I seem to recall Chuck Schumer and Elijah Cummings both sending letters to the IRS to look into the tea Party orgs - long before the hearings. IIRC, True the Vote received 3 letters directly from Cummings questioning what they were doing.

They are a pretty timid bunch, so they must think they have enough to request that Justice Dept investigate (not Comey).

The House can't "charge" anyone with a crime. Period.
Could Trump's DOJ charge her? Sure. There's no statute of limitations problem. However, Trump quickly dropped the idea of charging Hillary with crimes, as soon as he was elected. I suspect there may be a similar disinclination to expend political capital on Lois Lerner.

And of course at the apex of that calculation is prosecuting Clinton and Co. for their systematic, massive, indefensible violations of the Espionage Act (and associated cases of obstruction of justice). And the bribery/influence peddling as SecState (not sure which statutes would be best applied there).
It's critical that both Lerner, and Clinton, face the music, and that Comey be humiliated and banished for his dereliction of duty.
I kinda think the country is beyond recue anyway, but that'll be a certainty if rule of law is not re-established for the crimes one might argue the USA itself was established to prevent, for the first time in human history (lawlessness from above).

Yeah that's why its best not to put your settings too low. The thermostat isn't perfect and the back of the box is always cooler so stuff back there can freeze.

But the victims were lied to about the cause of their injuries, and this story was meticulously covered up by the US Government for 50 years, until a researcher finally uncovered the true story.
So why did the US work so hard to cover this up? Because the Germans didn't drop any chemical weapons themselves; by sheer blind luck in their raid they hit a US cargo ship stationed in the harbor which happened to be loaded up with 2000 mustard gas bombs to be used in CASE Germany ever used them first. They ALL detonated, and poisoned the entire harbor.
So yes, the US has killed people with chemical weapons; but it was our own people we killed, and we did it out of stupidity, not malice.

Certainly not the opening gambit, at least.
What we need are broad, serious conditions on appropriations bills that affect a lot more than grants. Core spending needs to be targeted (just as it is with scads of other issues where federal $$$ comes with strings attached). Not just grants.
Don't have the whole picture, but I assume Sessions does, and if *only* law enforcement grants are targeted, then we have the first mistake or kabuki move on immigration. There are a host of easily drawn up conditions affecting much bigger parts of the budget which should be demanded by the WH.
Then let the House and Senate GOP (and select Senate Dems, for that matter) see what "politics" is, as they have to vote to actually implement universally popular policies, or instead choose to stand with NPR, La Raza, the Church, and the Luis Guiterrez set.
