The last President to regard ballistic missile defense with any degree of seriousness was Ronald Reagan.
When the country-club Eastern-establishment Poppy Bush arrived, he almost immediately began slashing away at the Reagan defense buildup he had inherited, including BMD. Poppy's successor Billy Jeff of course was quite happy to not renew those contracts and programs.
Dubya Bush then panicked after 9/11 upon being told by the Pentagon that, well, no, sir, there really isn't a BMD capability to speak of. What we've got is an underfunded, undertested research program with only a few vehicles.
Dubya immediately ordered that this scanty number of interceptors be officially decreed operational, despite their poor reliability and lousy performance in testing. He wanted also to have the Navy Aegis system declared fully mission ready for BMD intercept, which was again a serious stretch from technical reality.
Obama was utterly disinterested in the entire subject.
So here we are in 2017. Where ballistic missiles and nukes to go on top of those missiles are proliferating madly. Including into the hands of literal madmen. And the ability of the USA to shoot them down is still highly questionable.
Want BMD? Reliable BMD? Gotta spend the money. And spend the time. And spend the effort. No shortcuts.

170 I spent a day reading about the North Korean gulag system. They've got layers of prison camps (surprising I know), the worst being for politicals (you never leave except feet first) and then ones for criminals and even ones for the people uprooted by the famine back in the 1990s.
There's evidence, spotty of course, that they've conducted experiments on human beings. That's alongside the usual torture, starvation, and on the spot executions.

Yeah, it was dumb to even set foot in the place. But my heart went out to the poor guy when I saw the footage of him "confessing" to his "crime." He had obviously been tortured already. His poor parents.
Obama didn't do anything to help him. (Maybe nothing can be done, dealing with such crazies.) I don't know if the Trump admin is. Tucker hasn't given an update recently.
