Most of the most strident anti-gun advocates are rich, powerful people who live in nice areas, and many have armed security.

I think it's meant in the same light as "We're going to be saying Merry Christmas again." It doesn't necessarily mean that there's going to be some sort of force applied to make that happen, but rather that there will be push-back, and the small minority who manage to push that on everybody will be run over like Kevin Bacon's character in "Animal House".

Take over the agency with one of your own, and insert the proviso into the regs.
