Demographics would be my guess. I was born there then based out of there my whole professional career. I left in 2005 and damned glad I did. Hate going back to visit friends and family. Since you've never been to jail, (as I have --NOT PROUDLY), allow me to explain the process... If you go to jail on a Friday, you have to wait until Monday for a hearing. If you go into a Federal Prison, you have to wait until a Magistrate opens your case... which can mean months. What did the kids do to sit in a cold cell? They followed their parents over the border. Illegally. I can tell you from City-to-State-to-Municipal-to-Federal... those cells are cold. For a reason. The beds are too small for adults and the blankets are too small... for a reason. The problem a lot of renters is facing right now is that housing prices have typically followed real inflation. The bubbles occur in markets that are over-heated due to speculation, government interference, and short term market forces subject to change.
Real inflation is "real" high right now so that alone is making home prices go up. The problem is that as long as the liars we have in DC say there is no inflation wages will not chase that inflation number. When they don't give a numbers at all (as that LA Times poll is) it means that normalization fraction is so bad that they are ashamed to post it.
