Well ... the original bill was totally un-Constitutional in ever way, shape and form so I don't think anyone needs to read much of an amending bill to know that it, too, is un-Constitutional and as stupid as all get-out.

Very badly... Medicaid expansion is rewarded (and continues to be encouraged), "kids" stay on their parents' insurance until they're 26(!?!), Insurance companies remain unable to deny coverage for pre-existing conditions.

On the other hand, Ryan's website says that individual and business mandate penalties will be eliminated but the actual mandates are rumored to still be in this stinker of a package so... Ryan appears to be encouraging scofflawing. And we all know nothing sustains a Republic more than its citizens having no respect for the law.

Meanwhile, the millions and millions (and small businesses, and sole proprietors) who were *devastated* by O-care's instantaneous tripling or quadrupling of premiums, will just have to continue to suck it up.


It *sounds* like a very politically and substantively mediocre approach. Yes - even if Price was behind it.


Because it fails to reset to reality. Reality was that, in 2009, there was no "crisis" in health insurance, apart from the cartelization and distortions that federal and state insurance regulation and Medicare were inflicting, resulting in hyper-inflation.


"Reform" was desperately needed, for years. None of the O-care crap - not a single item - was "reform" in any sense. It was just much much more of the same, with a lot of new damage piled on.

The opportunity is here to actually *do* something. Insurance (real insurance, not the frankenstein crap of cross-subsidies, mandates, and cartelization that exists today and did before the ACA) could be *easily* made much less expensive, more flexible. It was among the areas of *highest* consumer satisfaction prior to the ACA (sounds odd, but true).


The confluence of great politics and excellent policy has rarely been so complete or full of potential. Time will tell, but I'm sensing this opportunity is about to be squandered.

Because there is no earthly reason to not repeal BarkyCare, in whole. Period. End of story.

I want nothing to do with any amending of BarkyCare. The federal government has no business mucking around in individual health care, to begin with. That, by itself, is totally un-Constitutional. The only power the feral government has with respect to health insurance is helping to make regular interstate commerce of insurance and health care. That's it. Nothing else.

Paul Ryan can blow my dog if he thinks I'm even going to consider any shit-assed attempt to save BarkyCare, no matter what modifications they make to it.

Yep. I have always gotten individual policies and I was happy with my insurance. After BarkyCare my rates more than tripled (after they kept shitcanning my old policies and making me sign up for new ones every year) my deductible doubled, my network shrunk to nothing, my copays are ridiculous, now ($50 for a regular visit, which is really what the cash cost of such a 15 minute visit should be).

People were happy with their insurance and care before BarkyCare but the asswipe Vichy GOP douches (and Trump, too) act as if no one could live with the health insurance market of 2008. Bullshit.

This is all about the medicaid expansion and putting more leeches on my back, leeches who I not only pay for but who still clog up the emergency room so that I can die nicely while waiting to get emergency care because their kid has the sniffles or something.

The ACA addressed precisely *none* of the easily identified problems with health insurance. None. It only - obviously - vastly exacerbated them, and added lots of new ones.


Real reform would be the perfect confluence of good politics and great policy.


Staging it in different bills is not obligatory, but could have some advantages. Primarily in that you keep your *popular* initiatives in the spotlight longer, as well as highlighting the *unpopular* opposition of the other side, longer.


And it has no effect on the likelihood of passage. Tort reform will be just as popular in a year as it would be now. Ditto for inter-state competition, elimination of mandates, and other things that would result in consumers facing the choices they should long ago have had (and did, to some extent, within my lifetime).


Our best hope is a "melt the phone-lines" phenomenon of the sort that derailed amnesty in 2006. And by that I mean in opposition to Trump's preferences on adult-children and welfare posing as "insurance" for pre-existing conditions.


Trump's approach will yield quite a bit of economic benefit in terms of relieving the pressure on small business. Yet I wonder if the individual market, which of course it vital to sole proprietor and independent contractor businesses, will be allowed to recover with this timid, partial "reform". That market was absolutely devastated by the ACA.


If we don't get actual reform now, I don't see it happening later.

Well we shall see when the bill is actually read. Personally, if the mandate is gone then THAT is the major piece I wanted gone.

I'm also please with the transitioning of Medicaid from the federal government and to the states in the form of block grants.. That is huge.

I also like that there is no mandated plan, HSA's, tax credits for buying insurance on my own and a few other things like the overall focus on shifting much of the control over insurance back to the state level.

Would I like insurance across state lines? Absolutely, and I see no reason that can't be done later.

I'm not sure how you do tort reform on a national basis when you are pushing much of the control of insurance back to the state level but I agree that would be nice.

Of course, i'm not accounting here for the deliberate obfuscation that I'm sure occurs more often than not in actually writing the laws themselves, as opposed to legal opinion or rulings.

I can appreciate your frustration but, honestly, do not see the complexity.

At present, everyone's insurance technically expires each year. Prior to the enrollment period, everyone gets a packet detailing plan changes, costs, etc. and needs to send it it prior to the enrollment date. Most of the time, this is a formality that no one really pays attention to, however, for the past 7 years, each period (for the vast majority of people) required them to a. accept vastly increased costs, b. accept plan changes, and/ or c. go on an entirely different plan.

I will go further, people keep talking about how many people were insured that hadn't been under Obamacare. (There are lots of articles all over talking about how that number is total bullshit, no need to repeat it here). Speaking as someone who was an employer during Obamacare implementation, I can tell you that more than 50% of people who were previously insured dropped coverage because they could not afford the new plans. That number has increased almost every year since 2010.

This is not a complicated issue. Obamacare expires on the next enrollment date. Period. Insurance companies will fill the void like they've done since insurance was invented.

Yes, some people will end up without "insurance". The majority will be people who never really had "insurance" to begin with: people who signed up and never paid a premium, people who have pre existing conditions (that is not insurance, it's charity), people on one of the 100% government dole plans (again, that is not insurance, it's charity).

Those are entirely separate issues. Personally, I support keeping charity a private matter, not a government one.

Medicaid, etc. are NOT insurance. Covering people with pre existing conditions is NOT insurance. It is charity.

I have no problem with charity. I have BIG problems with government funded and run charities.

Let's say that we all agree that everyone in need of healthcare should get it, regardless of insurance, ability to pay, etc. Ok, that is humane and decent. Who pays?

There are lots of options.
A. Charitable donations are already tax deductible. Add in a deduction for doctors time, etc. and I'd bet you'd get a lot of volunteers.
B. Private charities. Churches and lots of private entities would gladly fill the void if the government left one. They've done it for centuries. The problem now is that the government takes all everyone's extra money (and then some) so charitable donations go down as taxes go up.

We have to be honest about what these things are. They are charities. We also have to be honest about how they are addressed. The most expensive way to deal with it is to let government do it, even if it's perfectly structured, there is zero graft, and done with the best people and intentions. Whatever government does requires 1. an act of Congress (billions spent before anything happens), 2. a government agency (GSA payroll, unions, impossible to terminate people, etc.). Government NEVER stays within budget. Heck, we don't even pass budgets anymore.

Put very simply: A good charity maximizes the percentage of each dollar that actually goes to the recipient of a charity. Which is cheaper? A church full of volunteers or a giant new government building full of bureaucrats and union employees?

JackStraw... you are wrong. Unless they repeal the language that requires most people to have coverage, those people are required by law to have coverage. The fact that they are zeroing out the penalty means next to nothing since the penalty is still imposed just (for right now) at a rate and amount of zero.

The penalty would still exist and could be set at any rate a future congress chooses.


That is not in any way, shape or form a "repeal of the mandate".

Your conclusion is correct but I dispute your premise.

1. Every entitlement is currently bankrupt, including Obamacare. They are kept going entirely by debt. There is no lockbox. There is no account. If there was an account, the balance would be negative. Yes, people paid good money to the government... and it is gone. "Tossing people to the ground" is a fallacy. That happened the day each of these entitlements was created. The truth is that the entire tax income from the next several generations is funding things for the current through debt and the debt is unsustainable. We are literally taking on new debt to make interest payments only on old debt.

2. I don't give a damn who get's elected. A Republicans have consistently demonstrated, there is zero difference between them and Democrats. So, people get pissed off. Good. They should be. Maybe they will stop voting for the same retards, year after year, that have been ripping us off and lying to us for generations. Maybe, instead of picking the D or R, we can stop with that entire farce and just elect Bob from down the street to got vote for us in DC a couple times a year. Bob is a complete fuckup you say? I don't think we are. I've also had my premiums jacked through the roof and had my choices limited. I want Obamacare gone and specifically I want the things that caused the prices to spike and the choices to go down taken out.

It's not my bleeding heart that wants this done right, it's that I do not want liberals having any shot at regaining power. The House Republicans are no day in the park but Nancy Pelosi liberals are from a different planet. Politically, you can't just say "Fuck the people on Medicaid and all the state who took the expansion". Sounds great but it would be political suicide.

If there were a truly free market, then I think insurance companies might come up with the idea on their own to sell it as a rider.

In the world where it's a required part of plans, generally provided by employers--then it's a cost added to everyone, instead of an income stream on its own.

I'll ask a different question: Who do you want going to DC to vote for you? Someone beholden to you or someone beholden to ANY party?

Let's pretend that R's are really conservatives. Let's pretend that they all went to DC and hold to the same platform of beliefs and ideology. The catch is, even when everyone agrees in general, the details don't work for every state or every district.

Even assuming the best from everyone, what we have now is a group of people who are 100% beholden to their party. Their entirely livelihood, career, and well being of their family is dependent on voting with the party... even if that means going against their state or district.

When election time comes, the party loyalists are rewarded with pork. They get a library or convention center in their district named after them. The party decides which seats are important and worth holding and exempts them from certain votes (that are already a foregone conclusion) and dumps money into their campaign from the central coffers.

It will be possible for insurers to refuse to renew your policy if your underwriting changes (or offer you another policy at a worse rate). Women will pay more than men, because women tend to use more health care than men. Students/the young will pay the cheapest premiums. Underwriters will be able to refuse to offer coverage if you have a medical condition they cannot underwrite (a "pre-existing condition," for instance).

Your health insurance will provide you contractual benefits in the event you suffer a covered loss. It will not provide you "health care." The welfare systems for the poor (Medicaid) and elderly (Medicare) are done away with. Hospitals can again turn away individuals from treatment if they cannot pay.

Although this might all sound terrible, it would open the market up to actually find the true price of healthcare once again. Instead of third-party payers controlling the bulk of the market, individuals will be able to again find price by purchasing health-care directly, which would drive the cost of care downwards. Healthcare decisions will be more based on an individual's personal economy, and not government subsidies.

This is the true "free market" conservative solution to healthcare, that politicians will not touch with a ten-thousand foot pole, because of all the sacred cows it slaughters. But it will end much of the waste and abuse in the market, the price of healthcare will decrease, people will again be personally responsible for their choices and decisions (good and bad ones) and you'd probably see a huge increase in competition between medical practitioners and insurers to design new competitive products. Its the antithesis of socialist healthcare, which is what we are creeping toward, year by year.

There are lots of causes, and I'm not an expert on them. We spend an extraordinary amount on end-of-life care. We almost certainly overpay for prescription drugs (but this is also affected by the blackmail the pharma industry has to contend with internationally -- big pharma has to fight the socialist countries who demand that they sell drugs to them at lower prices or else they won't acknowledge the company's IP over the drug. The USA pretty much fronts the drug research costs for the world).

Part of it simply is an economic choice that a patient has to make. Its not pleasant, but that is the fundamental reality that our system is designed to obscure.

570 Oh jeez, this is worse than I feared. From their website:

"Help Americans access affordable, quality health care by providing a monthly tax credit - between $2,000 and $14,000 a year"

This is otherwise known as a "NEW MONTHLY WELFARE PAYMENT" or a massive new entitlement.

Think about it. You know what a "Monthly Tax Credit" is? Yeah, no one does, because you don't pay and get a refund from your taxes every month, now do you? No, instead, what he's talking about, is routing a check into everyone's bank account monthly and calling it a "tax credit" because eventually at the end of the year people will pay it back if their income is high enough for their taxes to cover it. Otherwise, you don't ever pay it back and it's just flat out welfare.

The kicker? It ties your eligibility for that Ryancare "tax credit" payment to enrollment through an actual Obamacare exchange. That's right, the exchanges are locked in and left totally in place by this "Repeal" plan. So if you want to buy off the open market the exact same plan you could also find on the exchange, but you'd rather avoid using the exchange because they're notorious for giving you a surprise-sign-up for medicaid without your permission? Sorry bub, you can't have your Ryancare tax credit. You have to risk maybe having your estate seized by the government to repay medicaid funds you never knew you were actually getting because no one told you that you were signed up without your permission.

This bill must die in a fire. It's not a repeal of Obamacare. It's an addition to Obamacare.

572 Oh dear, I just read to the part where that welfare payment disguised as a tax credit isn't even paid to the people directly. It's paid to the health insurance company you bought your plan off the exchange from.

Because of course an "individual's tax credit" is paid directly to an insurance company. Yeah, right, whatever.

Screw this bill.
