Source In White House Counsel's Office Says Susan Rice Requested Dozens of "Unmaskings" of Trump Officials Caught Up In Alleged "Incidental" Surveillance, Starting As Soon as He Became the Nominee

Wow.

The National Security Council's senior director for intelligence, Ezra Cohen-Watnick, was conducting the review, according to two U.S. officials who spoke with Bloomberg View on the condition of anonymity because they were not authorized to discuss it publicly. In February Cohen-Watnick discovered Rice's multiple requests to unmask U.S. persons in intelligence reports that related to Trump transition activities. He brought this to the attention of the White House General Counsel's office, who reviewed more of Rice's requests and instructed him to end his own research into the unmasking policy.

The intelligence reports were summaries of monitored conversations -- primarily between foreign officials discussing the Trump transition, but also in some cases direct contact between members of the Trump team and monitored foreign officials. One U.S. official familiar with the reports said they contained valuable political information on the Trump transition such as whom the Trump team was meeting, the views of Trump associates on foreign policy matters and plans for the incoming administration.

Rice did not respond to an email seeking comment on Monday morning...

Rice herself has not spoken directly on the issue of unmasking. Last month when she was asked on the "PBS NewsHour" about reports that Trump transition officials, including Trump himself, were swept up in incidental intelligence collection, Rice said: "I know nothing about this," adding, "I was surprised to see reports from Chairman Nunes on that account today."

An extra bit from
Hot Air:

According to Lake, it was NSC deputy Ezra Cohen-Watnick who first uncovered Rice's role in "unmasking" the Trump transition officials. Meanwhile, reports emerged a few weeks ago that the CIA wanted Cohen-Watnick removed from the NSC. Is that a coincidence or not?

She's the one who "unmasked" the Trump people incidentally caught up in surveillance of other target. She was able to access this intel thanks to Obama's very recent rule change about making it more widely available.

The intel reports say "Person 1" in the transcripts, and she's the one who found out and revealed that "Person 1" = Flynn or whoever. So it stands to reason that she is the one who told the MSM directly, or shared this info with others (likely WH people) who then shared/leaked it.

Illegal, a crime that SHOULD be prosecuted.

I would think that
identifying people incidentally caught in surveillance is illegal
because they are not the suspected criminal/target; it's a way to
protect people who are not part of the suspected crime who happened to
come in contact with the criminals. The leaks specifically referenced
conversations with the implication that these incidental people were in
on the crime.

Maybe a lawyer Moron can clarify?

She was noting the wedding of a friend, who was marrying a man, and was lamenting the fact that this other woman had more female partners than she had.

Here's the truth: It's probably not accurate to talk in terms of "gay" and "not gay" for lot of these folks. Sexual liberation has created this weird soup that everyone continues to try to sort out with all their various alphabet and rainbow designations.

I will say it this way: If you are of the ilk to be in a relationship with ONE partner, I don't really care which combo we're talking about. You are of one tribe. If you are the sort who is bedding whoever you may, and follow whatever whim you have, male/female or whatever other options you can think of, you're in the other tribe.

I'm kinda done with the gay/not gay thing. It serves to divide in ways that are not all that helpful.

288 Think of it: if the media and the GOPe had been even just mildly neutral on Trump, he would have won the popular vote in a landslide. That he won the electoral college with ALL of the establishment forces against him is nothing short of miraculous.
Posted by: Ladylibertarian

I think that the opposition of the GOPe helped Trump, in that it cemented the perception that he was truly an outsider, in an outsider year.

Hillary wasn't quite able to pull that one off, what with the mansion, MFM worship and that pesky hijacking the party nomination process thingie.

326 I would think that
identifying people incidentally caught in surveillance is illegal
because they are not the suspected criminal/target; it's a way to
protect people who are not part of the suspected crime who happened to
come in contact with the criminals. The leaks specifically referenced
conversations with the implication that these incidental people were in
on the crime.

Maybe a lawyer Moron can clarify?

Posted by: Lizzy at April 03, 2017 01:23 PM (NOIQH)

They have to have a warrant to spy on Americans. They have to prove to a judge or a court that they ALREADY HAVE enough evidence on you that a warrant to search your communications is warranted (see "warrant"). It is ABSOLUTELY illegal to search you with no evidence. We still have a constitution. If there was a legal search, ie they got a warrant from the FISA courts to unmask you because you'd been caught in "incidental" gathering of info then it's still ILLEGAL AS HELL to leak that information to the f-ing press.

In this situation, you'd have to argue that private citizen trump was a national security threat. How can that possibly be so? There is no prohibition on private citizens talking to anyone. A FISA court would never give a warrant in that situation. If it did, they'd have to have some really extreme evidence which they obviously don't have.
THEN for Rice/Clapper/Brennan to unmask private citizens it would be highly illegal. The leaking adds even more crimes to their total.

If they are "incidental" then I assume it means they were not part of the suspected crime. So, kinda like picking up a conversation between a mobster and his kid's teacher while wiretapping him for mobster-y crimes. Add to it that this was supposedly foreign target surveillance and they were capturing conversations with incidental Americas. So "unmasking" the teacher who conversed with said mobster is implying that the teacher is an associate of the mobster, that he/she is a criminal. This is what they did with Flynn and probably others. I *think* this is why it's illegal, why they keep incidentals masked.
Anyone who knows better, please correct me!

Let's say we're monitoring Abu Abu Mohommed, out in Durkadurkastan. We get intelligence reports that he met with Joe Smith, from a construction company in NYC that does a lot of business in Durkadurkastan. Abu Abu Mohammed's family is heavily involved in construction, so it would make sense that the the two companies might have business dealings that have no ties whatsoever to Abu Abu Mohammed's side business of kidnapping and Islamic extremism.

Any reports regarding the meeting would "mask" Joe Smith's identity. He'd be referred to as "US Person 1" or some such. The goal is to prevent his reputation from being tarnished by the implication that he's plotting with terrorists, as well as to protect his constitutional rights. Any information about him is kept tightly secured and usually requires a warrant to access.

What Rice is accused of doing is taking the unredacted information and spreading it around the intel community, so that a party loyalist could leak bits and pieces to the press in hopes of smearing Mr. Smith and destroying his reputation.

Conspiracy is a funny word.

In this case it's like calling jaywalking a crime. You'd be technically correct, but really, everybody does it. All the time. Even now.

Every Administration, starting with Washington's, had inner folks talking about how to get away with this that and/or the other.

You want to talk about conspiracy, how about those people in the Democrat Party conspiring to prosecute a nickel and dime operation that is dwarfed by the crimes committed on behalf of LBJ, JFK, FDR, and all their lot, WITH their complicity.

Nothing in any of the coverage I've read has indicated that the "unmasking" - or even necessarily the surveillance - took place BEFORE the election. I think things become infinitely more damning if Trump's team was in fact surveiled during the campaign, but I haven't seen any evidence of that. Where does that come from?

Good point.

Think the pre-election surveillance comes from reports of the Obama admin's FISA filings to do surveillance on Trump, first attempt in July (which was denied) and then again in late October (granted).

The Bloomberg article says Rice requested the unmasking of people from transition team who were incidentally caught in surveillance (*wink) during transition period.

The leaked files indicate that the Marble's source code includes Chinese, Russian, Korean, Arabic and Farsi languages, as well as English, which shows that the CIA has engaged in clever hacking games.

"Marble is used to hamper[ing] forensic investigators and anti-virus companies from attributing viruses, trojans and hacking attacks to the CIA," says the whistleblowing site.

"...for example by pretending that the spoken language of the malware creator was not American English, but Chinese, but then showing attempts to conceal the use of Chinese, drawing forensic investigators even more strongly to the wrong conclusion," WikiLeaks explains.

507 From page 3 of the link to the Church Committee Report

This Committee has examined a realm of governmental information collection which has not been governed by restraints comparable to those in criminal proceedings. We have examined the collection of intelligence about the political advocacy and actions and the private lives of American citizens. That information has been used covertly to discredit the ideas advocated and to "neutralize" actions of their proponents. As Attorney General Harlan Fiske Stone warned in 1924, when he sought to keep federal agencies from investigation "political or other opinions" as opposed to "conduct ... forbidden by the laws":

When a police state passes beyond these limits, it is dangerous to the proper administration of justice and to human liberty, which should be our first concern to cherish. ... There is always a possibility that a secret police may become a menace to free government and free institutions because it carries with it the possibility of abuses of power which are not always quickly apprehended or understood.

So who was Harlan F. Stone? A Republican who later became the 12th Chief Justice of the Supreme Court.

511 Why isn't this nasty little woman, Rice, in chains in Gitmo?

There's three parts to this that stink:

a) Late in Obama's administration three hardcore political flunkies - Rice, Lynch, and that CIA shit - were magically given the right to unmask 'US Persons' in interceptions.

b) At least one of those flunkies began working her way through intercepts - I'm guessing - of those GOP candidates they thought viable, and their staffs, and who knows, maybe Bernie.

c) Once Trump won the nomination the research ramped up substantially, and notably there are claims from credible outfits that there was no intelligence component, it was purely dumpster-diving.

How does this differ from Watergate?

Well, back then if you wanted to find out something about your opposition you had to go physically plant a bug, raid a psychiatrist's filing cabinet, etc.

Now you just have to have some committed apparatchik who can pluck what she wants out of what the government already collects.

So in many respects it's worse.

But here's the question: who had the authority to give these Molotovs the access, and would you let Rice or one of the others walk if they rolled over on Obama's intent and put him away?

WASHINGTON- U.S. Citizenship and Immigration Services (USCIS) today
announced multiple measures to further deter and detect H-1B visa fraud
and abuse. The H-1B visa program should help U.S. companies recruit
highly-skilled foreign nationals when there is a shortage of qualified
workers in the country. Yet, too many American workers who are as
qualified, willing, and deserving to work in these fields have been
ignored or unfairly disadvantaged. Protecting American workers by
combating fraud in our employment-based immigration programs is a
priority for USCIS.

Targeted site visits will allow USCIS to focus resources where fraud and
abuse of the H-1B program may be more likely to occur, and determine
whether H-1B dependent employers are evading their obligation to make a
good faith effort to recruit U.S. workers. USCIS will continue random
and unannounced visits nationwide. These site visits are not meant to
target nonimmigrant employees for any kind of criminal or administrative
action but rather to identify employers who are abusing the system.

interagency teleconference: 'If we use the word 'genocide' and are seen as doing nothing, what will be the effect on the November [congressional] election?'"

The horrifying thing is that Rice now has multiple genocides on her watch and decorating her C.V.

Rwanda, initially.

Then the further series of destabilizing wars in Central Africa which began in the aftermath of Rwanda, often called the Congo Wars colloquially, also genocidal in effect, which added up to the largest loss of innocent civilian life since WWII.

And now most recently, the genocide against Yazidis, Christians, and others by the Islamic State.

The woman, her criminality aside, is figuratively soaked in other people's blood from head to toe based on entirely LEGAL duties she had been MEANT to be performing, and which she carried out with lethal incompetence.

Bro, a changeup needs to be at least 10-12 mph difference in speed from the fastball to be considered a changeup. It's not a changeup. It's a hard cutter or a hard sinker, both fastballs with different grips.

I caught my entire life till age 27. I used to train with pitchers in the off-season to get them prepared for spring training.

It's not a changeup. Period. It would need to be in the mid 80's to be considered a changeup.

Maybe he is working on a changeup. But a 93mph pitch is not a change up. It doesn't matter if it moves like a knuckle ball. It's not a change up. He is throwing a fastball with a different grip, also known as a cutter or a sinker.

Because. Her change-up is still a work in progress.

696 "Leftist grunts on the Twitters are already saying that these "unmaskings" were done in furtherance of investigating illicit Trump staffer communications with Russia and other enemies of the US."

Problem with that claim is they knew the content of the conversations before they unmasked anyone. If the content was a big nothing burger - which it apparently was - there is no legal need to unmask the American involved. Except, of course, in a failed attempt to make Trump look bad or something.

Thanks, Democrats, for showing us how you will want to be treated under similar circumstances.

700 If any real investigative reporter is reading this, and the Democrat beating drum mantra is "Everyone spies on Presidential candidates"

Ask Bill Clinton or Al Gore if they spied on W Bush

Ask W Bush if he spied on Kerry

Ask Rice and Co of they spied on McCain

If the answers are "Yes" then everyone does it, so jump off that bridge.

701 Point Number One:

Susan Rice is dead to rights guilty. A very long term in the hoosegow is likely in her future.

Point Number Two:

As Chief Law Enforcement Office, President Obama almost certainly was aware of Rice's crime ( he probably ordered it himself) and was almost certainly given those ill gotten reports on the Trump campaign as has been reported in the media for many months.

So in all probability Obama committed some very significant crimes. The House Intelligence Committee should subpoena him right away, put him under oath and ask him some very pointed questions on what went on.

Under Oath at least one of two things will likely happen:

A. Obama will lie; and a fairly easy case against him could be made to send him off to the slammer.

B. Obama will fess up ( highly unlikely) but then his reputation will be ruined and he probably could be made to disclose of details of who was involved in this criminal unmasking.

In any case many, many democratic operatives including some Congressman and Senators were likely involved even in a minor way. All of the leads need to be investigated to the fullest.

There is likely a huge opportunity to drive a stake through the bleeding heart of the Democratic party if the Republican Party has the will. The typical Kabuki theatre play acting that they will do something this time but somehow fumble it away - won't cut it this time.

It is also probably true that some of the RINO's were involved as well ( we're talking you John McCain). So if the RINO faction wants to drag it's feet and place nice again, it's time to take them down as well.

702 Imagine the nuclear outrage if this was Bush who had spied on Obama.

704 I know it shouldn't be surprising but there is not one mention of this on either of the other two "news" networks page. NOT ONE. Utterly unbelievable. This is malpractice by omission.

705 Why are we surprised, she went before the American people and blamed a Muslim terrorist attack against America on a you tube video and not once has the media held that lying piece of filth accountable. The lot of them abused their oath of office and betrayed the people for political gain, I wouldn't doubt the Obama regime have a blackmail file as thick as Obama's skin?

Posted by: Rose at April 03, 2017 06:13 PM (P7W4k)

706 BTW, if Hillary gets elected NONE of this comes to light. And it doubles in intensity during her administration, ensuring that no Republican ever comes near the White House again.
And they call us Fascists??????????????
