The rules of kidnapping are well established. Release is contingent on paying. That's how you get those situations where the kidnap victim turns up dead after the payoff.

Uh, no.
There is video of them at the gas station. Start to finish. The two non indicted swimmers had corraborated the gas station attendent and security guard 's story.

They were major league drunk, they were in a taxi at 6 am, told the driver they needed to piss, driver pulled into gas station. Lochte and company went to the outside restroom which was locked and proceeded to break the door in. One swimmer stands outside the building and takes a piss against the wall. The noise concerns gas station attendent who comes out to see what is going on , then security guard approaches Lochte and company and notes damage to restroom. He says he is going to call police for the vandalism, video show Lochte and co. actually scuffling a bit with security, at one point they are all sitting on the curb while another patron of the gas station who speaks English is interpreting for them.
Lochte finally pays $30 to cover new lock, mirror, etc. and video shows the four wandering back out of the building toward the gas pumps. They get in the wrong taxi first, then finally find their taxi, who is now putting gas in it.
Additional video shows them at the Olympic village, checking in, showing wallets with ID's, wearing watches, jewelry, etc. at 7 am.

It's possible the guard told them to pay up and he wouldn't call the cops. No one other than Lochte, who is now not talking, denies the events at the gas station and the fact they busted in the door.
But this isn't some poor innocent tourist getting pulled over and shaken down.

There were no police involved. So that story is bogus. It was after Lochte's fantasy story of being robbed at gunpoint that was broadcast on NBC showing that everyone still had watches, wallets,etc. that the police began to question the story. The two non indicted swimmers said they paid the manager for the broken door.

Lochte's stupid made up story to try to keep his mom and girlfriend from knowing they had been out picking up women in Rio is what blew this thing open. And pissed of Rio's officials.

Deputies hauled both of 'em before a magistrate and they got to telling their stories, each cussing the other. The second one said "You tried to kill me!". "Hell, no I didn't, you know I can aim better than that!"

The magistrate (it was late at night), got sick of them both, said both were full of shit, and he ought to just shoot both of 'em right there himself. He threw him both out of the courtroom, saying they both got what they deserved, and if they ever were brought back in, he was gonna throw the book at 'em both.

That's the way they used to handle things like that in the old days. It is true, neither one was trying to kill the other, just shooting.

No, I just tried googling it , found a brazilian news feed with it, but you don't want to go there. All in portuguese and totally locked up my computer.

There isn't a camera in the restroom, the cargo container looking thing behind the gas station. What you see is someone dressed in the station uniform coming out carrying a mirror and it's frame.
My understanding is that the two swimmers who cooperated with police(yes to get their passports back) have said they broke in the door. They were all drunk.

Who could believe anything Lochte says at this point, when he was willing to make up this incredible story about being pulled over by someone with a police badge on the road, who told them to get down, and when he told the gun wielding guy no, he wouldn't because he hadn't done anything , the guy put the gun to his forehead and cocked it, and the Lochte said, "whatever". And then they were robbed.

Then the next day, says, "Well, really we were at a gas station and the guy came over , waving a gun and robbed us there."

When the video shows the station manager coming over to their taxi to tell them that a clerk had found the bathroom broken into and then the manager goes up to a rent a cop standing there and tells him that these guys have damaged the restroom and he wants them to pay up, call the cops whatever. The camera then shows Lochte and friends sitting on a curb at the station and it isn't clear what is going on at that point.

So unless someone is going to convince me that Lochte's two teammates were tortured in the presence of US consulate officials and their attorneys to force a story out of them that they broke into a restroom, and they really were robbed at gunpoint by the service station security guard and manager, at rush hour in front of other patrons, one of whom was translating English, I'm believing the cops on this one.

No way. A foothold in Central Asia has been on Russia's agenda since the 1800's. At the time, the UK had their satellite in India and Russia wanted warm water ports to counter. There was even a name for the jockeying that took place between the 2 "Super Powers", The Great Game.
