The real problem though is that the GOPe does NOT want to implement conservative policies (even after promising to do so for the last 8 years).

So Ryan's job is to placate conservatives without giving them anything important.

And for the argument that this is step 1, the GOPe blew its trust years ago. If they really can't get rid of Obamacare first, pass a bill ending it prior to 2018 and then do step 1 or whatever first in that timeframe.

Each state is allowed to individually determine the ago of majority.

Below that age someone may be on their parents insurance. They may not use alcohol, marijuana (where it is otherwise legal), vote, or engage in any other privileges/rights accrued to adults.

Above that age insurance companies may determine the rules of whether family members are allowed on a policy - states are NOT allowed to set rules. And of course individuals above this age are allowed all the privileges/rights accrued to adults.

So if MA wants to have people on their parent's insurance until 30 - go right ahead. Enjoy not voting until you are 31 because you are 20 year old "children".

Rand's plan calls for allowing those with pre-existing conditions a two-year period to become insured. Then, if they fail to maintain insurance thereafter, they are on their own.

A lot of folks with pre-existing conditions lost their insurance, just as others did, due to the rising costs and lack of available options, not because they weren't willing to pay for it or were attempting to game the system.

They may need help... it does not need to be government help. That is what charity is for. And honestly, as much as I think that the insurance companies are whores who jumped into bed with Obama the first chance they got, insurance is meant to cover low probability outcomes with catastrophic costs. They are not the instrument to cover the near certain to certain costs of pre-existing conditions. People need to save their own money for that and learn how to negotiate with their doctors to limit costs.

The only benefit to keeping "children" on plans is they stay on at a discount. Otherwise, why not simply buy individual policies?

So, now we have adults that should be taking on their full share of risk liability being strung along at a discount.... contributing less than their risk level to the pool while maintaining 100% of the liability. That variance gets pushed out to everyone else.

This is my take too. Obamacare was designed to blowup. It was supposed to do so with Dems in charge and they would then move single-payer into law laying the blame on the insurance industry which was setup as the scapegoat from the get-go. True. But if you are being supported by lobbyists year in and year out, you are permanently beholden to them. If you can only serve perhaps 2 terms total anywhere (or whatever), there's not enough time/incentive to be owned.

One of the primary sticking points was that Paul, Brat, Gohmert, Meadows, et al. were specifically locked out. They are not of the RINO body, so they don't count. I'm on medicare but wife's health insurance went from $1065 to $169 a month when I said our adjusted gross income would be $60,000 this year. If I go over that, will I get fined?

There's that, but I think it goes deeper (good post btw).

18th century morals and values didn't, on the whole I think, cotton to having permanent Congressmen. Heck, the custom at the time was that a candidate didn't even campaign. Such things were looked down upon for a variety of reasons.

Somewhere along the line that changed. I tend to think it was right around Reconstruction, but regardless...having a permanent ruling class got entrenched.

It's a fair point to say that elections are the term limits desired, but Congress has largely insulated itself from elections. Districts are so gerrymandered that there are few swing areas. So I agree with others that it's time to account for that, and term limits are one way.

591 I have two theories going around in my head:

1) President Trump gave his full backing to Ryan on this bill so that if it failed, he could not be blamed by Ryan or Ryan-supporting Republicans that he undermined the success of the bill. In fact, Trump went over and above to get this thing passed, and it still sank. So the only one to blame is Ryan for putting this crap thing together and not amending it enough to satisfy the wary.

2) Ryan put together a crap bill knowing it would not pass in order to try to undermine President Trump and slow down his agenda. Instead of working with those in the House to make a bill everyone agreed on, he kept it behind closed doors and the revealed it at the last minute to make a true debate and any positive changes nearly impossible.


If 1 is true, Trump is the winner. If 2 is true, Trump is still the winner because he appeared to be helping Ryan get his bill passed, rather than get in its way, leaving Ryan to carry the load of failure. If 1 AND 2 are true, Trump comes out the winner also. Win, win, win for Trump.

Trump, if he wants, can work through the HHS regs and help ease the burden on people until we can repeal it. Or he can let the law sit on the books and let the Dems take full blame for it when the 2018 pricing comes out and more plans are dropped from the exchanges.
