It wasn't a massive failure when you consider that the real reason it was implemented was to give illegal aliens more rights and privileges, and more ability to move freely around the U.S.

The nonsense about it encouraging them to buy auto insurance was just the ploy used to get the rubes (i.e. California voters who are actual citizens) to go along with the scam.
