An audio file is probably 128kbs (decent audio) which translates to about 1 MByte/minute. That's how much bandwidth streaming radio should take.

Pages, here, routinely get over 250KBytes (and that's only the post and comments, not including any of the ad bullshit and other images and stuff).

That should be decent enough for real-time video watching without lag. Certainly music.

If you're paying for 10 mps, and getting 6, it still is justification for service call. Not telling you what to do, but the service providers have an attitude of 'mind over matter'. If you don't mind, then it doesn't matter. To them, that they're throttling back to increase profits. Oversubscribing an area. Whatever the reason.
