 We also have a problem of motivation here.

No, not the MS-13 members or jihadis, but of the governments that are supposed to keep us safe from them.

Let's suppose the government in the US did a serious review of terrorists and gang bangers in the US and expelled virtually all of them. Crime would drop dramatically and therefore so would the budgets of those group "protecting us" from them.

If on the other hand they are a little lax in their work their budgets will go up and constantly as every new attack brings calls for spending more money.

Now one answer to this is the routine firing and shaming for incompetence...but the government doesn't fire people for incompetence any more.

Which leaves me with the suggestion we start over. Create a whole new FBI, INS, etc and don't allow the current deadwood to join the new organization...

Hey, what about us

Posted by: 4th circuit and 9th circuit court of appeals... at May 25, 2017 02:27 PM (O2RFr)

48 I was in the UK earlier this year. This was my observation:

I spent most of my time in rural areas and small towns. And in these areas, Muslims are barely a presence at all. You hardly ever see them, or any evidence of them.

But whenever I went to a big city -- that's where the problems begin.

But it's not all over every big city -- there is an extreme amount of segregation and ghetto-fication. For example, when you pull into Birmingham on the train, you see the minarets of huge mosques dotting various parts of the cityscape. But when you debark at city center, there's no immediate evidence of the mosques, which are actually in outlying neighborhoods, and the population in the urban center is 90% British and only, at most, 10% niqab-wearing Muslim wives pushing baby carriages. But if you (as I did once) make your way to the Muslim part of Birmingham -- holy moly, it suddenly is reversed, and it's 90% Muslim, and few native Brits in sight. And this Muslim ghetto is HUGE, but still tightly segregated from the rest of the city.

So it's possible for the average person to visit England and, if you plan your trip well, never encounter "Muslim Britain" at all. Small towns, upscale areas, touristy sites -- very little evidence of "the problem." But what happens is that the terrorists emerge from these Islamicized slums -- which are quite large, if you know where to find them -- to strike at the heart of "white Britain."

Posted by: zombie at May 25, 2017 02:27 PM (DQ4Fv)

Any power we give them will be turned on us...but they will also take powers of their own volition as well so simple libertarianism is not an answer.

111 Ironically, after the Manchester bombing once again vividly illustrates the problem, the Fourth Circuit rules we can't stop potential terrorist non-citizens from countries with known terrorist problems because to do so would have the US establish a religion.

On a quick skim, 4th Circuit based its ruling solely on Trump's campaign statements, that his EOs violated the Establishment Clause, and weak claims for standing for the named plaintiffs.

If the Nazis had declared themselves a kind of Pagan religion, we'd never have been able to fight them, let alone beat them, per this reasoning.

I haven't followed that too closely but I don't think there's been an explanation for it. And there won't ever be because we plebes don't deserve to know how the FBI is more than happy to break some eggs.

IIRC, the people asking the questions are working under the assumption that the FBI had a guy in the group and he was letting things proceed in order to get more intel. Okay, that's fine and if you squint you can see the justification for waiting for the over action* before doing anything. The major question is that why were they allowed to even get close to their target if the FBI guy knew they were headed there? Because you would think that the need to maintain cover would stop at the point where US citizens were about to be shot.

149 Exactly. You're not a refugee if you feel comfortable going back and fort to your home country on a regular basis. Exactly so, Lizzy. Deliberately let in people who are a security risk and you'll have to hire more government workers to track them. Grow the bureaucracy.

Here's the real problem in a free society such as ours -- You cannot arrest and detain citizens for what they think or say, with a few exceptions. You can try and entrap them to go for a specific plot or action (and we do), but the ACLU and the courts frown upon this type of trickery. And you can't deport them either, hell, they are citizens. Deport to where?

That's kind of the situation with Britain's latest killerboy. His parents are immigrants to GB, but if he was born in GB then he's a citizen. So until he committed a crime, whatcha gonna do? (Yes, I know GB doesn't have the same free speech rights as us, but still)

163 Here's how I thought a good portion of our nation's security would play out after 9-11:

We would make a deal; with the Brits and whoever that we would kill (assassinate) known or highly suspected terrorists on their soil-

and they would do the same on our soil.

Kick the door in and kill everyone in the room sort of stuff.

Obviously, this would apply to MS-13 types as well.

That way bad guys never or, at the very least, rarely kill American citizens or anyone else for that matter-

and eventually the jihadtards get the message and stop their nonsense.

But, I was wrong.

W wasted a lot of lives and righteous anger of Americans with his "Islam is peace" silliness.

And now, even after Trump's win, both the GOPe and Dims are happy to welcome terrorists and drug criminals across the border-

and give them a Slurpie and a box of Little Debbie Snack Cakes, instead of a bullet between the eyes before they can kill American children.

Thanks a-holes.

Occams razor suggests otherwise.

Most police are lazy, and in their words, "want to come home safe tonight".

Think upon how often cops are content to clean up bodies afterward rather than respond Columbine comes to mind.

And how 40 years ago, The DC police fought three rape victims in the Supreme Court and won, because they didn't bother to respond.

Now add to that the same self-serving attitude magnified in civil authority.

To that, add political correctness, and the substitution of platitudes for actual thought.

Today's situation becomes obvious.

330 ScoggDog with a key reminder: "When The Judiciary over-reaches, you're not going to get a remedy via The Judiciary."

It's not that this is easy. It's simply reached the point where there is no real option.

Legal types - even say a Jeff Sessions - appear literally unable to process or deal with the situation we're in. Which has been evolving, didn't happen overnight. But it's reached the break-point with this ludicrous wave of lawlessness by the "courts" on the admissions EO. But I don't think almost any legal types can even think straight about this, because they can't step back and see the whole framework is gone. Lawless courts that exceed their authority, legislate, usurp constitutional powers - can only be stopped by repudiation, not by working "within the system" they themselves have destroyed.

Staffing the judiciary with law-abiding, constitutionally-minded people is not a solution - it's damn good expedient, to be sure, so do it, but no solution.

And I don't know what the solution is. It's the reverse of the situation we've faced when we confront societies/political cultures (most of them) overseas where we really want/need some rule of law to be established - where do you start? How do you create that mindset, which is the key ingredient? Integrity - how does it come about?

Here, we had the best system ever seen (imperfect, but best) - and now we're losing it. How do you *restore* integrity to a system when it's been discarded?

In the short term, repudiation, or putting SCOTUS on the spot, seems best. I don't think even Bryer or Ginsberg are ready to really go all-in, and declare the courts free of all law, the constitution, and common sense - not in this brazen a manner (the absurd rulings on the admissions EO). I think they'll blink. Yeah, one could say winning at SCOTUS is still working within the system. But, as noted, "short term" response to the collapse of the judiciary and constitutional system.

The Italians place an emphasis on not allowing undesirable people into their country to begin with. Destruction is the point. Leftists don't really believe all that bullshit about building their utopian paradise. They literally DON'T CARE what happens after the bloodletting is over, as long as they get the chance to shoot a few kneeling Kulaks in the back of the neck.

That's why Leftist slobber all over the mohammedans. They share the same goal of the destruction of Western Civilization. The difference is, mohammedans have a plan for what comes afterwards.

396 Marcus T, I think the 4th just recently also openly flipped off SCOTUS (Heller, or McDonald, forget which case) with their ruling on MD's assault weapons law. It was pretty brazen, even by recent standards of lower-court impudence (which I'm told who watch such things is at a level never seen in their lifetimes), since Scalia's passing.

There may be some silver linings here, if SCOTUS smacks them down in a manner that sweeps away laws in NY and CA as well, I guess.

But in these areas, arguably, the courts are at least operating in their legitimate bailiwick.

The injunctions against the EO is simply indefensible from every angle - the court has no authority, the executive has clear and undisputed authority, and the plaintiffs have no standing. It's absurd. If any of those elements is allowed to stand, unrebuked, we literally have no constitutional system.

And I want to sue the feds for income tax laws, environmental regulation, and 20 other things, where my standing, the harm done, and the authority of the courts to simply over-rule the normal political/legislative process are equally legitimate ....

And the problem really isn't the terrorists anymore. It's the Leftist establishment that makes excuses for them, that demonizes the law abiding natives.

This is a terrible thing to say, but I honestly believe Europe would be better off in the long run if Putin did invade. The Russians don't tolerate terrorists.

At some point you start to feed on yourself and undermine the entire legitimacy of the courts.

There's a reason the courts are not enshrined as final authorities on national security-related operational decisions (closest they come are the FISA court, which doesn't take months and is arguably overly indulgent or deferential - but again, acting within a clearly legitimate area of 4th amendment issues).

In fact, they have no role at all. Until now, when they've been permitted to appoint themselves as arbiters of operational policy decisions - and to endow "plaintiffs" with "standing" to block duly enacted and lawfully enforced policies.

Bad faith and no integrity in the judiciary spell the end of the rule of law, as surely as lawless behavior from other branches - even worse, because there's no obvious fix.

446 It is not so much "the Left has won".

It's the corporatists who won.

If we say mean things about Muslims, would the Saudis buy all that military gear that was just inked, something like $100 billion?
Some collateral casualties, like Rotherham, like the people in Manchester, like the music hall in Paris, are inevitable, as the world becomes "One".

So the corporatists can all do deals, and sell each other stuff. It has long been French government policy to tolerate immigration from "North Africa", what was once Metropolitan France, because the French had to do business and get those Euros back from the ME that they spent buying oil.

A French guy that I used to work with once worked for Suez Lyonnaise, and his region was the ME, and he sold water treatment chemicals to the KSA. His mother was incredibly relieved when he left that job.

THEY DON'T CARE, because "they" are making a lot of money doing business with most of the 57 Muslim states, or want to be doing business with them.

The Left is just a smokescreen of useful idiots mouthing mushy bromides about Coexistence, blah, blah, blah. Does anyone really think Katy Perry has half a brain in her head?
We have been told we have to learn to accept this, or else. Haters.

If you or I get killed, again, it's just collateral damage in the larger cause of lots of world trade. Believe me, the folks at Boeing were all kinds of happy about what Barky did with Iran, because now they are going to sell them BILLIONS of dollars worth of commercial airplanes. Fortune passes everywhere.

And who cares if there is some brush fire war somewhere, and your kid or mine gets killed. More collateral damage, serving the greater cause.

And this is the only SANE rationalization I can come up with as to why this all keeps happening.

The average people are PO'd, which is in part, why we got Trump. I don't know what the next step is going to be. But, to quote Clint Eastwood from "The Eiger Sanction"....

Something massive.

That is undoubtedly part of it. As I said repeatedly at the time, the deal with Iran was not a bi-lateral deal, it was done by the P5+1 because those countries were much more interested in short term revenue than they were in the long term problem of Iran getting the bomb. And events since have proven that to be exactly the case.

But the history of some of the European countries and their colonial past is also a huge part of the problem. Much of the immigration into countries like France and Belgium and the UK is from former colonies. UK doesn't have a huge Pakistani immigrant class by accident.

White liberal guilt is not a uniquely American phenomena. And chickens are coming home to roost.

The Judiciary only has power so far as the willingness of police and military to enforce it. Trump should have started down the path to ignore them. The 9th would have backed up if not backed off ... just to save face.

497 Marcus, the laughingstock is the entire judiciary. And the Congress that has the role of regulating jurisdiction (i.e., a club to keep things in line).

And, ultimately, the populace that has, over the years, allowed the precious inheritance of an actual functioning system based on rule of law to be dismantled, from the top.

In his dissent in Hamdan v. Bush, Roberts betrayed what now is almost a cute sort of sensitivity to the unraveling of the constitutional system by the courts (cute, now, because Roberts has etched his own two gigantic contributions into the process - and discarding statutory construction deserves a special mention, given its audacity and truly destructive potential impact). He said, in effect, that Kennedy's ludicrous disregard of facts and words WRT Geneva Common Article 3 threatened the very constitutional system itself.

Laughingstocks every direction you look.

But, really, nothing to laugh about.

You hear correctly. One of my best friends lives in Manchester and I've visited him a number of times. There are lots of Muslims living in Manchester, London and other parts of the UK.

They live there but they are not part of there. The Brits are paying the price of allowing Muslims to come to their country but not assimilate just like the rest of Europe.

507 The 4th Circuit dissent comes close to what I would have included. The lawyer arguing against the EO was pressed to admit that if a President Hillary had issued the same EOs they would have been legal:

"The Supreme Court surely will shudder at the majority's adoption of this new rule that has no limits or bounds -- one that transforms the majority's criticisms of a candidate's various campaign statements into a constitutional violation."

I would have gone further and said what seems to be unsayable: it's "neutral" and "not unconstitutional" to take someone's being a Muslim into account when deciding immigration and law enforcement surveillance.

523 "Posted by: rhomboid at May 25, 2017 04:05 PM (QDnY+)"

Agreed. I believe what adds to the damage is an abundance the average person can read on the judicial facts and process. A cogent, intelligent person can reasonably understand when something is outside the bounds of normal process. Most people also have an innate sense of right and wrong. Especially from a Constitutional perspective because that document is rather intuitive. Courts can try to bury disrepute and even illegality in their decision. But most of the population who actually pays attention can discern that something is amiss. In the end the courts lose their legitimacy.

Posted by: Marcus T at May 25, 2017 04:21 PM (sQgZv)

524 The left now uses lawfare.

They even ignore highcourt decisions knowing a new challenge can take time to review and in the meantime they win, and such. And scotus does not have give cert.

They openly defy it to test them and us and use time to review and reverse as a weapon now.

Trumps order should have had core stuff in each with slight alterations and issued a new one every day, forcing them to take time in reversing, etc. and using reverse lawfare thereby.

We cannot work within the system long term by simply trying for scotus majorities, etc. as others note. Long term, we have defang courts and punish these judges by instituting changes in their particulars.

The lawless lower courts may now rationally calculate that they can swamp the system, even on their brazen decisions flouting SCOTUS precedent. After all, SCOTUS will only be able to deal with a finite number per term.

So, an aggressive strategist among the lower court super-legislators/imperial counsels could calculate that quadrupling their lawlessness is a decent strategy. SCOTUS will only be able to nuke them on a few - on the rest, in effect, THEY become the high court (at least for a time).

Ditto for state legislatures. Sacramento can go full Khmer Rouge on any number of fronts, knowing their chances of being reversed prior to SCOTUS are nil, and the chances of SCOTUS review are slim.

Gracepc - still, it was odd, to put ot mildly. Uighurs - hell, even the
red Chinese have had trouble with them - but a Kazakh? My central asian
chums and cronies were dumbstruck when the word got out.

The Chinese seem to have the Uighurs well in hand.I agree and I was putting out there what you already know. The Kazakhs are not exactly the leading crazy Muslims of the Stans -- the Uzbeks would probably take that mantle. But even they are low ball players if at all. After the collapse and their Independence it seems like the resurrection of Muslims or Islam never really caught on in Central Asia.
I haven't looked at the details , but probably most of these Central Asian guys wandered in looking for work, and then made a left turn.Since you seem to be well connected to people expert with swords I think that will be my last comment on the peoples of Kazakhstan. Teasing.

564 Another reason, if we needed one, why the police should never, ever be blindly trusted. As if Rotherham isn't enough of a reason.

565 559 Marcus, aye, but the rub is - the aware and focused part of the electorate - it's clearly not that large. Maybe, on a macro basis, over time - the "this is how you got Trump" effect, OK - but as "Me" points out, the lawfare now is "total war" - procedural as well as substantive

Yep.

All they do is re rule on essentially same holdings, or with new justifiers of even reversed, to get their way and use time to their advantage if need be.

They can even just ignore scotus rulings, claim a new seeming ddecision and know with that lawfare scotus takes so many cases per term and does not have to grant cert on constitutional questions by force.

Example is suppose we had a reversed versin activist judge on th right, a lot rarer, who denied using new arguments roe wade and Casey v pp. or even boldly denied full bore with Ut even really rearguing why. Some plaintiff they want to argue has standing they claim does, and they just go for it. Even on something like that justice delayed is denied, so the pregnancy goes on. I don't agree with roe, I'm just making the point in reverse. Its lawfare. You can win on delay or gumming it up.

That's why one idea for trump on the ban was to to include one new country like sweden which is not even mostly Muslim on the order daily issued. That's lawfare in reverse, he issues mostly the same travel ban but can legit argue with straight face it's a new order, issued each day, and the time it takes for review and judge to write a new opinion rebuking it will be defeated to accomplish the goals of enforcement by the daily fake new order.

Two can play this dirty game. Instead, he gave legitimacy to this farce instead of ignoring and going ahead, and said see u in court. That's dumb...

566 europe just don't care that muslims are attacking taxpayers.

Why is that?

I'm curious.

LOTS of money pouring in from Riyadh, Doha, and Dubai.
---

Not apathy.

Corruption.

In other words, islam has bought the west, and is turning western governments against their citizens.

NONE of you understand. The welfare states of Europe are running out of taxpayers to fund their nanny, babying governments, and rather than have the courage to tell their people "Um, sorry, go pay for this stuff yourself", they import taxpayers in the hopes of them becoming productive taxpaying citizens.

The consequences matter not, because THEY NEED THE MONEY. Germany, for instance, has not really had an adult conversation among themselves concerning the consequences to their culture of importing vast amounts of people who have a religious disdain for pork and beer - two items that are central to German culture. And not only that, but the government there DOES NOT CARE in the slightest. The ONLY thing Bundeskanzlerin Merkel, et al care about is that THEY NEED THE MONEY.

I put the blame on nanny state socialism every bit as much, if not more, on the problem than Islam.

567 Maybe they would have more capacity to monitor high level terror prospects if they spent less time monitoring regular citizens.

Posted by: Dogbert at May 25, 2017 06:23 PM (H34/T)

568 Security services only watch, or don't even bother to watch, because they don't know what to arrest even the most dedicated Islamic jihadists for until they actually commit their terrorist acts, or at least put a mass murder plot into motion, but there is one very grave crime they could arrest them for at any time under current law: conspiracy to commit murder. Small "o" orthodox Islam is a perfectly explicit conspiracy to commit endless mass murder until "all religion is for Allah alone." This orthodoxy is codified in sharia law, the product of 1400 years of established Islamic jurisprudence. Anyone who seeks to impose sharia (more than half of all Muslims in every Western country) should be prosecuted for conspiracy to commit murder.

569 Gave this advice to candidate Romney but maybe Trump could better implement it: establish a "Strong Horse Is Terrible" list. On it go all nations who do not allow equal rights to all religions and to men and women. Any violence against any American anywhere in the world will be deemed to have arisen from one or more of these nations, and will be answered with extreme violent force.

There are only two ways for a country to get off the "S.H.I.T." list:
1. Pass and enforce laws prohibiting advocating or perpetrating violence against other religions, allow complete freedom of worship, and mandate equality of the sexes, or;
2. Have your country, your countrymen and yourself converted into a sphere of incandescent gases several miles in diameter, expanding at hypersonic velocity.

570 And when 20-100 families in America bury their dead, it's the price we pay for letting in people we don't know, didn't legally let in, or Obama let in.
Trump will win in 2020 and the courts will never stop letting in enemies.
Korematsu was decided correctly. Lock up suspicious Muslims.

571 We have too few doing important work, with too little incentive to act, while we have too many doing outright unlawful things against those who pose no threat.

Without going into detail. I will summarize: the local police paid my 18-year-old son a visit because he had posted a picture of burning sneakers on Instagram with the caption, "My sneakers are lit." (Apparently, teenage cool talk.) Months later, he posted a picture of a guy wearing a shirt that read "No opponents' Only victims," with the snarky caption, "Only a school shooter would wear this."

No threat. No imminent danger. No reason to suspect malice. But the cops show up to question him.

A gross violation of 1A, the police state intruding where it has no business...because he is a white kid who poses absolutely no threat.

F*** this government. Oh so willing to shit on our rights, while turning away from dangerous people who pose a clear and present peril.
